The Meeting was preceded by a HELCOM workshop on sewage from ships, also held in Szczecin, Poland, on 25 November 2013 within the framework of the HELCOM Cooperation Platform on Port Reception Facilities (PRFs) in the Baltic Sea. The outcome is included as Attachment 2. The Meeting discussed a Russian Federation proposal regarding reporting/reviewing the implementation of the decisions of the HELCOM Ministerial Declarations and decided to forward this issue for consideration by the HELCOM HOD Meeting (§2.5). The ratification of the IMO Ballast Water Management (BWM) Convention is progressing: Germany ratified it on 20 June 2013 and the remaining countries are proceeding with ratification process (§3.1-3.3).
