REQUEST FOR EXPRESSIONS OF INTEREST for INDIVIDUAL ESG RATING CONSULTANT

The African Development Bank (AfDB) is committed to supporting environmental and social governance as a necessary aspect of the economic transformation in the . In view of this commitment and in response to the accelerated pace of its High Five priorities, the Bank is currently implementing its Environmental and Social Safeguards Strengthening Action Plan (SSAP 2020- 2025).

One of the objectives of the SSAP 2020-2025 is to support capacity building on environmental social governance (ESG) in the continent. A key deliverable under this objective is to explore an AfDB driven ESG Rating initiative to facilitate the disclosure of ESG performance information of both sovereign and non-sovereign entities in the continent.

Within this context, the African Development Bank is seeking to recruit a reputable international consultant to support the delivery of a robust feasibility study on its proposed intervention on Environmental and Social Governance Rating.

The consultant will develop the feasibility study which will involve:

(i) Consultation and analysis of similar initiatives (similar organizations, rating agencies, etc.) to elucidate and finetune the added value of an ESG Rating system driven by the Bank on the continent. (ii) Analysis and recommendations on the nature and scope of the system which must include: a set of E&S performance indicators (with their metadata forms including calculation methods) for sovereign and non-sovereign entities, the datasets required for each indicator and sources of collection, the rating methodology (multicriteria attributes) etc, a proposal of a web-based tool for updating the metadata base and disclosing the periodic rating report, etc. (iii) Analysis and recommendations on resource needs, challenges and options for institutional partnerships, validation, and implementation of the system.

The assignment will be for 90 days spread over 4 months effective from the contract date. The contract is home-based. The indicative starting date of the assignment is in July 2021.

The Bank now invites Individual Consultants to indicate their interest in providing the above services. Interested Individual ESG Rating Consultants/Experts must provide a statement of capability and experience indicating that they are qualified to perform the services (Curriculum Vitae and overview of similar assignments and experience). The consultant should be bilingual (French and English). This advertisement is open to consultants/experts from the AfDB’s Regional Member Countries, the AfDB’s Non-Regional Member Countries.

A short list of six Individual ESG Rating Consultants/Experts will be compiled in accordance with the procedures set out in the African Development Bank’s Rules and Procedures for the Use of Consultants.
