Regional Transportation Plan/Sustainable Communities Strategy A P P E N D I X L M O D A L D I S C U S S I O N Page intentionally left blank MODAL DISCUSSION INTRODUCTION This appendix of the 2018 RTP describes the investment strategy for the San Joaquin region. It discusses planned future projects and transportation management strategies intended to most effectively accommodate future transportation needs. The investment strategy is a balanced approach to modal development intended to fulfill the objectives and performance indicators which guide the RTP and move towards achievement of the long-term transportation goals for the region. This includes the provision of appropriate resources to operate and maintain the multi-modal system. The 2018 Regional Transportation Plan promotes a “balanced” transportation system. It calls for significant investment and system expansion of alternative transportation modes while adding some capacity and operational improvements to the existing highway and arterial roadway network. The investment strategy identifies enough funding over the life of the RTP to develop and construct or implement the 2018 RTP improvements. There continues to be on-going dialogue with all stakeholders to improve our understanding of how the transportation system impacts the quality of life in San Joaquin County. The participation process has shed light on important values such as mobility choice and accessibility, travel time reliability, cost effectiveness, and environmental sensitivity. The planning process is iterative. System-wide performance indicators were developed and used to help policy makers and the community at large evaluate tradeoffs between alternative packages of transportation improvements. The performance indicators are also used as a tool to help evaluate how this RTP contributes to the quality of life in the San Joaquin region. -

The Valley Rail Project is a joint proposal by the San Joaquin Joint Powers Authority and the San Joaquin Regional Rail Commission to dramatically improve passenger rail service to the Sacramento region with both Amtrak San Joaquins and Altamont Corridor Express (ACE) service. The Valley Rail project will implement a new transportation vision for serving the Sacramento region with integrated intercity and commuter rail service. The grant funds will help perform track improvements on the existing Union Pacific Railroad Sacramento subdivision freight corridor that runs just east of Interstate 5 to make it usable for passenger service, and build new shared San Joaquins and ACE stations in Lodi, Elk Grove, Sacramento City College, Sacramento Midtown, Old North Sacramento, and Natomas which will include a shuttle connection to the Sacramento International Airport. -

These comments are submitted by: • California Public Utilities Commission (CPUC), Safety and Enforcement Division. • California Department of Fish and Wildlife, Office of Spill Prevention and Response (OSPR). In summary, for the reasons set forth below, the DEIR likely underestimates the risk posed by the proposed project. Among the issues of concern are the following, discussed in more detail below: 1. The length of track accounted for in the risk analysis is insufficient. 2. Derailment and accident rate calculations are problematic. 3. The cutoff point for analyzing tank car losses is insufficiently supported. 4. The risk analysis does not account for Local Safety Hazard Sites. 5. The legal enforceability of the Valero commitment to use CPC-1232 tank cars is unclear. 6. Total derailments attributable to the project, including those outside California, also should be considered. 7. Insufficient attention is paid to potential consequences. 8. Assumptions regarding the number of cars expected to derail are insufficiently explained. 9. The risk assessment does not include train accidents other than derailments. Draft Network Integration Plan Network Integration Plan June 8, 2021 Executive Summary The 2018 California State Rail Plan articulates a vision of intercity rail, commuter rail, and local mass transit integration, making the rail system easier to access and use. To further this vision, the California State Transportation Agency (CalSTA) and the California Department of Transportation (Caltrans) have been funding rail integration plans in various parts of the state to better integrate transit with the state rail system. The Sacramento Regional Transit (SacRT) Network Integration Plan is one of those plans. SacRT Network Integration Vision The common theme running through all state-sponsored Network Integration Plans is how to provide better connections between local transit and the state rail system. In Sacramento, that system consists of the Capitol Corridor and the San Joaquins intercity trains, which are sponsored by Caltrans and operated by their respective Joint Powers Authorities. In the future, two new San Joaquins roundtrips will be added on the Union Pacific Railroad’s Sacramento Subdivision, stopping at a Midtown Station along the 20th Street corridor. Additionally, the Altamont Corridor Express (ACE) commuter rail service, operating today between Stockton and San Jose, is planning an extension to Sacramento with multiple arrivals and departures. These trains also will stop at the Midtown Station. SacRT serves Sacramento Valley Station (SVS) today with the Gold Line light rail transit (LRT) service and two local bus routes, the 30 and the 38. The Gold Line operates with mostly 15-minute headways between SVS and Sunrise and 30-minute headways between Sunrise and Folsom.
