BRIEF SUMMARY

Greater Development Agency Limited (GRDA) , an undertaking of Govt. of Jharkhand, is developing the New Capital City at Ranchi in three (3) land parcels viz. Site 1, Site 2 & Site 3 measuring about 30,053.54 acres.

Site-1 covers an area of 1,902.64acres and is located in the South-Western part of the Ranchi city at a distance of approximately 3 km from Ring road and approximately 2 km from NH-75. Major part of the site is located within Ranchi Municipal Corporation limit. The Ring Road which is under construction connects the site with the entire Ranchi city and its peripheral areas. Site 1 is also connected to Site 2 & 3 located in the North-West periphery of Ranchi city through the ring road. This project i.e. proposed Assembly Building (Jharkhand Vidhan Sabha) is developing by Greater Ranchi Development Agency limited (GRDA), an undertaking of Govt. of Jharkhand, at Site-1, H.E.C area, Village-Kute, Dhruwa, Ranchi. The Assembly Complex comprises of the prestigious Assembly Building, the highest seat of democracy where peoples’ representatives shall formulate laws/public policies, supporting offices & staff and is equipped with world class state-of-the-art infrastructure.

It covers an area of 39.4 acres and is located in the South-West part of the city at a distance of approximately 3 km from ring road and approximately 2 kms from NH-75.

The Proposed Assembly Building is being developed on the total plot area of 1, 59,523 m2. The built up area is 56,579.5 m2.

The Project is designated under Category “B” and falls under Item 8(a) (Building & Construction Project) of the Environmental Impact Assessment (EIA) Notification of September 14, 2006 and its amendments.

But in lack of awareness regarding environmental clearance we have started the construction activities on the project site and as this is the beneficiaries oriented project of Govt. and to complete this project within time limit looking the cost escalation parameters and to provide other legislative services to people. We will be complying all Rules and Regulations of Environment.

Approximately 40% of construction activities have been done on the site. Keeping in view the new appraisal procedures for violation projects, Greater Ranchi Development Agency Limited (GRDA) applying for the Environment Clearance at MoEF&CC for the completion of balance construction work.

The development to be done is in accordance with Ranchi Master Plan 2037.Considering the above; the existing land use is not expected to get altered due to construction of proposed project. Total landscape area for the proposed project is 1,59,523 m2. The total parking provided for the proposed project is 364 ECS as per the Jharkhand Building Byelaws .

Water & power requirement is 170 KLD & 3000 KVA respectively. Total waste water generated is 90 KLD, which will be treated in the STP.

Two Sewage Treatment Plants (STP) has been proposed for whole master plan for site-1, site-2 and site- 3, the, smaller one (STP 1- 2400 KLD) has been proposed near Water Works - I towards south another the bigger capacity one (STP 2- 9600 KLD) has been proposed near Water Works-II towards north-east of Master plan. Reusing of treated effluent from STP has been considered assuming that 90% of the treated water will be available for toilet flushing, gardening, car washing, and various other purposes for our project site.

They have provided 25 rain water harvesting pit.

Quantity of maximum solid waste generation would be about 357.36 kg / day from the proposed project. These would be categorized in two categories organic and inorganic.

Firefighting installations will be designed to comply with provisions of NBC – 2005 part – IV, subject to further ‘Recommendation for Approval to Construct’ to be obtained from the Local Fire-Safety Authorities Fire-fighting installations as proposed in all blocks of Assembly Buildings are as follows: Fire Hydrant with hoses Automatic Sprinkler System Underground Static Water Reservoir Fire pumps (in Water Works) Fire Control Room, etc. Space for a Fire-Tender in a covered shed exclusively for the area. First-Aid Fire Fighting Equipments However, fire-extinguishers and other first-aid equipments, viz. fire-men’s Axe, Fire-mask, Fire- proof Jacket etc. will be provided in Ancillary Buildings also as required. The sequence of operation of pumps to be as follows: Jockey pump will take care of small drop in system pressure due to leakage or any other reason. When some outlets viz. Hose Reel, Fire Hose, Sprinklers are open, Jockey pump will not be able to make-up the pressure, then the electrically driven fire pump will come into operation & provide water at required pressure and flows. In case electrically driven fire pump does not start for any reason, the standby Diesel Engine Driven Pump will come in operation. Provision will be made in the pump delivery header system so that Hydrant Pump will be able to supply water to Sprinkler network (in case Sprinkler Pump fails to start for any in foreseen reasons) but not vice-versa, i.e. Sprinkler pump delivery will supply only to Sprinkler system (not to the Hydrant system). Assembly Building will be fully sprinklered (with exceptions being for electrical rooms, AHU rooms, Rooms having precious electronic or other costly equipments not suitable for water based extinguishing system). Fire protection for these rooms will be done by portable extinguishers of suitable type and size. Suitable number & type of portable extinguishers will be provided as first-aid fire-fighting system.
