Soc. & Pol. 06 (02):33-36 : 2019 ISSN: 2348-0084(P) ISSN: 2455-2127(O) HISTORY OF JHARKHAND MOVEMENT: REGIONAL ASPIRATION HAS FULFILLED YET AMIYA KUMAR SARKAR1 1Research Scholar, Department of Political Science, Adamas University Kolkata, West Bengal, INDIA ABSTRACT This paper attempts to analyze the creation of Jharkhand as a separate state through the long developmental struggle of tribal people and the condition of tribal‟s in the post Jharkhand periods. This paper also highlights the tribal movements against the unequal development and mismatch of Government policies and its poor implementations. It is true that when the Jharkhand Movement gaining ground these non-tribal groups too became part of the struggle. Thus, Jharkhandi came to be known as „the land of the destitute” comprising of all the deprived sections of Jharkhand society. Hence, development of Jharkhand means the development of the destitute of this region. In reality Jharkhand state is in the grip of the problems of low income, poor health and industrial growth. No qualitative change has been found in the condition of tribal people as the newly born state containing the Bihar legacy of its non-performance on the development front. As per the direction of the Department of Planning and Development, Government of Bihar, with an objective to prepare the effective Plan, we have collected relevant information and data ensuring the assimilation of district level important components from various departments as well as the priority sectors like Health, Education, Livelihood and Infrastructure etc. Keeping in view the past experience of formulation and implementation of various sectoral Action Annual Plans and recent directions of the department the Annual District Plan 2011 -12 for Rs. 103142.3 89 lakh has been prepared for the maximum utilization of available resources, so that the socio-economic development of the district can be further accelerated. Chapter 2: Historical and Geographical Background of the Study Area 2.1. Historical Background: Bifurcation of the erstwhile district West Dinajpur on 1st April in the year 1992 gave birth of Uttar Dinajpur District, a narrow strip of land between Bihar and Bangladesh extending from north to south, bounded to the north by district Darjeeling, on the east by Bangladesh, in the south by the district of Dakshin Dinajpur and in the West by the district of Malda, also by Kishanganj, Katihar & Purnea Districts of Bihar. The district is subdivided into two subdivisions viz. Raiganj and Islampur. In 1947, Dinajpur district was divided into namely Dinajpur (now in Bangladesh) and West Dinajpur (jointly Uttar and Dakshin Dinajpur districts). It is said that according to the name of King Danuj @ Dinaj, the erstwhile Dinajpur district was named. 2.2. Location of the study area: Uttar Dinajpur district lies within the coordinate of latitude 25°11' N to 26°49' N and longitude 87°49'E to 90°00'E occupying an area of 3142 km² enclosed by Panchagarh, Thakurgaon and Dinajpur district of Bangladesh in the east, Kishanganj, Purnia and Katihar districts of Bihar on the west, Darjeeling district and Jalpaiguri district on the north and Malda district and Dakshin Dinajpur district on the south. 2.3. Administrative division: The district has been subdivided into two sub-divisions viz. Raiganj and Islampur, 110 km (68 mi) apart from each other and comprising mainly of Bengali speaking population while Islampur has a large number of Urdu and Hindi speaking people. There are 4 Municipalities, 9 Blocks and 97 Panchayats covering 3263 inhabited villages. -
Rural Electrification in Bihar: Progress and Ground Realities

Although rural electrification continues under the Rajiv Gandhi Rural Electrification Programme that began in 2005 and the government celebrates its accomplishment of electrifying one lakh (100,000) villages, there are serious challenges ahead. This paper, based on our survey in rural Bihar, reveals that the progress of rural electrification may not be as advanced as government statistics indicate. Many villages became de-electrified in the past when inadequate government-provided transformers failed due to insufficient capacity. Some villages were fortunate and have been re-electrified, but many have been left un-electrified; simply waiting for the government 1 to help has proved to be an ineffective solution. This paper also reports on the issue of illegal connections. Power theft has become rampant in rural areas. As rural electrification progresses, access to electricity is easier than before. Governance is weak in rural areas, so there is virtually no checking and monitoring system for electricity use. These factors motivate some villagers to access electricity illegally. The government’s program to provide electricity to all the villages and all the households in rural areas should not be slowed, but side effects such as illegal connections should be taken more seriously. -

Appendix-III Minutes of 2nd Meeting of the Empowered Committee on Flood Management Programme (FMP) held on 6.8.2008 in Ministry of Finance, North Block, New Delhi 1. The 2nd meeting of the Empowered Committee on Flood Management Programme was held on 6.8.2008 at 1500 hrs. in the Fresco Room, North Block, New Delhi. The meeting was chaired by Secretary (Expenditure), Ministry of Finance. The list of officers present in the meeting is annexed as Annexure-I. 2. At the outset, Chairman of the Empowered Committee welcomed the officers present in the meeting. Thereafter, Secretary (WR) asked Commissioner (Ganga) and Member-Secretary of the Empowered Committee to make a presentation on the agenda of the meeting including new proposals received from the state governments. Commissioner (Ganga) in his presentation apprised the Committee on following points i. Follow up Action of Decisions of 1st meeting: As per the decisions taken in the 1st meeting of the Empowered Committee held on 14.3.2008 and subsequent meeting taken by Secretary (WR) on 27.3.2008, out of a total 269 schemes, 239 schemes with an estimated cost of Rs.1307 Cr from 12 states had been included under FMP for providing central assistance and an amount of Rs.273.64 crore was released towards 1st instalment of 210 schemes of 11 states till July, 2008. ii. New proposals received from the state governments: During 2008-09, a total of 36 proposals from seven states were received through CWC/ GFCC & Brahmaputra Board in this Ministry with a total estimated cost of Rs.461.80 crore and proposed for inclusion under FMP. -
