In the years between the two World Wars the concept became more political in nature: after Estonia, Latvia and Lithuania obtained their independence in 1918 the region gradually became understood as the geographical entity made up of these three republics. Although the Baltic region is geographically fairly homogeneous, each of the newly restored republics possesses unique geographical and strategic features. Even their military significance is different when measured against that of their neighbours. In order that these difference should be better understood, this study looks not only at the Baltic region as a whole but at the three states separately - their strategic factors, their potential for arranging their national defence and their strategic concepts, although these have not yetbeen approved by the respective parliaments. The northern part of what was once East Prussia, and now is the Königsberg/Kaliningrad administrative region, is geographically a part of the Baltic region. Housing as it does a large Russian military base, it is also of great strategic significance, not only to Lithuania but to Latvia and Estonia. For this reason it, too, is included in the survey. The materials for the research were collected during the years 1991- 1994. Besides the many published sources, the study also relies on oral and unpublished material gathered in numerous fact-finding trips to Estonia, Latvia and Lithuania. Helsinki, 30 June 1994. The results demonstrated that the mean water temperatures during the monitoring period from May to October were higher in the largest rivers (from 13.6 oC to 16.1 oC) compared to those in the smallest rivers (from 11.5 oC to 15.7 oC). Similar patterns were seen for the maxi- mum water temperature: in large rivers from 22.9 oC to 25.7 oC, and in small rivers from 20.8 oC to 25.8 oC. Generally, lower water temperatures occurred in rivers with a high groundwater inflow rate, for example, in rivers of the Gauja basin, in particular, in the Amata River. Mann-Kendall test results demonstrated that during the monitoring period from May to October, mean water tem- peratures had a positive trend.     SELF­DRIVE THE MILITARY HERITAGE AND ENVIRONMENT OF KURZEME The NATURA 2000 system was established by European Union member states to protect a large series of environmental territories. In Latvia’s case, the system includes territories that were protected before it was set up, as well as 122 new territories. Each EU member state establishes its own system of territories, and these are then joined in the central system. NATURA 2000 territories are of European importance and are environmentally protected. Along this route, the most interesting NATURA 2000 territories include the Zvārde Forest Park, the Embūte Nature Park, the Ziemupe Nature Reserve and the Nature Park of the Ancient Abava River Valley. While in these territories, please be gentle with environmental, cultural and historical values. Keep the “interests” of birds in mind when bird­watching. ROUTE During the Soviet era, Latvia was the western border of the USSR, and that made it a strategic location in which lots of military resources were concentrated. During the Soviet occupation, there were more than 1,000 Soviet military units in Latvia, and they controlled some 600 facilities equalling to more than 10% of the territory of the Latvian SSR. In other words, Latvia was behind the Iron Curtain for nearly half a century. Border guard posts, tank bases, aviation bases, military airfields, storage facilities for weapons and munitions (including nuclear missiles), military espionage facilities and other, similar entities were mostly centred on the shore of the Baltic Sea, where there was a special frontier regime. It was just 20 years ago that people were allowed to be on the beach only during sunlight and in very limited areas.

During the last centuries Latvia’s landscapes have passed through radical changes, which were driven by political events. Each new political era discarded the ideas of the previous era and subsequently reorganized the land(scape) according to the new views. At the regional level the role of history is significant in analyzing landscapes while at the local level the main force is people, often themselves not knowing the history of the place but putting the existing path dependency into practise or disregarding it. The biographies of two former villages are discussed: one which is nearly deserted but filled with forgotten or neglected cultural heritage values and the other – alive and interwoven with some old (almost forgotten) cultural practises. Path dependency in landscapes is relevant only regarding the attachment of people to a place and the experience on which their further desires are based. GENERAL DESCRIPTION OF THE AREA The length of the Latvian coastline along the Baltic proper and the Gulf of Riga is 496 km. Circa 123 km of the coastline is affected by erosion. The case area ‘Gulf of Riga’ focuses on coastal development within the Riga metropolitan area, which includes the coastal zone of two urban municipalities (pilsetas) – Riga and Jurmala (Figure 1). Riga is the capital city of Latvia. It is located along the lower stream and the mouth of the Daugava river. Its several districts (Bulli, Daugavgriva, Bolderaja, Vecdaugava, Mangali and Vecaki) lie in the deltas of Daugava and Lielupe rivers and on the Gulf of Riga coast. Jurmala municipality is adjacent to Riga from the west. It stretches ca. 30 km along the Gulf of Riga. It is the largest Latvian and Eastern Baltic seaside resort. 1.1 Physical process level 1.1.1 Classification According to the coastal typology adopted for the EUROSION project, the case study area can be described as: 3b. Definition of what constitutes “small state” is discussed in first step.     ABSTRACTS 1M THIRD INTERNATIONAL CONFERENCE: DANUBE RIVER BONDS SK97K0407 Istvan Ijjas Department of Water Resources Engineering, Budapest University of Technology, Hungary SCENARIOS FOR REDUCING PHOSPHORUS LOADINGS FROM THE POPULATION IN THE DANUBE BASIN The main tasks, conclusions and recommendations of the "Removal of Phosphate from Detergents in the Danube Basin" Project will be presented. The study was carried out in the framework of the Applied Research Programme financed by the Commission of the European Communities PHARE Programme, co-ordinated by the Danube Programme Co-ordination Unit (PCU) in Vienna, in connection with the PHARE Regional Environmental Programme. Phosphorus is the nutrient which most often limits growth in freshwater systems. To reduce the load of phosphorus several abatement measures are available. Two types of measures were analysed in the present study: introduction of P-reduced/P-free detergents and P-removal from waste waters. The overall objective of the Project was to support the riparian countries in the Danube Basin to eliminate phosphorous from detergents as soon as technically possible and economically and environmentally justified. The scenarios for P-removal, the environmental effects of substitutes of P and other surfactants and the proposal for the Danube Action Programme for P-reduced - P/free Detergents will be discussed.
