The passenger terminal is a two-story building and can accommodate up to 500 pa ssengers. The previous building could only accommodate around 80 passengers. Currently, Sibolga port can be berthed up to 4 vessels with capacity up to 6,000 GT in size. Facilities available in the port includes container yard with capacity of 20,000 TEUs per year, trestle reinforcement, and breasting dolphin. GRAIN AND BULK HANDLING There is no handling activity for grain and built in the port. MAIN STORAGE TERMINAL There are two warehouses as follows: PT. Page 4 Hinterland Information Sibolga port is the main access for transportation and distributions of goods and basic needs to the West Coast of North Sumatra. The port also serves inco ming goods from both domestic and International liners as well as ferries to and from Nias. The main commodities productions from the surrounding area are rubber, copra, plywood and beam/timber.     NORTH SUMATRA The USAID Indonesia Urban Water, Sanitation and Hygiene Penyehatan Lingkungan untuk Semua (IUWASH PLUS) project is a five-and-a-half-year initiative designed to assist the Government of Indonesia in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental and donor agencies, the private PLUS NORTH SUMATRA sector, NGOs, communities and others to achieve the following "high level" results: • An increase access to improved water supply service for 1,100,000 people USAID IUWASH in urban areas of which at least 500,000 are from the poorest 40% of the population (also referred to as the “bottom 40%” or “B40”); and • An increase access to safely managed sanitation for 500,000 people in urban areas. USAID IUWASH PLUS works with 35 Local Governments across Indonesia located in 8 provinces that includes North Sumatra, West Java, Central Java, East Java, South Sulawesi, Maluku, North Maluku and Papua, and 2 special areas in DKI Jakarta and Tangerang district. Universitas No 4 Kampus USU, Medan, Indonesia Keywords: Global maritime nexus, readiness, local government, North Sumatera Province. Abstract: Global maritime nexus is a strategic idea. Indonesia should realize it in order to ensure the community welfare. This study figures out the answer of study in 8 months in North Sumatera province. This study focuses on the readiness of North Sumatera government in realizing Indonesia as a global maritime nexus in Malacca Strait. One strategy to achieve the vision is regulated it in the regional spatial management. Through in depth interviews and Focus Group Discussion (FGD) which conducted to collect information related to preparedness in policy and challenges of local government in marine management found that the provincial government has local regulation No. 2 of 2017 concerning the regional spatial plan of North Sumatera province (RTRWP) in 2017-2037 which in line with the 2nd and 3rd pillars of the global maritime nexus. The presence of the new RTRWP needs to be socialized in order to disseminate the idea of Indonesia global maritime nexus. The subject of the study was 123 households in three streets in Sei Tualang Raso subdistrict, Tanjungbalai city. This research design was qualitative descriptive design. The instrument for collecting the data was questionnaire. The data was analyzed by reading the result of questionnaires which have been filled by respondents. The result of analysis showed that: 1) Increase the proficiency speakers of Bataknese language. The skill of the language proficiency includes listening, speaking, reading and writing. (2) Grow positive attitude towards bataknese language. (3) Expand the use of bataknese language distribution. Spreading the use of bataknese language can be done by means of print, electronic, device cyberspace. The expansion of the area was not only due to political factors but also due to vast economic ambition. This was evident from the trade monopoly of coffee from the beginning of Dutch occupation in the area. The colonial government’s desire for the economy was gratified by the implementation of coffee forced-farming in Tapanuli. The forced-farming system created huge profits for the treasury of the Dutch colonial government. The colonial exploitation was not confined to coffee forced-farming only but also extended to the local people, who were forcibly exploited for their labour as coolies to carry the coffee beans from remote storehouses to the port. The suffering of the local people worsened when Tapanuli district was categorised as a taxpayer district by the end of 19th century.

Struktur ruang merupakan arahan susunan pusat-pusat permukiman dan sistem jaringan prasarana dan sarana yang berfungsi sebagai pendukung kegiatan sosial ekonomi masyarakat yang secara hirarkis memiliki hubungan fungsional, sedangkan pola ruang merupakan arahan distribusi peruntukan ruang dalam suatu wilayah yang meliputi peruntukan ruang untuk fungsi lindung dan peruntukan ruang untuk fungsi budidaya. Arahan struktur dan pola ruang yang tertuang dalam RTRW menjadi perhatian pembangunan bidang Cipta Karya untuk mewujudkan permukiman yang layak huni dan berkelanjutan, sesuai tujuan dari penyelenggaraan penataan ruang yaitu keharmonisan antara lingkungan alam dan lingkungan buatan, keterpaduan dalam penggunaan sumber daya alam dan sumber daya buatan dengan memperhatikan sumber daya manusia, serta pelindungan fungsi ruang dan pencegahan dampak negatif terhadap lingkungan akibat pemanfaatan ruang. 3.1 Arahan RTRW Nasional Rencana Tata Ruang Wilayah Nasional PP 26/2008 yang selanjutnya disebut RTRWN adalah arahan kebijakan dan strategi pemanfaatan ruang wilayah Negara. In Indonesia there is a good number of tourism which can be developed by the local government. Unfortunately, however, not all tourism sectors get the local government’s decently sufficient attention. The thing is the same with Mursala waterfall in Tapanuli Tengah regency; it is still deprived of the local government’s attention. Mursala waterfall is a unique one because the water directly falls into the sea and it is located between Sibolga and Nias. Special attention is required by the Local Government in developing this tourism by involving local communities and local wisdom to create local community empowerment. In this study the author uses a qualitative approach with descriptive research type of data collection by way of observation, interview, and bibliography study. The result of the study clearly indicates that the tourism sector – if it is optimized involving various community-based tourism programs – may potentially empower the community through local wisdom and create community development around the Mursala waterfall.
