    NORTH SUMATRA The USAID Indonesia Urban Water, Sanitation and Hygiene Penyehatan Lingkungan untuk Semua (IUWASH PLUS) project is a five-and-a-half-year initiative designed to assist the Government of Indonesia in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental and donor agencies, the private PLUS NORTH SUMATRA sector, NGOs, communities and others to achieve the following "high level" results: • An increase access to improved water supply service for 1,100,000 people USAID IUWASH in urban areas of which at least 500,000 are from the poorest 40% of the population (also referred to as the “bottom 40%” or “B40”); and • An increase access to safely managed sanitation for 500,000 people in urban areas. USAID IUWASH PLUS works with 35 Local Governments across Indonesia located in 8 provinces that includes North Sumatra, West Java, Central Java, East Java, South Sulawesi, Maluku, North Maluku and Papua, and 2 special areas in DKI Jakarta and Tangerang district. In North Sumatra, USAID IUWASH PLUS works in five cities/districts located in Medan city, Deli Serdang district, Tebing Tinggi city, Pematangsiantar city and Sibolga city. 72,981 km² Is the area of North Sumatra province that has 25 districts, 8 cities, 444 14.73 million is the population of North Sumatra sub-districts, 693 urban province and it is the fourth province with the largest villages, 5,417 villages, and population after West Java, Central Java and East Java with the 419 islands.

Indonesia should realize it in order to ensure the community welfare. This study figures out the answer of study in 8 months in North Sumatera province. This study focuses on the readiness of North Sumatera government in realizing Indonesia as a global maritime nexus in Malacca Strait. One strategy to achieve the vision is regulated it in the regional spatial management. Through in depth interviews and Focus Group Discussion (FGD) which conducted to collect information related to preparedness in policy and challenges of local government in marine management found that the provincial government has local regulation No. 2 of 2017 concerning the regional spatial plan of North Sumatera province (RTRWP) in 2017-2037 which in line with the 2nd and 3rd pillars of the global maritime nexus. The presence of the new RTRWP needs to be socialized in order to disseminate the idea of Indonesia global maritime nexus. The subject of the study was 123 households in three streets in Sei Tualang Raso subdistrict, Tanjungbalai city. This research design was qualitative descriptive design. The instrument for collecting the data was questionnaire. The data was analyzed by reading the result of questionnaires which have been filled by respondents. The result of analysis showed that: 1) Increase the proficiency speakers of Bataknese language. The skill of the language proficiency includes listening, speaking, reading and writing. (2) Grow positive attitude towards bataknese language. (3) Expand the use of bataknese language distribution. Spreading the use of bataknese language can be done by means of print, electronic, device cyberspace. The expansion of the area was not only due to political factors but also due to vast economic ambition. This was evident from the trade monopoly of coffee from the beginning of Dutch occupation in the area. The colonial government’s desire for the economy was gratified by the implementation of coffee forced-farming in Tapanuli. The forced-farming system created huge profits for the treasury of the Dutch colonial government. The colonial exploitation was not confined to coffee forced-farming only but also extended to the local people, who were forcibly exploited for their labour as coolies to carry the coffee beans from remote storehouses to the port. The suffering of the local people worsened when Tapanuli district was categorised as a taxpayer district by the end of 19th century.

Mursala waterfall is a unique one because the water directly falls into the sea and it is located between Sibolga and Nias. Special attention is required by the Local Government in developing this tourism by involving local communities and local wisdom to create local community empowerment. In this study the author uses a qualitative approach with descriptive research type of data collection by way of observation, interview, and bibliography study. The result of the study clearly indicates that the tourism sector – if it is optimized involving various community-based tourism programs – may potentially empower the community through local wisdom and create community development around the Mursala waterfall.

Published with open access at www.questjournals.org ABSTRACT: The main objectives of this research are to explore some dialectal variations of Batak Toba language which is administratively located in Tanah Batak. The empirical parts of this research were carried out in six regencies and the subjects were all native speakers who were chosen randomly as samples. Interviews were recorded on video-tape. In conclusion, this study argues that the BTL restrictions in the six regencies are very difficult to determine because of migration patterns and of speakers’ mobilization. All these bring impacts on the rare boundaries among BTL dialects or it can be said that there were very small quantity of variations available.
