    ZAFR : exonération de la Cotisation Foncière des Entreprises (CFE) DDFIP Présentation du dispositif Les entreprises peuvent bénéficier, sous certaines conditions, d'une exonération de cotisation foncière des entreprises (CFE), lorsqu'elles sont situées dans les communes classées en zone d'Aide à Finalité Régionale (AFR). La cotisation foncière des entreprises (CFE) est l'une des 2 composantes de la contribution économique territoriale (CET) avec la cotisation sur la valeur ajoutée des entreprises (CVAE). La CFE est basée uniquement sur les biens soumis à la taxe foncière. Cette taxe est due dans chaque commune où l'entreprise dispose de locaux et de terrains. L'implantation en zone d'aide à finalité régionale doit intervenir avant le 31/12/2021. Conditions d'attribution A qui s’adresse le dispositif ? Critères d’éligibilité Les entreprises doivent procéder : soit à une extension ou création d'activité industrielle ou de recherche scientifique et technique, ou de services de direction, d'études, d'ingénierie et d'informatique, soit à une reconversion dans le même type d'activités, soit à la reprise d'établissements en difficulté exerçant le même type d'activité. Pour les entreprises satisfaisant à la définition des PME au sens communautaire, l'exonération s'applique en cas d'investissement initial. Pour les autres entreprises, l'exonération s'applique uniquement en cas d'investissement initial en faveur d'une nouvelle activité économique dans la zone AFR concernée. Quelles sont les particularités ? Entreprises inéligibles Certaines activités sont exclues : activités de pêche maritime, activités bancaires, financières et d'assurances (sauf courtage), de gestion ou de location d'immeubles.

La Moselle est décidément à l'honneur. En 1990, paraissait, sous la direction de J.-M. Demarolle, A la découverte de la Moselle; un an après, Fr.-Y. Le Moigne, aidé par dix collaborateurs, nous livre, dans la série des Encyclopédies régionales, une Moselle solidement documentée et qu'illustre une riche iconographie. Dans la première partie revivent plus de trente siècles de l'histoire mouvementée de ce pays frontière, au cœur de tous les conflits. Mais cette terre d'affrontements est aussi terre d'art et de rencontres où se sont fondues des influences multiples venues tant de l'Est que du Sud et qui a su constamment s'adapter aux courants artistiques nouveaux. Région carrefour, la Moselle est creuset humain où se sont mêlées les populations étrangères. Aujourd'hui département industriel en pleine mutation, elle vit une douloureuse reconversion. J.-M. Demarolle, Fr.-Y. Le Moigne, L. et G. Michaux ont campé le premier décor en trois chapitres vigoureux d'une cinquantaine de pages chacun. A ces quatre universitaires messins, auteurs égale­ ment du précédent guide, s'est jointe toute une équipe (J. Lanher, P. Demarolle, M. Philipp, professeurs aux universités de Nancy et de Strasbourg, A. Jeanmaire, président du groupe folklorique lorrain de Metz, J. Mégi y, dessinateur-créateur cristallier, J. Barthel, archiviste à Metz et P. Leroux, délégué régional à l'architecture et à l'environnement) et Je propos s'est élargi, comme le veut le genre de l'ouvrage, aux principaux aspects de la réalité mosellane.

    TOURISME DE MÉMOIRE EN MOSELLE 1 MOSELLE DÉRACINÉE LA MOSELLE VOUS INVITE À UNE DÉCOUVERTE OU UNE REDÉCOUVERTE ORIGINALE DE SON TERRITOIRE ET DE SON HISTOIRE EDITORIAL Technicité, art militaire, architecture, histoire, patrimoine : les sites mémoriels de Moselle évoquent tout cela à la fois, à des degrés divers selon les lieux. Notre Département a connu des heures de gloire et des moments douloureux ; de nombreux sites en témoignent, qui méritent d’être explorés et commentés. Du génie de Vauban au Père de l’Europe, Robert Schuman, en passant par Maginot, de grands noms ont laissé leur empreinte en Moselle. C’est donc à une découverte ou une redécouverte originale de son territoire et de son histoire que le Département de la Moselle vous invite, en partenariat avec les nombreux animateurs de ces « lieux de mémoire », le plus souvent bénévoles et toujours passionnés. 2020 constituera une année particulière pour notre Département puisqu’elle commémorera, au travers de « Moselle Déracinée », l’un des épisodes les plus marquant et méconnu de la 2nde Guerre Mondiale. Entre 1939 et 1940, plus de 400 000 Mosellans ont été contraints de quitter leur terre natale pour être accueillis dans de nombreux départements français, soit pour être éloignés des combats, soit expulsés par les nazis. Cet exil forcé et douloureux a créé, néanmoins, des liens indéfectibles avec ces territoires d’accueil auxquels nous rendrons hommage tout au long de cette année.     PREFECTURE DE LA MOSELLE CONTRAT URBAIN DE COHESION SOCIALE DE SARREBOURG AVANT PROPOS L'approche territoriale d’une ville participe à part entière à la résolution des problèmes de ses concitoyens. Il convient donc régulièrement d'analyser et de faire une remise à plat des difficultés de la ville, de repenser son développement, ses infrastructures et son urbanisme. De plus, dans tous les domaines (culturel, social, urbanistique, touristique, économique…) des initiatives locales, de plus en plus nombreuses voient le jour. Leur mise en cohérence par la collectivité devient une réelle nécessité. L'identification des enjeux essentiels à court, moyen et long terme pour un territoire nécessitent de disposer d’un diagnostic de l’existant et d’inscrire chaque action dans un projet global de développement : c'est dans ce cadre que la Ville de Sarrebourg, soucieuse d'un développement harmonieux de son bassin de vie, a confié au Centre d’Amélioration du Logement de Meurthe et Moselle la réalisation d’un diagnostic territorial en 2003. Son ambition était triple : - analyser, à l'aide de divers indicateurs, les caractéristiques de la ville, au travers de ses quartiers, de son environnement ; - mesurer l'impact des différentes politiques locales menées sur ce territoire ; - promouvoir une politique de développement solidaire et durable pour les années à venir. Sa finalité était d’apporter des éléments de réflexion et des propositions d'actions concrètes permettant d’effectuer les choix stratégiques nécessaires au rééquilibrage du territoire. Cela passait par les points suivants : - satisfaire les besoins des habitants, - mobiliser les acteurs locaux, - et trouver l'échelle géographique la plus pertinente pour réaliser un programme d'actions concerté.
