Dear Friends, Greetings and compliments of the season!

While the period October to December is a season of festivals – Navratri, Dussehra, Id-ul-Zuha, Diwali, Christmas and New Year’s Eve – the last quarter of 2014 has been a season of change at The International Centre (ICG). Though everyone at ICG partook of the long festive spirit, Team ICG was busy with change afoot at the centre.

First of the change was the appointment of Mr Roston Colaco as General Manager – Operations, a newly created post, which signals a new emphasis at ICG, a focus that will bring more guests to our centre, while providing better attention and service to them, and taking care of all their needs, ranging from food and beverage to housekeeping, during their time at the centre. Mr Colaco joined on 26th September.

Little more than a month later, Hotel Pearl took charge on 1st November as the newly appointed catering contractor at ICG. Hotel Pearl is a leading hotel from Kolhapur with operations in Belgaum and Sangli, and is familiar to many Goans who visit Kolhapur. Visitors to Spices, the multi-cuisine restaurant at ICG, can now look forward to enjoying, with friends and family, new and exciting food and experience the whiff of change. Hotel Pearl succeeds Kota Hospitality to whom we say thank-you for your service to ICG all these years.

Third change, and the big one, was the appointment of Raj Doctor as the fifth Director of ICG, who took charge of his post on 12th December, culminating an all- search that started in July 2014. Losing no time, the Board of Trustees of ICG had a meeting with Mr Doctor on 13th December to communicate their vision to him and to discuss his plans for ICG. The Board is confident that Mr Doctor is the right person to lead ICG forward in fulfilling its ideational goals and establish ICG as a top ranked ideational centre (see following section about Mr Doctor). Mr Doctor succeeds Ms Nandini Sahai, whose term ended on 12th October. ICG thanks Ms Sahai for her work at ICG and wishes her a successful career.

ICG continues to host a lot of interesting programmes, as you will read in the following pages. Allow me to make a special mention of the Vth edition of the Goa Arts and Literary Festival (GALF) that was held at the centre 4-7 December. Unlike in the past, when earlier editions evoked a lukewarm reaction if not outright criticism, the recent event has been widely praised as a success and has received excellent coverage from the news media. This would not have been possible without the outstanding organizational and execution skills of Team ICG co-ordinated by Arjun Halarnkar, Assistant General Manager – Programs, the student volunteers who made ICG their second home for many days prior to the event, the energy of Goa Writers, our festival partner, and the generosity of our sponsors and donors, who are too numerous to be mentioned by name in this short message.

As I conclude, I am confident ICG under the leadership of the new Director, with his new vision, guided by the Board of Trustees and ably supported by Team ICG, will march forward, consolidating the gains of the past and engaging with new projects and fresh ideas in 2015.

Goa Dialogues 2 The International Centre Goa Raj Doctor is the new Director of ICG

Raj Doctor has been appointed Director of ICG. The appointment by the Board of Trustees of Mr Doctor as the fifth Director of ICG is the culmination of an all India search process that the Board started in July 2014. Mr Doctor (pictured) joined as Director on 12th December and was accorded a warm welcome by Yatin Kakodkar, the President of ICG, and by Team ICG (accompanying picture). A day later, the Board met with Mr Doctor and discussed the road map for ICG. Mr Doctor has more than twenty years of experience in development sector at leadership positions, with international/bilateral non-government and government organizations mainly working on environment, human Mr. Raj Doctor at his desk rights, micro-enterprises, HIV / AIDS, youth, education and other sectors. He has held position of Country Director of India with Amnesty International India, and as International Development Manager with Greenpeace International based in Amsterdam. His recent assignments were with Forum Asia in Bangkok on human rights and ILC Africa in Ghana, Africa on school girl’s primary education. Raj Doctor holds a graduate degree in architecture and post graduate degrees in Law, Urban Planning from CEPT and MBA from IIM Bangalore. Mr Doctor brings wealth of experience in development sector and public policy from grass root as well as strategic planning level. “I am honored to have been asked to take this strategic leadership role and excited about the possibilities of growth for ICG that lie in future” said Mr Doctor. “ICG with the deep experience of its founders, trustees and members is well positioned to become India’s leading ideational institute. I look forward to working with the entire ICG team and embark on this exciting journey.”

‘Role of Youth in Enhancing Participatory Democracy’ The International Centre Goa in association Friedrich Ebert Stiftung – India and Media Information and Communication Centre of India organized the Annual Seminar on ‘Role of Youth in Enhancing Participatory Democracy’ on 24th August. The seminar received an excellent response from over 260 college students from across the state, like GR Kare College of Law, Margao, VM Salgaocar College of Law - Miramar, St. Xavier’s College - Mapusa, Vidya Prabodhini College - Porvorim, PES College of Pharmacy - Ponda, BITS Pilani - Goa Campus, Rosary College - Navelim, Govt. College - Sanquelim, Govt. College - Khandola, Institute of Nursing Education - Bambolim, Carmel College - Nuvem, Don Bosco Engineering College - Fatorda and Goa Engineering College - Farmagudi. The seminar sessions focused on the topics such as: - Engaging Youth in The Political Process, - Youth Perception and Presumption on What Ails our Democracy, - Youth Converting Electoral Democracy to Participatory Democracy through RTI and - Portrayal of Youth in Media. The students presented their opinions in the sessions. Dr. Saba V. M. Da Silva, Asst. Principal, G R Kare College of Law, Margao, Dr. Badruddin, Associate Professor, PES College-Ponda, Adv. Satish Sonak, Lawyer & RTI Activist and Adv. Albertina Almeida, Lawyer & Human Right Activist were the observers for the respective sessions. The seminar concluded with a unanimous agreement that RTI has to be taught in schools and colleges, as part of the syllabus.

Goa Dialogues 4 The International Centre Goa Le c t u r e s s e r i e s b y Em i n e n t Pe r s o n s ‘India’s Look East Policy’ by Dr. Sreeradha Datta ICG in association with the Department of Political Science- and the Centre for Latin American Studies-Goa University, organized a lecture on ‘India’s Look East Policy: Recent Trends’ on 5th July. The speaker Dr. Sreeradha Datta, Director of Maulana Abul Kalam Azad Institute of Asian Studies in Kolkata, shed light on the launch of India’s “Look East Policy” in 1992, and the exponential growth of India’s relationship with Southeast Asia in the recent years. She said that it is unfair to compare Japan or China to India; since it is a relative newcomer, though it is important to acknowledge India’s substantial rise from 30 billion to 90 billion in trade. She spoke on the political, military and strategic dimensions of India’s engagement with the countries of the East, and concluded on an encouraging note that our new government under the leadership of can stand to make the most of India’s Look East policy, mainly because of Modi’s vast hands-on experience in his state of .

‘Challenge and Strategy: Rethinking India’s Foreign Policy’ by Ambassador Rajiv Sikri Ambassador Rajiv Sikri, Former Ambassador to Kazakhstan delivered a lecture on ‘Challenge and Strategy: Rethinking India’s Foreign Policy’ on 12th August. An Interactive Session on ‘The Development Model India Needs’ between Prof. Amit Bhaduri and Prof. Madhav Gadgil was held in association with Goa University on 26th August. Prof. Gadgil, a D D Kosambi Chair Professor in Interdisciplinary Studies at Goa University, explained how rapid industrialization in the name of development, are allowed to operate with fraudulent environmental clearances. Citing the situation in Goa, he described how this skewed model has perversely created a law and order situation in the recent past. Prof. Bhaduri, a Dayanand Bandodkar Chair, Professor in Political Economy at Goa University, too shed light on the huge unemployment crisis despite development in the state. He explained the need to invert the trend of international competitiveness and redirect it to the domestic market, so as to generate the much needed employment for the locals.
