Parish Council Planning Committee Meeting Thursday 2nd March 2017 at 8.00pm

P2017/013 Apologies for absence Apologies for absence were received and accepted from Councillor Mackenzie.

P2017/014 Disclosures of interest Councillors McCulloch and Moore disclosed their membership of the Menston Action Group in relation to any discussions about the proposed developments on Derry Hill and Road.

P2017/015 Public consultation Six members of the public were present. One local resident attended the meeting to comment on the planning application for Moorland Crescent.

Steve Ellams had attended a meeting of Burley Parish Council to discuss two outline planning applications for land close to the Menston Parish Council boundary on Road at Burley in . Burley Parish Council had paid for a speed check exercise to be carried out on Bradford Road and used this data to support their objections to these applications.

Concerns were raised about traffic speeds on Bingley Road. It was agreed to write to Simon D’Vali at Bradford Council to express the Parish Council’s concerns, to advise him that Chartford Homes share these concerns and to ask Bradford Council to consider acting on these concerns. It was also agreed to approach Chartford Homes to ask if they would be interested in borrowing the Parish Council’s Speed Indicator Device to monitor traffic speeds passing their building site.

Councillor Metcalfe agreed to attend the joint Parish Council meeting at on 15th March, in place of Councillor Finlay.

P2017/016 Minutes of the previous meeting and progress report RESOLVED that the minutes of Menston Parish Council’s Planning Committee meeting held on 26th January 2017 be agreed and accepted and signed by the Chairman of the meeting. Proposed: Councillor Metcalfe

P2017/018 Planning applications considered

17/00989/CLP 40 Moorland Loft conversion/rear The application drawing Drive dormers does not show the elevations correctly however the Parish Council concur with the Residents Association that the incorporation of two storey dormers on two storey houses is out of keeping with the immediate neighbourhood and therefore the application should be refused. 17/00729/HOU 9 Buckle Lane Single storey side and The Parish Council rear extension objects to this planning application as the side extension has the potential to create a terracing effect which it totally out of character with the rest of the street scene

P2017/020 To report any progress on Bradford Council’s Local Plan None.

P2017/021 To receive an update about the Neighbourhood Development Plan A response had recently been received from Andrew Marshall at Bradford Council. It was agreed that Councillor Metcalfe would forward the response to David Rhodes and prepare a joint response.

P2017/024 Date of next meeting It was agreed that the meeting will take place on Thursday 30th March 2017 following the Parish Council meeting which starts at 7.00pm in Room 17 at Kirklands.
