Preface In light of new priorities established in recent strategic-level guidance such as the 2018 National Defense Strategy (NDS);1 the rapid evolution of the U.S. Air Force (USAF), sister service, and joint concepts for Multidomain Operations (MDO); and the creation of the U.S. Space Force (USSF), Headquarters USAF asked the RAND Corporation to explore how and where USAF roles and functions might change to better align with these new demands and opportunities. This report seeks to inform USAF deliberations on whether service roles and functions should be modified and, if so, where and how. The report begins with a short history of major roles and functions events, first at the level of the U.S. Department of Defense (DoD), and then focuses on the events of greatest salience for the USAF. It then assesses the implications of roles and functions as regards recent strategic-level guidance, such as the 2018 NDS; emerging operational concepts; and the creation of the USSF within the U.S. Department of the Air Force. Finally, the report considers the relationship between the USAF institutional vision and roles and functions, and specifically how the USAF’s vision of its purpose determines which roles and functions should be protected, pursued, or divested. The research reported here was commissioned by LeeAnn Borman, Deputy Director for Strategy, Concepts, and Assessments, Headquarters, USAF, and conducted within the Strategy and Doctrine Program of RAND Project AIR FORCE as part of the fiscal year 2020 project Aligning Roles and Missions for Future Multidomain Warfare. Guilmartin __________________ Professor William R. Childs Advisor Department of History ABSTRACT The atomic bomb created a new military dynamic for the world in 1945. The bomb, if used properly, could replace the artillery fires and air-delivered bombs used to defeat the concentrated force of an enemy. The weapon provided the U.S. with an unparalleled advantage over the rest of the world, until the Soviet Union developed its own bomb by 1949 and symmetry in warfare returned. Soon, theories of warfare changed to reflect the belief that the best way to avoid the effects of the bomb was through dispersion of forces. Eventually, the American Army reorganized its divisions from the traditional three-unit organization to a new five-unit organization, dubbed pentomic by its Chief of Staff, General Maxwell D. Taylor. While atomic weapons certainly had an effect on Taylor’s reasoning to adopt the pentomic organization, the idea was not new in 1956; the Army hierarchy had been wrestling with restructuring since the end of World War II. Though the Korean War derailed the Army’s plans for the early fifties, it returned to the forefront under the Eisenhower Administration. The driving force behind reorganization in 1952 was not ii only the reoriented and reduced defense budget, but also the Army’s inroads to the atomic club, formerly the domain of only the Air Force and the Navy.

Part of this misunderstanding is due to how asexuality has been portrayed in popular culture. This thesis is a content analysis of representations of asexual characters in popular culture, including television, film, comics, and podcasts, and how this representation has changed over time. Specifically, this work finds that early depictions of asexual characters, from the mid- 2000’s, were subjected to common negative stereotypes surrounding asexuality, and that more recent depictions, from the mid-2010’s, have treated asexuality as a valid sexual orientation worthy of attention. However, as asexuality has become more accepted, the representations of asexuality remain few and far between. Iona College fielded a huge “Mayflow- er” display, running on bulldozer treads and sounding a horn reminiscent of a diesel locomotive whistle, as well as a giant inflatable “Killian the Gael” mascot on a float incorporating all Iona athletic teams plus the college’s renowned Bagpipe Band. Monroe College presented an elaborate float with the Statue of Liberty and two bright blue “Mustang” mascots. Chamber of Commerce featured a giant turkey; “Boss Tone” and “Sass Transit” (roller derby names) from Suburbia Roller Derby sported helmets with Chanukah dreidels and royal blue menorah. Some marchers promoted social awareness and responsibility, such as New Rochelle Humane Society, Salvation Army, American Red Cross and drum corps from Habitat for Humanity. Clowns joined the festivities, as well as midget fire truck, “Little Squirt, Engine Company 273.” Before the parade, a Pancake Breakfast was served in New Rochelle High School cafeteria. Seen outside the cafeteria was New Rochelle Fund for Educational Excellence, (www.nredfund.org) supporting projects that school budget cannot fund, from kindergarten to 12th grade.

In each war, counterinsurgency warfare was applied to achieve the strategic objectives of American Foreign Policy as outlined by the President of the United States at the outset of each war. Initially, large swaths of the American electorate and political class favored achieving the strategic objectives of each war studied. Over time, as counterinsurgency tactics were put to use, and made headway towards achieving the strategic objectives of the conflict, public support for each war precipitously declined over time and either jeopardized the ability of the United States to complete its counterinsurgency campaign or lose them altogether. This occurred because images of atrocities and perceptions of violations of the laws of warfare (both real or imagined) were formed in the minds of Americans which created a political dynamic where the American public and their elected leaders in Washington D.C.

In the past, non-state actors (terrorists, guerrillas, drug traffickers) appeared to be less threatening to U.S. national security than the well funded, well organized, and potent armed forces of an enemy nation-state. The terrorist attacks of September 11, 2001 illustrate, however, that small groups of non-state actors can exploit relatively inexpensive and commercially available technology to conduct very destructive attacks over great distances. Today’s U.S. armed forces were developed principally with state-on-state conflict in mind. Combating non-state actors, however, presents a number of distinct challenges in terms of operations, cost, and mindset. Non-state actors generally strive to hide within civilian populations. While U.S. policy makers typically seek quick and decisive victories, non-state actors seek protracted war. Non-state actors often employ cheap, commercially available weapons, that often result in expensive responses by the United States. Many of the weapons and methods employed today by U.S. armed forces can be used against non-state actors. Some, however, are more directly applicable than others. U.S. experience in conducting close air support (CAS), employing special operations forces (SOF) and advising friendly governments in using aviation to defend themselves from insurgents and terrorists may form a basis for building capabilities against non-state actors.

Pogue, 1968 It is a privilege to be invited to give the tenth lecture in a series which has become widely-known among teachers and students of military history. I am, of course, delighted to talk with you about Gen. George C. Marshall with whose career I have spent most of my waking hours since1956. Douglas Freeman, biographer of two great Americans, liked to say that he had spent twenty years in the company of Gen. Lee. After devoting nearly twelve years to collecting the papers of General Marshall and to interviewing him and more than 300 of his contemporaries, I can fully appreciate his point. In fact, my wife complains that nearly any subject from food to favorite books reminds me of a story about General Marshall. If someone serves seafood, I am likely to recall that General Marshall was allergic to shrimp. When I saw here in the audience Jim Cate, professor at the University of Chicago and one of the authors of the official history of the U.S. Army Air Forces in World War II, I recalled his fondness for the works of G.A. Henty and at once there came back to me that Marshall once said that his main knowledge of Hannibal came from Henty's The Young Carthaginian. If someone asks about the General and Winston Churchill, I am likely to say, "Did you know that they first met in London in 1919 when Marshall served as Churchill's aide one afternoon when the latter reviewed an American regiment in Hyde Park?" Thus, when I mentioned to a friend that I was coming to the Air Force Academy to speak about Marshall, he asked if there was much to say about the General's connection with the Air Force.
