Kennedy [RFK], from 1963 to 1964. In this interview Nolan discusses RFK as “very sparing... [with] his own opinions;” the meeting in New York on March 13, 1968, to discuss RFK’s presidential candidacy; Nolan’s return to California and setting up RFK’s campaign headquarters and staff there; decisions about purchasing campaign materials and printing petition forms; picking a California delegation for RFK; and bringing people into the campaign, among other issues. THE COPENHAGEN TEMPTATION: RETHINKING PREVENTION AND PROLIFERATION IN THE AGE OF DETERRENCE DOMINANCE Francis J. Gavin Mira Rapp-Hooper What price should the United States – or any leading power – be willing to pay to prevent nuclear proliferation? For most realists, who believe nuclear weapons possess largely defensive qualities, the price should be small indeed. While additional nuclear states might not be welcomed, their appearance should not be cause for undue alarm. Such equanimity would be especially warrantedWORKING if the state in question PAPER: lacked DO other attributesNOT CITE of power. The historical record, however, tells a different story. Throughout the nuclear age and despite dramatic changes in the international system, the United States has time and again considered aggressive policies, including the use of force, to prevent the emergence of nuclear capabilities by friend and foe alike. What is even more surprising is how often this temptation has been oriented against what might be called “feeble” states, unable to project other forms of power. The evidence also reveals that the reasons driving this preventive thinking often had more to do with concerns over the systemic consequences of nuclear proliferation, and not, as we might expect, the dyadic relationship between the United States and the proliferator. Factors 1 typically associated with preventive motivations, such as a shift in the balance of power or the ideological nature of the regime in question, were largely absent in high-level deliberations. -

Guilmartin __________________ Professor William R. Childs Advisor Department of History ABSTRACT The atomic bomb created a new military dynamic for the world in 1945. The bomb, if used properly, could replace the artillery fires and air-delivered bombs used to defeat the concentrated force of an enemy. The weapon provided the U.S. with an unparalleled advantage over the rest of the world, until the Soviet Union developed its own bomb by 1949 and symmetry in warfare returned. Soon, theories of warfare changed to reflect the belief that the best way to avoid the effects of the bomb was through dispersion of forces. Eventually, the American Army reorganized its divisions from the traditional three-unit organization to a new five-unit organization, dubbed pentomic by its Chief of Staff, General Maxwell D. Taylor. While atomic weapons certainly had an effect on Taylor’s reasoning to adopt the pentomic organization, the idea was not new in 1956; the Army hierarchy had been wrestling with restructuring since the end of World War II. Though the Korean War derailed the Army’s plans for the early fifties, it returned to the forefront under the Eisenhower Administration. The driving force behind reorganization in 1952 was not ii only the reoriented and reduced defense budget, but also the Army’s inroads to the atomic club, formerly the domain of only the Air Force and the Navy. -

LUKOFF Submitted in partial fulfillment of the requirements For the degree of Master of Arts © Copyright LEE ALLYN LUKOFF 2014 Abstract: Losing By Winning: America’s Challenge Waging Counterinsurgency Warfare is an analytical study of America’s experience waging counterinsurgency warfare in the Philippine- American, Vietnam and Iraq Wars. In each war, counterinsurgency warfare was applied to achieve the strategic objectives of American Foreign Policy as outlined by the President of the United States at the outset of each war. Initially, large swaths of the American electorate and political class favored achieving the strategic objectives of each war studied. Over time, as counterinsurgency tactics were put to use, and made headway towards achieving the strategic objectives of the conflict, public support for each war precipitously declined over time and either jeopardized the ability of the United States to complete its counterinsurgency campaign or lose them altogether. This occurred because images of atrocities and perceptions of violations of the laws of warfare (both real or imagined) were formed in the minds of Americans which created a political dynamic where the American public and their elected leaders in Washington D.C. -

Rabe Mary Ball Washington Professor of American History, University College, Dublin On 14 October 1962, a US surveillance plane, the U-2, photographed medium- range (approximately 1000 miles) missile sites under construction in Cuba. The revelation marked the beginning of a thirteen-day crisis that saw the United States deliver a public ultimatum to the Soviet Union, saw Soviet and US warships come close to tangling on the high seas and, indeed, saw the world verge on a nuclear holocaust. The British historian A.J.P. Taylor characterised the Cuban missile crisis as the two most important weeks in human history. -
