This Guide is one of a series of finding aids describing those declassified seized German records deposited at the World War II Records Division, National Archives, which have "been microfilmed "by the Microfilming Project of the Committee for the Study of War Documents of the American Historical Association. The Guide contains the text of data sheets identifying records filmed. A copy of the data sheets has "been filmed as a target sheet at the "beginning of each roll of film. This Guide covers 106 rolls of film of records of the Reich Ministry for the Occupied Eastern Territories. The range of material in this record group is actually far broader than the title would imply, touching on almost all aspects of the career of Alfred Rosenberg, from the time he became editor of the party newspaper, Vfllkischer Beobachter, in 1921, to the disintegration of Reichsministerium t&r die besetzten Ostgebiete in Topically and chronologically the papers can be divided into a number of categories, coinciding roughly with the various functions exer- cised by Rosenberg at different times. However, due to the fact that the material was not released all at once for filming, it was impossible to organize the collection entirely along those lines* The earliest files pertain to Rosenberg^ work as Yfllkischer Beobachter editor, as a Reichstag deputy, and as intellectual spokesman of the USDAP. They include letters to the editor, book reviews submitted to the paper, as well as correspondence on libel suits involving either the newspaper or Rosenberg personally. Additional material in this record group, reflecting continued activity along cultural lines, is to be found in the speeches and directives published by Rosenberg in his capacity as Ber Beauf tragte des Fohrers fflr die Wberwachung der gesamten geistigen und weltanschaulichen Schulung und Erziehung der NSDAP. Approximately one quarter of the collection consists of records of Sinsatzstab Reichsleiter Rosenberg (HER), charged primarily with the spoliation of artistic and intellectual resources in occupied territories. Its work ranged from the confiscation, and shipment to Germany, of libraries and archives, to the employment of native and German specialists on various pseudo-scientific and propaganda projects. The ERR was divided into Hauptarbeitsgruppen, Arbeitsgruppen and Stabe, and the material of ERR provenance contains mainly T&tigkeitsberichte of the Hauptarbeitsgruppen, lists of articles confiscated and shipped by various St&be and copies of the articles submitted by the Russian and German co-workers of the ERR. The bulk of the material in this record group pertains to the work of "both Reichsministerium fftr die besetzten Ostgebiete and Reichs- kommissariat Ostland (RMfdbO, RKO). The material of RKO provenance deals chiefly with economic legislation in Estonia and Latvia, with vari- ous schemes for the reorganization of the civil administration in these areas, as well as with the endless quarrels of Reichskommissar Hinrich Lohse with other authorities, the Ministry, and with subordinates. The files of the RMfdbO proper give a clear view of both the administrative work of the Ministry and also of the differences in approach toward the Eastern problem between Rosenberg, Himmler and Bormann. The corre- spondence also reveals the sharp divisions within the Ministry itself and the opposition to the German approach toward the East, as voiced by some of the members of the Rosenberg staff, Continued v In addition to extensive filming in the above mentioned categories, the collection contains the following types of material, only very small samples of which were filmed: newspaper clippings from the foreign press, book reviews submitted to Vfllklscher Beobachter and to Der Beauf tragte des Mhrers filr die tfberwachung der gesamten geistigen und weltanschaulichen Schulung Tand Erziehung der HSDAP,, cultural and pro- paganda programs of the NS-Kulturgemeinde, and private correspondence of members of the SRR staff. Various forms and lists, such as Beur- teilungen, Arier Ifachweise, job applications, petty cash receipts and reports on office supplies were wholly omitted* The terms "Serial11 and "Roll" in this Guide refer to the sequence of the film* The "Item11 number is the identification symbol on the original folder within the captured records collection. Provenance" indicates, where ascertainable, the archival origin of the documents whose description follows. The symbol "FT" means that the folder has been filmed throughout, the symbol "PS11 denotes that the folder has been filmed selectively. nlst frame" gives the frame number of the first page of the folder. A frame number enclosed in parenthesis gives the last page of a roll. Every exposure has been given a frame number consecutively by roll in the filming operation, except for Rolls 1-13, which have frame numbers consecutively for the entire group. German file numbers, whenever ascertainable, have also been included. The "Notes'1 provide a general idea of the nature of the materials but should not be taken as exhaustive descriptions.
