What are the root causes of failure in the estimative process? 2. Why does strategic surprise always appear to be inevitable? The goal of this paper is to find rational answers to both questions.2 Some popular historians have labeled the failure of German "intelligence" regarding the Normandy landings as one of modern history's most extraordinary military blunders. In point of fact, there was nothing "extraordinary" about the Wehrmacht's apparent unreadiness for the main Allied assault, the Schwerpunkt as the Germans called it. Rarely has a nation at war been more expectant of invasion. By late April 1944, Radio Berlin had broadcast to the German people that an enemy invasion in France would come at "any minute, anywhere."3 On 18 May 1 For "out of the blue" see Michael I. Betts, "Analysis of War and Decision: Why Intelligence Failures are Inevitable," World Politics 31 (Oct. 1978): 61-89. 6 UNDERSTANDING FAILURE IN THE ESTIMATIVE PROCESS Radio Berlin announced that "the ports [of England] are bristling—crammed to the bursting point—with … invasion equipment."4 The Germans certainly were anticipating the Grosslandung; and yet, the critical details of their expectations about the Second Front invasion simply were wrong. The Germans were expecting a diversionary attack to be made in Normandy, but they were absolutely convinced that the Allied Schwerpunkt would come in the Pas-de-Calais sector. Everything was set to await the arrival of the Allied forces on the shores of France north of the River Seine—where, in due time, Adolf Hitler and the Wehrmacht expected to destroy them. But, in their effort to build and man the Atlantikwall, the Germans made one critical mistake—one the French had made earlier. They too forgot that a concrete and steel barrier with an exploitable weakness is no shield at all. The D-Day invasion of the Normandy coast provides a dramatic and well- documented example of a strategic attack which, though presaged by a variety of indicators, nevertheless, came as a complete strategic and tactical surprise. While this article is by no means a historical summary of the Normandy story, it does contains sufficient factual information to highlight the major threads of development and errors existing in the German pre- and post-invasion estimates.5 As will become apparent, there was nothing unique about the factors that blocked or inhibited the German perceptive process; there was nothing to make the factors inapplicable outside the historical context of World War II or the 3 "World Battlefields," Time, 1 May 1944, 23. 4 Army Times Editors, The Tangled Web, (Washington: Robert B.     Part Three 1939 - 1945 specially in the summer. When you were in bed you used to dread hearing the siren. Once the siren went you knew the Germans were coming. First of all you would hear the siren going down in Portchester, then Fareham and then in Titchfield blaring out. Then you would hear the anti-aircraft coming out but sometimes they went the other way. That was in the ‘40s. I remember 1941 one of the German bombers dropped three bombs, down by the meadows, where the bird sanctuary is down by the river. We heard them in the night, in the dark and you could see the craters the next day. I think they dropped them to get back to France, as it would be faster without the bombs. Early on in the War they put four 3.7 anti-aircraft guns in the Meon Road, past Steve Harris' Farm at Thatcher's Copse. It was a proper site with an army crew to defend it. They had what they called a 'predictor' – a range finder. It wasn't electronic and wasn't very accurate but it was all part of the equipment. The troops built a lot of Nissen huts and after the War a lot of people lived in them as temporary housing while they waited for a pre-fab house. The site was called Greenwoods after the army moved out. When the guns were firing you could hear the shrapnel coming down on the roofs of houses from all different sizes of explosive shells. Of course if anyone was out in it they would be in trouble but it was very rare that they got hit.

THE HISTORICAL BACKGROUND Operation Archery (also known as the Måløy Raid) was a British Combined Operations raid during World War II against German positions on the Norwegian islands of Vågsøy and Måløy, on 27 December 1941. The raid was conducted by British Commandos of No. 3 Commando, two troops of No.2 Commando, a medical detachment of No.4 Commando, a demolition party from 101 Troop (canoe) of No. 6 Commando and a Royal Norwegian Army detachment under the command of Captain Martin Linge. The action was supported by Royal NaVy gunfire and Royal Air Force bombers and fighter-bombers proViding air coVer. The objectiVe of the raid was to harass the German defences destroying a number of military objectiVes, and, by doing so, force the enemy to deploy larger numbers of troops in Norway than they would haVe otherwise. The small island of Måløy is less than 500 metres by 200 metres. It had a battery of coastal defence guns (4), ammunition stores, barracks for the troops oil tanks and oil factories, canned fish factories and a power station. It was known that enemy conVoys assembled further north in the fjord, offering the possibility of further opportunity targets. There were German troops on both Islands and significant coastal defences to oVercome. Intelligence sources indicated that 150 men from the 181st DiVision, a solitary tank and 100 construction workers were billeted in the town.
