The first dramatic findings of a new in-depth study of North American Jewish educators will be presented at a forum at the CJF General Assembly, on November 17, at 3:45 PM.

The Minister of Education of the State of Israel, the Hon. Amnon Rubinstein, will come especially to join the study's authors, Dr. Adam Gamoran, of the University of Wisconsin, and Dr. Ellen Goldring, of Vanderbilt University, to discuss the findings. Prof. Rubinstein will delineate a new partnership between Israel and North America for the training of Jewish educators.

The forum will be chaired by Morton L. Mandel, a leading philanthropist committed to Jewish education. Alan Hoffmann, executive director of CIJE, will complete the discussion with "From Data to Action," outlining crucial next steps for revitalizing Jewish education within communities.

Attached is an advance copy of the policy brief, "Background and Professional Training of Teachers in Jewish Schools," which will be released formally by CIJE at the GA. The brief is based on the most extensive research initiative currently undertaken in the field of Jewish education: a two-year study of all the classroom educators in Atlanta, Baltimore, and Milwaukee, the three lead communities chosen as pilot sites by CIJE. We believe the profile of teachers offered by the study resembles that of most American Jewish communities. As you know, Jewish identity and continuity have dominated the Jewish agenda, both locally and nationally. In the intense re-examination of priorities in which the American Jewish community has been engaged, Jewish education is increasingly viewed as a key avenue to Jewish commitment.

The policy brief highlights a central problem in North American Jewish education--the insufficient preparation of teachers in Jewish schools--and presents a concrete plan for action, a clear first step in addressing the continuity crisis by creating comprehensive professional development for teachers. The brief also offers several surprises that question widely-held assumptions on which past policy has been based.

Many Jewish communities have set up local continuity commissions, which are engaged in an effort to address issues of Jewish identity and continuity at a local level. This policy brief has direct implications for the priorities and allocations within individual Jewish communities.

Here is all you requested--and more! As you may know, CIJE was founded to implement the 1990 recommendations of the Commission on Jewish Education in North America. CIJE is a continental organization, whose headquarters are in New York. In fact, this is the first year we are fully staffed in the city.

I've sent you the remarks of Mort Mandel, Arn.non Rubinstein, and Alan Hoffmann, CIJE's executive director, who spoke of "From Data to Action." (I also included a copy of the policy brief, our press release, our brochure--and the JTA story.) The Rubinstein speech makes a bridge between the training of teachers for North American Jewish schools and the quest we share with Israel for an authentic Jewish identity through education.

Our mission is to be a catalyst for systemic change in Jewish education, and any research we fund is in the service of policy rather than for the abstract social good! (That's why the last part of the policy brief presents the components of a plan that communities can implement.)

The GA forum presentation made two central points: Dr. Gamoran spoke about the teachers' lack of training before they enter the field; their lack of in-service training in the field, compared to public school teachers, for example; and their surprising commitment to the field as a vocation--they are nQ1 the revolving door that people thought. This makes a compelling argument for investing in the teachers as a first step toward improving the quality of current Jewish education.

The Minister spoke about the old prototype--we help Israel--and the new one he was offering, of a collegial partnership beween the knowledge North have gained in struggling over issues of identity and Israel's resources in Jewish teacher training. (There is a crisis in personnel at the senior level in North American Jewish education; outside the haredi world, there are only 75 graduates a year who have both a degree in Jewish studies and a degree in pedagogy. Meanwhile, it is estimated that there are between 20,000 and 30,000 positions in Jewish education in North America.) * Over 80% of the teachers surveyed lacked professional training either in education or in Judaica-or in both.

* Almost 30°/c, of teachers in supplementary schools had no Jewish schooling after the age of 13.

* Ten percent of the teachers in Jewish pre-school programs are not Jewish; in one community, the figure is as high as 21 %.

* Forty percent of Judaica teachers in day schools have neither a degree in Jewish studies nor certification as Jewish educators, yet they attend fewer than 2 in-service workshops a year on average. (fhis is one­ sixth the requirement for state-licensed teachers in the state of Wisconsin, for example.)

* And yet, ?lmost 60% of the teachers view Jewish education as their career. Only 6% plan to seek positions outside Jewish education in the near future.

The policy brief, the first of a series based on the CIJE Study of

Educators, outlines a plan for action that every North American Jewish community can undertake to improve its teaching personnel.

The complete study, conducted by Dr. Adam Gamoran, Professor of

Sociology and Educational Policy Studies at the University of Wisconsin, and

Dr. Ellen Goldring, Professor of Educational Leadership and Associate Dean of

Peabody College of Education at Vanderbilt University, will be available in

1995 from CIJE.

CIJE's chair, Morton L. Mandel, of Cleveland, Ohio, is a former president of the Council of Jewish Federations (CJF) and a leading r

philanthropist in the field of Jewish education.

"Although some of these statistics correspond to what we may have

suspected anecdotally," said Mr. Mandel, "there are also distinct surprises. We

believe that Jewish communities should be able to replicate this research

method, extrapolate from these conclusions, and begin to address the personnel

needs of Jewish education in a meaningful way."

CIJE was established to implement the conclusions of the influential

Commission on Jewish Education in North America (1988-90). The

Commission's final report determined that the revitalization of Jewish education

will depend upon building the profession of Jewish education and mobilizing

community support for Jewish education.

In undertaking research with implications for communal policy, CIJE's

goal is to be a catalyst for systemic change within communities by providing the

bard data that will allow thoughtful planning for building the profession of

Jewish educators. CIJE also initiates educational reform by working in

partnership with a wide range of communal and continental organizations,

foundations, universities, and denominational movements.

At last I have the moment I needed to send you the policy brief, as I have wanted to do for a long time As I told you, these findings received widespread coverage, in no small measure because of your cogent advice: Many thanks. I've included a sample, so that you can see what you've wrought.

The briefjuxtaposes the severe lack of training of most teachers in Jewish school settings with an unexpected degree of commitment and stability to make a strong case for far greater and more comprehensive in-service training for teachers in the field than currently exists.

As you know, the Jewish community is disproportionately well-educated compared to the general American population--but does not bring the same expectations of excellence to Jewish education. Let's hope, for the sake of Josh, Mattie and Emma, that we can do something about it in our own lifetimes!

I wanted to thank you for the outstanding story and let you know that it is being sent, quite literally, around the world as an increasing number of educators and communities are using the policy brief to reexamine the training of personnel in Jewish education.

Three months later, the coverage has not stopped; we have a sheaf of clips. You might be interested, too, in the fact that San Francisco was the first community to request substantial numbers of the brief for distribution within its federation and beyond. (Nechama Tamler attended our GA forum.)

Lesley did a terrific job. Her understanding of the issues in Jewish education really showed in the intelligence of the piece. (She also asked us great questions in her interview.)

If you are going to be involved in the planning of the press and the GA for next year (I don't know if you want to take further years off your life), let me know. It took years off m life to figure out what was going on, and I'd like a little less agita next year. (I hope we'll have something provocative to announce in the coming year as well.)

Where is the JPA meeting? Can outsiders tum up? I have a great positive case study here!
