New TLC Licensing/Inspection Facility Opens Its Doors In Staten Island Satellite Offi ce to Replace Smaller Sandy-Swept Space The New York City Taxi and Limousine Commission (TLC) today opened a new licensing and inspection facility in Staten Island, replacing what had been a smaller facility that was devastated during Superstorm Sandy. For a time, the TLC had also used a small temporary space to serve license applicants at 209 Bay Street. The new facility, located at 1139 Hylan Boulevard in the Concord sec- tion of Staten Island, will complement the TLC’s Woodside, Queens inspec- tion facility. It is anticipated that the significantly-larger 3,000-square foot space will lower wait times for visiting applicants and existing licensees. “This long-awaited facility will make it easier for many of our Staten Island licensee customers to complete their transactions and get back to the more important business of serving the public and spending time with their families,” said TLC Commis- “I am thrilled to see this facil- The New York City Taxi and sioner and Chair Meera Joshi. “This ity come to life today,” said former Limousine Commission (TLC) was project has been very near and dear Commissioner Arout. “Recovering created in 1971, and is the agency to the heart of Staten Island Com- from Superstorm Sandy has been a responsible for the regulation and missioner Elias Arout, and we are long hard road for so many Staten licensing of over 200,000 yellow me- grateful to have been able to bring it Islanders, and it’s been especially dallion taxicabs and for-hire vehicles, to fruition today.” difficult for our licensees here, but their drivers, and the businesses that Commissioner Arout recently we’re finally able to serve them in a operate and support their industries. He quickly filed a civil Videotaped Local Lawyer’s Sex Plea host and attorney, Jennifer Gaubert. claim against Gaubert, whose radio Gaubert, 35, had gotten into Far- show on WGSO, “Law Out Loud,” The city quietly coughed up $40,000 last year to a cab driver who claimed ended shortly after the cab ride. Nearly a year later, Gaubert sought help from police. She told New Orleans Police Department Officer Alfred Moran that Farrell was extort- ing her under threat of releasing the video. Gaubert told the officer that her attorney had received an email documenting the extortion threat. Based solely on her statement, Mo- ran and his supervisor, Sgt. Richard Hunter, secured an arrest warrant for the cabbie, his attorneys alleged. Farrell sat in jail for more than 27 hours before making a $21,000 bond. He suffered depression and emotional distress from his arrest and the media coverage surrounding it, his lawsuit stated. Farrell claimed he was the victim of false arrest, false imprisonment, malicious prosecution and kidnapping. Farrell’s federal lawsuit named Mayor Mitch Landrieu, former NOPD Superintendent Ronal Serpas, three police officers and Gaubert as defen- dants. The city admitted no fault in a 5-page settlement agreement. Orleans Parish District Attorney Leon Cannizzaro’s office refused the charges against Farrell a little more than a month after his arrest. Gaubert, who maintained that the sexual encounter was consensual, then became the target of criminal allegations. The judge sentenced Gaubert to a suspended one-day jail term. No email documenting the alleged extor- tion attempt turned up at Gaubert’s trial, though she testified that a video was sent to her attorney and friend, Brigid Collins, with a clear message: Pay or else.
