In accordance with art. 32.2 of the FIS Statutes we take pleasure in sending you today the Short Summary of the most important decisions of the FIS Council Meeting, 6 th November 2010 in Oberhofen (SUI).

1. Members present

The following Council Members were present at the meeting in Oberhofen, Switzerland on 6th November 2010:

President Gian Franco Kasper, Vice-Presidents Yoshiro Ito, Janez Kocijancic, Bill Marolt and Sverre Seeberg, Members Mats Årjes, Dean Gosper, Alfons Hörmann, Roman Kumpost, Sung-Won Lee, Giovanni Morzenti, Vedran Pavlek, Eduardo Roldan, Peter Schröcksnadel, Patrick Smith, Matti Sundberg, Michel Vion and Secretary General Sarah Lewis.

Guest: Urs Lehmann, President of the Swiss Ski Association.

The Council clarified that the position of the attendance of the President of the host National Ski Association at a Council Meeting (who is not an elected Council Member) is only extended for the Council Meetings in the host nation.

Furthermore, the Council highlighted the following article of the FIS Statutes: 30.5 Council Members act and vote as independent individuals and not as representatives of their National Association.

Following the admission from Council Member Giovanni Morzenti that he has been convicted by a court in Cuneo, Italy of extortion, the Council decided to accept the proposal of Giovanni Morzenti to provisionally suspend himself as a Member of the FIS Council until such time as the case is concluded. Furthermore, the Council thanked him for his open explanation of the situation and wished him best wishes for his appeal.

The Council confirmed that Italy would be entitled to send a representative as observer to future Council Meetings, without vote.

2. Minutes from the Council Meetings in Antalya (TUR)

The minutes from the Council Meetings in Antalya (TUR) from 31 st May to 3rd June 2010 were approved .

3. The FIS World Championships

3.1 Reports FIS World Championships

The Council Members from the respective nations reported on the following upcoming events to supplement the written reports submitted by the Organising Committees:

The Council acknowledged the progress reports from the respective Council Members and expressed its particular wishes to the Organisers of the upcoming FIS World Championships in 2011.

For the Freestyle and Snowboard World Championships 2011 in Deer Valley (USA) and La Molina (SPA), on request of the respective Organising Committees, the Council confirmed the addition of slopestyle to both programmes. The final schedules for both Championships will be published on the FIS website in the coming weeks.

In the case of the dates for the FIS World Ski Championships in 2015, the Council confirmed the above dates in Vail-Beaver Creek for the Alpine Events and Falun for the Nordic Events.

The Council appointed the Italian Winter Sport Federation with Sci Club Teamitalia as organisers of the World Championships of Police Forces in the years 2013, 2014 and 2015 in Sestrière.

4. The FIS Junior World Championships

• FIS Freestyle and Snowboard Junior World Championships in Wanaka (NZE), 19 th to 31 st August 2010: Council Member Dean Gosper

The Council acknowledged the report on the successfully completed Championships and thanked the Organising Committee and Snowsports New Zealand for an excellent event.

Thereafter, the Council Members from the respective National Ski Associations reported on the following upcoming events:

• FIS Alpine Junior World Ski Championships 2011, Crans Montana (SUI), 30 th January to 6 th February: FIS President Gian Franco Kasper

• FIS Nordic Junior World Ski Championships 2011, Otepää (EST), 25 th to 31 st January: Council Member Matti Sundberg (FIN) on behalf of Estonian Ski Association

• FIS Alpine Junior World Ski Championships 2012, Roccaraso (ITA)

• FIS Nordic Junior World Ski Championships 2012, Erzurum (TUR): Secretary General Sarah Lewis on behalf of the Turkish Ski Association

The Council acknowledged the progress reports given by the respective Council Members on behalf of the various Organising Committees for the Championships.

At the Championships in the upcoming season, the Council will be represented at the various Championships by the above-mentioned Council Member from the host nation in accordance with the procedures of the Council and the nominated Member listed above, notably for the nations without a Council Member.

Furthermore, the Council appointed the following new Organisers of FIS Junior World Championships:

• The Royal Spanish Wintersports Federation with Sierra Nevada (SPA) for the 2012 FIS Snowboard Junior World Championships

• The Canadian Snowsports Association with Le Massif, Quebec (CAN) for the 2013 FIS Junior Alpine World Ski Championships

• The Italian Winter Sports Federation with Val di Fiemme (ITA) for the 2014 FIS Nordic Junior World Championships

and furthermore acknowledged the organisation of the FIS Telemark Junior World Championships 2011 in (NOR).

In the case of the two candidacies for the Alpine Events 2014 in Jasna (SVK) and La Molina (SPA), these are tabled until the Council Meeting in spring 2011. In the meantime, work on the homologation of the downhill course in Jasna (SVK) requires further steps to be undertaken before the application can be considered.

5. The International Olympic Committee

The main activities of the IOC since the FIS Congress in Antalya included the organisation of the first Youth Olympic Games which took place in Singapore from 14 th to 26 th August.

In June, the IOC organised a seminar about gambling and the potential dangers for sport. During both the Olympic Games in Beijing 2008 and the Winter Games in 2010, the IOC monitored betting patterns.

The IOC Executive Board (EB) met recently in Acapulco (MEX) and decided that it is looking favorably at the inclusion of ladies’ Ski Jumping, Freestyle ski half-pipe, Freestyle ski slopestyle, Snowboard slopestyle, along with events from other Sports namely the Biathlon mixed team relay, Figure Skating team event and team relay in the programme of the 2014 Olympic Winter Games.

However, before taking a final decision, the IOC EB said it would like to consider the outcome of the respective World Championships during the winter season in 2011.

FIS President Gian Franco Kasper stated that FIS is pleased to know that four of our event requests are seen favorably by the IOC Executive Board. At the same time, FIS is very disappointed that out of all proposed new events on the Olympic Winter Games program across all sports, the only one excluded from the positive list is the Alpine Team Event. It is difficult explain why the most established discipline that is best liked in terms of global TV audiences would not be considered further. This has already been expressed officially to the IOC with a request to study also the Alpine Team Event at the upcoming FIS Alpine World Ski Championships.

The IOC Olympic Programme Commission analysed all the requests put forward by the International Federations based and submitted its findings to the EB. The key positive factors included whether the changes would increase universality, gender equity and youth appeal, and in general add value to the Games. Other considerations included the cost of infrastructure, and the impact on the overall quota

and the number of events. Final decisions on the events to be included on the Sochi 2014 programme rest with IOC President Jacques Rogge and are planned to be taken in early spring 2011.

5.1 Youth Olympic Games 2012 in

The second meeting of the IOC Coordination Commission, chaired by FIS President Gian Franco Kasper took place in Innsbruck from 29 th to 30 th June 2010. A change of the venues was confirmed with the Snowboard and Freestyle Skiing events to be moved to Kuhtai from Seefeld, which will host the Nordic events.

President Gian Franco Kasper and Council Member Peter Schröcksnadel reported about the status to the facilities. Permission has been granted for an upgrade to the Alpine course in to enable one finish area for all competitions, whilst a new Ski Jumping hill in Seefeld and a new Biathlon shooting range will be built. The Olympic Village will be located in a new property that was previously a military site with the education programme organised in the nearby Congress Centre. Discussions are underway about the location of the medal ceremonies with the proposal of the new Mayor of Innsbruck is to stage these in the centre of town in the same way as for the Olympic Winter Games in 1976.

The FIS Alpine World Cup in Kitzbühel takes place during the same period as the Youth Olympic Games and there will be a close collaboration including the traditional Kitzbühel media evening on Thursday, which will be a visit to the men’s slalom at the Youth Olympic Games which is an evening competition under floodlight.

Details about the Qualification Systems and quotas have been sent to all National Ski Associations and the National Olympic Committees and can be viewed on the FIS Website www.fis-ski.com under Major Events, FIS at the Olympics, Rules, Youth Olympic Winter Games, IOC Qualification Criteria 2012.

Arrangements are being undertaken with the Innsbruck YOG 2012 Organising Committee to include the FIS World Snow Day as part of the Closing Ceremony on 22 nd January 2012.

The third meeting of the IOC Coordination Commission is scheduled for 1 st to 3rd December 2010.

5.2 Olympic Winter Games 2014 in Sochi

FIS President Gian Franco Kasper gave an update about Sochi 2014, following his attendance at the recent IOC Coordination Commission in October.

In early June 2010, the IOC organised the Debrief of the Vancouver 2010 Olympic Winter Games in Sochi, at which Secretary General Sarah Lewis represented the outdoor sports.

Preparations in Sochi were hampered these past months following the tragic death of the Alpine Manager Jan Erik Hedström who passed away as a result of a heart attack in August. A successor, Yves Dimier (FRA) could be nominated recently and he began his work on 1 st November. An important appointment

has been made with Katrina Ammer as the Alpine Venue Manager following her experience at Vancouver 2010 as well as for many years in Vail-Beaver Creek.

During the upcoming winter the first test events are planned with two European Cup races scheduled and cooperation between the Sochi 2014 Organising Committee and the Russian Alpine Ski Association is progressing. There are many details to prepare notably with the education of the course workers and the medical rescue system. Special arrangements are being made for expedited visas to enter Russia.

The venue for Freestyle Skiing and Snowboard has been confirmed (the fourth one was presented in spring 2010), a master plan has been presented and approved by FIS, whereby the construction is only scheduled to start now.

After extensive discussions the Organising Committee has now confirmed that they are able to prepare a 2.5km cross-country course in the vicinity of the ski jumping hill to use for the Nordic Combined competitions. This is essential for the proper running of the competitions, since the cross-country tracks are located some distance away and already heavily used with a shared venue between Cross-Country Skiing and Biathlon.

5.3 Candidates for the Olympic Winter Games 2018

The three Candidates for the Olympic Winter Games 2018, Korea with Pyongchang, Germany with Munich, France with Annecy will undergo inspections by the IOC Evaluation Commission, chaired by Gunilla Lindberg from Sweden in February and March 2011. Thereafter the election of the host city will take place on 6 th July 2011 in Durban (RSA).

6. AIOWF

The last General Assembly of the Association of International Olympic Winter Sports Federations (AIOWF) took place on 27 th April 2010 in Dubai (UAE) in connection with SportAccord, followed the next day by the annual joint meeting between the Association of International Olympic Winter Sports Federations and the IOC Executive Board.

The next General Assembly will take place during the SportAccord Convention in London, in April 2011.

7. SportAccord (formerly GAISF)

The 44 th GAISF General Assembly took place on Friday, 28 th April 2010 as part of SportAccord, which included the General Assemblies of AIOWF, ASOIF (Association of Summer Olympic International Federations), ARIFS (Association of Recognised International Federations) and the IOC Executive Board.

SportAccord has just concluded the organisation of its first sports event, the Marshal Art Games that took place in August in Beijing (CHN) with 22 different combat sports on the programme. Future developments include Beach Games, Mind Games and Target Games.

SportAccord is building up a range of services to offer to the International Federations, notably the smaller IFs, which began with a Doping Free Unit with support from WADA and the IOC to assist with WADA Code compliance. The latest area under development is a Sports’ Social Responsibility Department.

SportAccord 2011 will take place from 3 rd to 8 th April in London (GBR) with the 2012 edition in May 2012 in Quebec (CAN).

8. Financial Matters

8.1 Report of the Finance Commission

The Chairman of the Finance Commission and FIS Treasurer Sverre Seeberg reported on the financial matters of the International Ski Federation, including the accounts as per 30 th June 2010.

The key items to note in the intermediary accounts include on the income side, the receipt of the payment from the IOC in relation to the Olympic Winter Games in Vancouver 2010 in May and June. The major expenditure has been the National Ski Association financial support and special distribution which were credited in September. FIS operating expenditure is in line with the budget, however, there is presently a significant loss on the valuation of the financial investments due to the currency situation with the Euro and US dollar but it is hoped that this valuation loss can be clawed back during the remainder of the financial period until the end of 2011.

8.2 Requests for financial support

The Council decided to provide financial support for a number of seminars and training courses for the Technical Committees’ activities, however it rejected requests from the Grass Ski Committee to support a grass ski website.

In accordance with the decision of the Council to assist upgrade the level of the FIS Junior World Ski Championships with their investment for television coverage, the Council approved the application for support of the FIS Junior World Ski Championships 2011, Alpine Events in Crans-Montana (SUI).

Furthermore, the Council agreed to support the Ski Jumping Children’s Grand Prix 2011 in Garmisch-Partenkirchen (GER).

8.2.1 FIS Solidarity

On proposal of the FIS Finance Commission, the Council decided to support a number of projects and requests for assistance that conform with the criteria for FIS Solidarity applications from the National Ski Associations of Belgium, Bulgaria, Chile, Croatia, Estonia, India, Mongolia and Slovakia.

In the case of projects requesting support for activities within a framework of the bring children to the snow campaign, it is necessary to specify actual projects.

The Council decided to table the proposal from the Slovenian Ski Association for support of the establishment of an international post-rehabilitation training

centre at the Sprims Sports Institute in Kranjska Gora and Planica until the centre is set-up to see how it could be of support internationally.

8.3 Marc Hodler Foundation

The Council confirmed the appointment of Vice-President Janez Kocijancic as the new President of the Marc Hodler Foundation, succeeding Fritz Wagnerberger.

The Council as the Patronage Committee of the Marc Hodler Foundation acknowledged the accounts per 30 th June 2010.

9. Marketing, Public Relations and Special Projects

9.1 Sponsorship agreements

At its Meeting in Oberhofen, the Council acknowledged the present status of sponsorship and partner agreements which has not changed since the previous Council Meetings in Antalya, with the exception of the Presenting sponsor Cross-Country World Cup with ”Viessmann” signing up to 2013/2014 :

FIS Alpine World Cup Data and timing service

All National Ski Associations will participate in the global timing and service agreement carried out by Swiss Timing for the FIS Alpine World Cup for the upcoming season. The Council expressed its thanks to the National Ski Associations of and Croatia for their participation which serves the interests of the entire FIS Alpine World Cup and demonstrates their solidarity. As a further exception for 2010/11, the Council acknowledged that Kitzbühel would arrange its own services.

The Austrian Ski Association insists that in the event that no data sponsor can be secured by its’ Meeting in June 2011, each National Ski Association would have to be freed to negotiate its own data services and the marketing of these rights.

The Council underlined that securing a data sponsor for the FIS Alpine World Cup needs to be addressed by FIS and FIS Marketing AG as a matter of the highest priority in order that a high quality global system can be provided for all FIS Alpine World Cup Organisers without charge and indeed with financial benefits for the Organising Committees.

9.2 “Bring Children to the Snow”

The Council reviewed the various activities in relation to the Bring Children to the Snow Campaign that are presently being undertaken and approved the concept of the FIS World Snow Day that will be carried out as from late January 2012. Discussions are taking place with the National Ski Associations, Organising Committees as well as partners including the ski industry, ski resorts, tourism organisations, international ski instructor’s association as well as some government representatives:

Activating Snow Desire: International Communication Campaign

- Based on feedback on the first FIS SnowKidz Award presented in Antalya, refinement of the rules and criteria is underway. The award competition received much positive feedback and is serving as an effective catalyst for new activities by the NSAs for children and the youth.

- “Ski Sports in Schools” is the topic of the 8 th FIS Youth & Children’s Seminar at the Autumn Meetings in Zurich this year. Campaign updates will be provided to various Committees during the week of meetings.

- The FIS SnowKidz Meeting Points, or “SnowKidz on Tour”, will be integrated to the extent possible in the FIS World Championships 2011. Several Meeting Points will also be staged at FIS World Cup events during the season to enable children to have a unique opportunity to meet the ski stars.

- The use of the SnowKidz promotional video was extended for another season. NSAs and World Cup organisers can request campaign give-aways and borrow other promotional materials for use during their events. The campaign flyer will be updated and printed during the autumn.

- A further idea for encouraging SnowKidz participation by the World Cup LOCs is to organise a video contest for children, the best of which can be shown on the video wall at the events. A season-long video contest platform will be provided for the FIS Cross-Country World Cup organisers through www.fiscrosscountry.com .

- The SnowKidz version of the ‘Ten FIS Rules for Conduct’ has been integrated in the Bring Children to the Snow campaign. A survey among children provided very positive feedback on the draft of the illustrated rules. The main idea was to illustrate the rules without text, but the survey showed that some guiding text is needed to ensure the correct message is conveyed. The final draft will be presented for review in Zurich during the Autumn Meetings. Distribution is planned as a poster format.

Enabling Snow Experience: National Activity Campaign

- Animation programmes for children at selected FIS World Cup and the World Championships 2011 are under development in close cooperation with the respective organizing committees.

- For the FIS World Snow Day, a few National Ski Associations/their organisers will be selected as showcase events for the first season of the annual snow festival. Numerous ideas that help bring more children and their families on the snow will be tested. The concept of the World Snow Day will be developed further based on feedback from the stakeholders.

9.3 FIS Marketing AG

The Council acknowledged the report of Christian Pirzer, CEO of FIS Marketing AG. The fourth meeting of the board of FIS Marketing AG will take place on 29 th November 2010.

The main activity at present is the marketing of the FIS Cross-Country World Cup and negotiations with National Ski Associations and signed contracts with all involved countries for the upcoming season were finalised in the summer. The level of investment with a presenting sponsor Viessmann, main sponsors BMW and Vattenfall, and official clothing Craft is approximately 35% over budget. Two workshops were arranged with all FIS Cross-Country World Cup Organisers.

Other projects of the company include the marketing rights for the FIS Ski Flying World Championships 2012 in Vikersund (NOR) and marketing of the data partner for the FIS Alpine World Cup.

The Council appointed Sverre Seeberg in his capacity as Chairman of the Finance Commission and FIS Treasurer to the board of FIS Marketing AG to succeed Fritz Wagnerberger.

10. Anti-Doping

10.1 International Doping Cases

The Council acknowledged the report of the Chairman of the FIS Doping Panel Patrick Smith.

At its last Meeting in June 2010 in Antalya, the Council sanctioned the Russian Ski Association following the serious concern of the FIS regarding the situation of the Russian Ski Association with the high number of doping cases and lack of adherence the FIS Anti-Doping Rules.

The objectives of the sanctions were as follows:

1. Firstly, as a retrospective measure to reflect Council’s strong disapproval to date;

2. Secondly, to prospectively encourage the Russian Ski Association to bring about the necessary, immediate and effective change within its organisation to enable it carry out its obligations a FIS partner in the important area of doping prevention and control;

3. To send a message to the Russian Ski Association, in particular, and to the world at large, that Council views anti-doping compliance seriously and will not hesitate to act appropriately where it is necessary to do so.

Furthermore, the Council had decided to suspend the passing of further sanctions subject to the Association providing to FIS, no later than 1st November, 2010, a report on its anti-doping work programme including details on the professional management of the anti-doping programme, a comprehensive financial budget and timetable for the training and education of all officials and athletes within the Russian Ski Association.

Prior to the Council Meeting in Oberhofen on 6 th November, the Russian Ski Association submitted its detailed report about the various activities and actions it has undertaken in the meantime.

Support from the highest levels of the Russian governing authorities through important anti-doping measures in sports have paved the way for a significant number of changes have been made including changing team and other officials, an operational anti-doping administration, comprehensive testing programmes in and out of competition, as well as anti-doping education for both athletes and officials.

The Council acknowledged the positive steps that have been taken to address the many problems in a truly meaningful way, whilst underlining that this approach of the Russian Ski Association must signify a new beginning for on-going and permanent work in the fight against doping. Consequently the Council agreed that there is no need to impose any of the additional sanctions that were suspended. However FIS will closely monitor progress with the Russian Anti-Doping work whilst supporting the on-going work.

10.2 National Doping Cases

In accordance with the World Anti-Doping Code, FIS is not entitled to review and/or amend decisions of doping cases from tests that have been carried out by the National Anti-Doping Agencies, but both FIS and WADA may appeal any decisions to the Court of Arbitration for Sport (CAS) in the event that either organisations believe that an inappropriate decision has been taken (in accordance with the relevant rules and deadlines).

10.3 WADA

On 17 th to 18 th September 2010 a WADA Think Tank Meeting took place, followed by a Meeting of the Executive Committee in Montreal (CAN) during which the WADA Prohibited List for 2011 was approved.

The autumn 2010 WADA Executive and Foundation Board Meeting will take place shortly after the FIS Council Meeting on 19 th - 20 th November.

10.4 Update to the FIS Anti-Doping Rules

The Council approved the following minor amendments to the FIS Anti-Doping Rules in order to ensure they are up to date with practices:

4. 4.7 The Prohibited List identifies certain substances and methods that are not prohibited but for which an Athlete is required to file a declaration of Use (“DOU”) . An Athlete should satisfy this requirement by declaring the Use on a Doping Control Form an d when available by filing a declaration of Use through ADAMS.

4.4.8 4.4.7 The TUE application form, the DOU form, as well as the current requirements for use of the beta-2 agonists terbutaline and formoterol, can be found on the FIS website or obtained through the FIS Office by email [email protected] .

Procedural Guidelines to the Anti-Doping Rules

FIS.B LONGITUDINAL HEMATOLOGICAL PROFILING (BLOOD TESTING)

FIS.B.4 Start Prohibition

FIS.B.4.2 Haemoglobin z-score and OFF z-score ≥3.09 An Athlete with a haemoglobin z-score (Hbcurrent - Hbmean) / √(σ2 (1+1/n)) or an OFF z-score of ≥3.09 is subject to a start prohibition of 14 days 5 days . A new blood sample is obtained after 14 days 5 days and if the haemoglobin z- score or OFF z-score is ≤3.09 the Athlete is permitted to start after the conclusion of the 5 day start prohibition. If the z-scores of ≥2.33 or ≤-2.33 the athlete is treated as suspicious and follow- up testing will take place accordingly.

FIS.B.4.3 OFF-score model ≥125.6 in males and ≥113.5 in females The OFF score depicts a previous likely EPO use. OFF score = Hb (g/l) – 60 * √retic (%). An Athlete with an OFF-score exceeding the above mentioned values is subject to a start prohibition of 14 days 5 days . A new blood test is obtained after 14 days 5 days and if the OFF-score is ≤125.6 or ≤ 113.5 respectively, the Athlete is authorised start after the conclusion of the 14 day s 5 day start prohibition.

FIS.B.4.4 Positive Bayesian model The Bayesian approach is a model that has been developed by WADA to detect individual variations in blood profiles that are beyond the normal variation. If the blood values generate a positive Bayesian model, the Athlete will be issued with a start prohibition for 14 days 5 days .

13. FIS World Cup Calendars 2010/2011 to 2013/2014

On proposal of the respective Technical Committees, the Council confirmed the minor modifications submitted by the respective Technical Committees to the FIS World Cup calendars in 2010/11 (please see following pages for the respective calendars) and furthermore approved the calendars for the following seasons until 2013/2014.

In view of the open discussion about the FIS Alpine World Cup Finals in 2013/14 and the subsequent effect on the calendar draft 2014/15, the Alpine Committee and its Sub-Committee for the Alpine World Cup will present the draft calendars at the next meeting of the Sub-Committee during the Calendar Conference in Portoroz in spring 2011 and submit thereafter to the Council.

13.1 Proposal from the Italian Winter Sports Federation

The Council decided to forward a paper compiled by the Italian Winter Sports Federation with statistics about the number of races organised to the Alpine Committee and its Sub-Committee for the Alpine World Cup for consideration.

Prize-Money for the FIS World Championships

The FIS Congress 2004 decided that as from 2011 prize money would be paid out at the FIS World Championships with the same purse as the minimum for World Cup in the discipline concerned, whilst 50% is covered by the Organising Committee and 50% by FIS.

The Council confirmed the following mode for distribution:

Prize-money is paid out to the top six competitors in individual competitions and the top three teams in team competitions, who are the competitors participating at the official medal ceremony for the respective competition:

14.2 The Cyprus Ski Federation: Exception for vertical drop

The Council did not approve the request from the Cyprus Ski Federation to enable an exception for FIS level races to be carried out on Mount Olympus Course Troodos with a vertical drop of 125 metres as was the case in the past, following the recommendation of the Sub-Committees for Alpine Courses and Classification of Alpine Competitors. The course is however valid for Entry League (ENL) FIS points.

14.3 Proposals and requests from the Technical Committees

1. Calendar Planning, Entry and Appointment of the Competitions

1.1 FIS World Cup Ski Jumping Ladies 1.1.1 Each National Ski Association is entitled to apply to the Sub- Committee for Calendar Planning for WCJ-L competitions (individual and team competition) by the pre-established deadline.

1.1.2 The application has to be made one and a half years in advance and on the official FIS entry form. The application form must show the expiration date of the hill certificate.

1.1.3 If the competitions are carried out at different sites, the dates must be fixed so that there is an interval of at least one day for training between the competition dates.

1.1.4 The last WCJ-L event in this competition season is the WCJ-L final. In connection with the WCJ-L final the overall WCJ-L prize-giving ceremony will take place.

1.2 Appointment of the WCJ-L-Events

1.2.1 The Sub-Committee Calendar Planning examines: - the suitability of the hill in question for WCJ-L-competitions by means of the valid hill certificate; - the accommodation capacity and the spectator appeal of the competition site; - the suitability of the organisers in question for WCJ-L-competitions by means of a selection criteria which includes, among other things, the guaranteed availability of an international TV-signal suitable for live transmissions for the entire duration of the competition. - maximum hill size being used for WCJ-L competitions is Normal Hill size.

1.2.2 According to the result of this evaluation and the proposed dates the Sub-Committee Calendar Planning establishes a provisional WCJ-L- competition schedule for the upcoming years. The final WCJ-L- competition calendar for each season requires the approval of the FIS Council. 1.3 Date Protection 1.3.1 Only one WCJ-L-event can take place on the same date. 1.3.2 The International Championships (OWG + WSC) and one other weekend provided in advance for are protected as to their dates, which mean that no WCJ-L- competitions can take place.

1.4 Cancellations In the events that the selected competition site cannot be used, the respective National Ski Association must cancel the event(s) and this must be done at the latest eight (8) days before the competition.

1.5 Waxing Cabins The Organising Committee is obliged to put necessary waxing and preparation cabins at disposal without any additional costs for the user.

2. Participation Right in WCJ-L Competitions

2.1 Only competitors with a FIS-Code are allowed to be entered.

2.2 Allowed to start are:

a) Competitors, who are already 15 years old (within the week of a competition period); b) Competitors, who have already gained GP-L or WCJ-L-points; c) Competitors, who have gained at least one COCJ-L point of the past or of the current season.

2.3 Each National Ski Association can enter, for a WCJ-L event, a maximum of 6 (six) jumpers.

2.4 Each National Ski Association has full responsibility for the qualification of its competitors for WCJ-L competitions and for their ability to handle the jumping hill being used.

2.5 The host nation has the right to enter an additional National Group of 6 (six) athletes (group I).

2.6 If more than two (2) WCJ-L-competitions are planned to be carried out in one country, the host nation is only entitled to enter a National Group in a maximum of two (2) events per series (GP-L, WCJ-L), however, all in all not more than four (4) times.

3. WCJ-L Evaluation

3.1.1 In case of equality in points between competitors, each athlete receives the points corresponding to the rank (the following place is omitted).

3.1.2 A minimum of eight National Ski Associations must participate if a WCJ-L competition is to count for the WCJ-L evaluation.

3.1.3 World Cup Standing The WCJ-L points of all individual competitions of the current season will be counted for the WCJ-L overall winner. If two or more competitors have the same number of points at the final evaluation, the order will be determined according to the highest number of individual victories respectively according to the successive ranks in FIS World Cup events. If the competitors are still equal, the starting order will be drawn.

3.1.4 The current leader of the WCJ-L overall evaluation receives the "WSC Leader bib", which he is allowed to keep. The "WSC Leader bib" has to be worn by the leader at the WCJ-L-event, at the official winner's ceremony and at all official training.

3.2 Team Competitions 1st place = 400 points 5th place = 200 points 2nd place = 350 points 6th place = 150 points 3rd place = 300 points 7th place = 100 points 4th place = 250 points 8th place = 50 points

3.2.1 In case of equality of points of teams, each team obtains the points corresponding to the rank. The following place is omitted.

3.2.2 At least eight National Ski Associations must participate if a WCJ-L team competition is to count for the WCJ-L Nations' Cup.

3.2.3 Starting order in team competitions The starting order will be based on the reverse order of the actual World Cup Nations’ standings. Due to organisational reasons the result of an individual competition carried out on the same day may not be considered for the starting order.

3.2.3.1 In the second round, only the leading eight (8) nations from the first round are entitled to start. Before the start of the last group in the final

round, there will be an info break, where the start order for the last group will be sorted into reverse order of the current standing.

3.2.4 WCJ-L Nation Cup The sum of the points of all competitors from one nation of all WCJ-L competitions of the current season – including the points of the team competitions – will be taken into consideration for the WCJ-L evaluation per nation. In case of an equality of points in the WCJ-L nations’ evaluation, the better ranking order of the different competitions (individual as well as team competitions) will decide.

4. Competition Mode and Starting Order

4.1 WCJ-L-competitions

As a rule, a jumping competition consists of:

- the official training - a qualification and/or - a trial round - two scored rounds.

4.1.1 For the official training, the qualification and the first scored competition round the competitors will be divided into three groups.

The number sequence of the groups is as follows: - Group I of the organising country - Group II (athletes without WCJ points) - Group III (athletes with WCJ points).

4.1.2 The starting order within the group will be determined as follows: - Group I: draw or seeding through the organising country - Group II: draw - Group III: reverse order of the actual WCJ standings.

For the first WCJ competition of the season, the final WCJ standings of the past season is decisive. As soon as athletes appear in the World Cup Standings, they are seeded in group III according to their ranking.

After the formation of the Seeded Group I and II, the Jury can make the draw before the official training. The team captains must confirm the draw at the next team captains’ meeting.

In case of only one official training for two competitions carried out on the same hill (individual and team competitions or two individual competitions), only the single quota is allowed to start.

The competition schedule has to be published together with the invitation for the competition. Changes can be made by the Jury in case of „force majeure“.

4.2 Qualification round

4.2.1 Qualification Ski Jumping The qualification round reduces the number of participants to 50. All jumpers, except the present top 10 in the current WCJ-L standings, must participate in the qualification round. The total score counts for the result. A jumper, who has reached 95 % of the maximum length of the longest jump by the jumpers who have to qualify but has a fall, has the right to participate in the competition in addition to the 50.

4.2.2 In extreme cases (for example limited training jumps, change of the in- run, lack of time, difficult weather conditions) the Jury can decide on a qualification round or a trial round.

4.2.3 In the qualification round, the Jury is entitled to change the starting gate for the pre-qualified jumpers (present top 10 jumpers of the current WCJ-standings), in order to get the optimal in-run speed for the first competition round or to break off.

4.2.4 Trial round If the qualification round is not held at all or not held on the competition day, a trial round must be carried out before the first scored round (exception see ICR art. 452.2.2)

4.2.5 For the first competitive round, only 50 jumpers (the present top 10 in the current WCJ-L standings and the top 40 of the qualification round) are admitted. In case of a tie at the last qualified place in the qualification round, the total number of participants will increase accordingly. The total number of participants will be filled up to 50, (plus tied jumpers at the last qualified place or/and jumpers who have reached 95 % of the maximum length but had a fall, according to art. 4.2.1)

4.2.6 For the second competitive round (final), only the top 30 of the first competition round are qualified (plus jumpers tied at the last qualified place). They start with the same start number but in reverse order of the collective points score from the first competitive round.

4.2.7 A jumper, who has reached 95 % of the maximum length of the longest jump by the jumpers who have to qualify but has a fall, has the right to participate in the competition in addition to the 30.

4.2.8 The final round must start 15 minutes after the end of the first competition round. The jumpers who are not at the start on time are disqualified.

4.2.9 After the qualification round of jumps is completed, the Jury is authorized to allow competitors who are not qualified to serve as fore jumpers for the competition, if necessary.

4.3 In order to guarantee that actual and appropriate information on the Jury's decisions regarding the competition is given to the media- and TV representatives as well as to spectators at the jumping hill, the Jury

has the duty to forward corresponding information to the media representatives and the announcer. The Race Director of the FIS is commissioned with this task.

4.4 For all WCJ-L competitions, the use of video-distance-measuring according to the special regulations established by the FIS Jumping Committee is mandatory. 5. WCJ Prizes

5.1 Prize-Money*

5.2 FIS World Cup Trophy The winner of the Overall FIS World Cup receives the big World Cup trophy, which will be provided by the FIS.

5.3 FIS World Cup Medals The first three competitors of the FIS World Cup Ski Jumping receive a FIS World Cup medal.

5.4 FIS-Nations’ Cup-Trophy The winner of the FIS-Nations’ Cup receives the FIS-Nations’ trophy.

5.5 Provision of Awards The trophies and medals will be provided by the FIS.

5.6 Presentation The award ceremony for the overall winners will take place in connection with the World Cup final.

6. Reimbursement of Expenses

6.1 Nations' Quota for the Reimbursement of Expenses The national quota for the participating nations will be determined as follows: Each National Ski Association has the right to be reimbursed for a maximum of six (6) athletes.

The number of officials that have to be taken over will be determined according to the following standards:

6.2 The following must be paid to the teams according to the quotas determined in art. 6.1 for the reimbursement of expenses of the National Ski Associations.

6.2.1 Accommodation Room and full pension in a good hotel in the competition resort for the duration of the event, beginning one night before the first official training resp. the following night after the last competition. An invitation and information packet must be sent by the organiser to each National Ski Association. Participating teams must enter their competitors prior

to the published entry deadline. By doing so, the team secures their required number of booked room reservations.

For booked room reservation not used, the organiser has the right to demand a cancellation fee from the National Ski Associations.

In case of reimbursement of travel expenses for the nations concerned, the organiser has the right to deduct the cancellation fee directly from the reimbursement of the travel expenses.

By no means is the organiser or the hotel manager allowed, without agreement of the team captain, to demand the vacating of the rooms on the day of the competition. For nations with starting quota 4 or more two single rooms have to be provided.

For competitors and officials not included in the quota, the Organising Committee has to provide competitors and officials accommodation and meals at least 25% below the normal price at the place in question, whereby CHF 125.— is the maximum price.

6.2.2 Charter arrangements (flight, train, bus, ship) may be organised and charged for by the OC or between several OC’s (coordinated arrangements); this offer must be made in writing and be included in the program or invitation. The teams must confirm their acceptance or refusal to the organisers within the official entry deadline. Bus journeys should be limited to 400 km.

6.2.3 The transfer from and to the airport will be organised and covered by the organiser, as long as the resp. National Ski Association has informed the OC of the members of the team, arrival day, arrival time and the flight number.

6.2.4 The designated Technical Delegates (TD), the Assistant RD, the Assistant TD and the Jumping Judges have to be paid according to ICR art. 405.4.

7. FIS WCJ-L Title Sponsor / Advertising / Media Service 7.1 The FIS signs an agreement with the official FIS World Cup title or presenting sponsor or with an agency.

7.2 The "FIS World Cup Organiser agreement", concluded between FIS and the NSA/OC respectively club, contains all advertising matters to be strictly observed by the parties involved.

7.3 The OC's Chief of Press will be supported by the FIS World Cup press coordinator, nominated by the FIS, for general services regarding PR information, press service, winners press conference etc. The OC has to pay for his travel, accommodation and board. Prior to his travel the press coordinator must contact the organiser regarding the arrangements.

7.4 The press-/media service has to be organised and performed according to the recommendations and guidelines of the International

Ski Federation as well as the International Association of Ski Journalists (AIPS).

8. Rescue Service – Medical Support Requirements The Organiser is responsible for setting up and operating during all competition times (training and competitions) an appropriate rescue service. The Medical Support Requirements for FIS Event Organisers are set forth in the ICR, 221.6 as well as chapter 1 of the FIS Medical Guide (containing Medical Rules and Guidelines).

9. WCJ-L Report The FIS TD is responsible for the report on the WCJ competition. The writing and the prompt dispatch of the report to the FIS Office, together with the WCJ result list, must be completed at the competition site!

10. FIS Grand Prix Ski Jumping The WCJ-L rules will be analogue applied for the Grand-Prix series.

10.1 Prize-Money*

The Council decided that a new proposal for prize money should be worked out by the Ski Jumping Committee and submitted to the Council in spring 2011, as well as rules for travel expenses to support the National Ski Associations expenses in supporting participation of their teams in the Ski Jumping World Cup for ladies

ICR - Introduce Team-Sprint as a new Team Competition format

544 Team-Sprint

544.1 Competition Realisation The competition consists of team ski jumping and a 2 x 7.5 km cross country competition skied over short laps which have to be completed by both team members. A team consists of two competitors who must participate in and complete both disciplines (Ski-Jumping and Cross- Country).

544.2 Calculation The calculation is based on the appropriate meter and point value according to the art. 527.2.3.2 and 527.4.1. For the final result list the ranking must be fixed, if necessary with technical help. In case of two or more athletes arriving at the finish line with the identical times a decision is made by the use of the photo finish video or by finish referee (art. 514.2.5). In case when no visual differences between competitors can be determined with the assistance of the technical equipment, the same rank will be given in the final result. For cup competitions, the same points will be awarded. The calculation of the jumping result is the average of both jumps these points for each team will be used for the calculation of the start time differences for the Cross-Country.

544.3 Special Regulation The start order for the jump event is based on the actual Nation's Cup ranking. For WSC or JWSC it’s only possible to start with one team per Nation, the start numbers will be distributed in the reverse order of the nation's ranking. For World Cup or COC the number of participating teams will be according to the specific event rules. The 2 x 7.5 km Sprint is to be carried out using laps of 1500 m in length, where the competitors exchange off after each lap. After both competitors have completed two laps, the elimination modus will start, whereby the team(s) in the last position is/are dropped. The number of teams eliminated per round is determined before the event, so there are a minimum of seven to ten teams remaining for the final lap. The Cup Nations points will be awarded based on the actual standing of the team when it was dropped from the competition. Only one team per Nation will get points. The exchange area must be designed in such way, that all teams are assigned a preparation area (1.5 m width and 2.5 - 3 m in length). Each area is fenced with an opening to the exchange zone with all assigned areas situated within the prepared 30 to 40 m tag zone. The competitor who is not skiing must wait in this area. He can be coached and make preparations to his skis.

527.4.1 Cross-Country Calculation Table The points or time differences between the competitors and to the winner of the Jumping competition or Cross-Country competition will be calculated for establishing the result difference between the competitors. This calculation based on the Nordic Combined table. The value of either time or points must be mathematically rounded depending on the competition format. According to the length of the race course the following tables will be used. For the calculation a six decimal point place is used: 10 km course: 1 min.= 15 points 5 km course: 1 min.= 15 points 2 x 7.5 km course 1 min = 15 points 4 x 5 km course: 1 min = 45 points Conversion tables by deviating distances are to be specified in sole responsibility of the National Ski Associations.

In regard to the proposal of the Committee for Nordic Combined concerning the Qualification Criteria for Sochi 2014, the Council pointed out that this question is dealt with by the IOC and their requests to increase the quotas to 65 (from 55), as well as the following details would be submitted for consideration: - Nomination according to the World Cup and COC ranking (per Vancouver 2010) - Including a national quota (per Vancouver 2010) - Teams who take part in the Team competition automatically have an additional place as a reserve - Basic quota for nations with World Cup or COC points

The Alpine Committee

3. Seeding of the Teams - 16 Nations will form 8 heats as follows: - Bracket list will be arranged as follows: Heat 1 : Nation 1-16 Heat 2 : Nation 8-9 Heat 3 : Nation 5-12 Heat 4 : Nation 4-13 Heat 5 : Nation 3-14 Heat 6 : Nation 6-11 Heat 7 : Nation 7-10 Heat 8 : Nation 2-15 - The best nation, according to the current Nations´ Cup standing, will receive bib number 1 and the last nation will receive bib number 16. - Ladies will receive bibs from 1 to 4 and Men from 5 to 8, in alphabetical order. - If a heat is incomplete (for instance only 10 nations at start), the nation present will automatically qualify for the next round (a bye).

4. 5. Points Scoring - The winner of each individual race ( leg )scores 1 point for his/her nation - In case of a tie of an individual race ( leg ), both nations are awarded 1 point - If there is a tie at the end of the heat (2:2) the nation with the lowest combined time of the best

One single gate

904 Single Gate Giant Slalom

All rules of the ICR are valid, except as follows:

904.1 Single Gate Giant Slalom is permitted only in International FIS level Competitions (see art 201.3.4, 201.3.4 and 201.3.6).

904.2 A Single Gate Giant Slalom has no outside gate, except for the first and the last gate and delayed gates.

904.3 Where there is no outside gate, both feet and ski tips must have passed the turning pole of the turning gate on the same side, following the natural race line of the Giant Slalom. If the racer has not correctly passed the imaginary line from turning pole to turning pole and does not follow the natural race line, then he has to climb back up and pass

around the missed turning gate. Where there is an outside gate (first and last gate, delayed gate) art. 661.4.1. is valid.

904.4 All rules and regulations dealing with the width of the course should be considered, as if there is an imaginary outside gate.

Limitation in the second run

806.2 Limitation in the Second Run The Jury has the right to reduce the number of competitors for the second run to half on the first run start list. The decision has to be made no later than one hour before the start of the first run. The Jury has the right to reduce the number of competitors in the second run to half, provided th at notice was given in the invitation or on the official notice board before the race started, and at the team captain's meeting before the draw.

906.2 Limitations in the Second Run The Jury has the right to reduce the number of competitors for the second run to half on the first run start list. The decision has to be made no later than one hour before the start of the first run. Giant Slalom for K1 may be conducted in one run or two runs. Giant Slalom for K2 will be conducted in two runs. An organiser may limit the number of participants in the second run to 60. )

Recommendation for change

Art. 215.2 National Ski Associations are not permitted to enter and draw the same competitors in more than one competition on the same date.

World Cup Rules

5.4 Payment of travel expenses The Organising Committee should preferably must pay the expenses electronically by bank transfer to the directly to the team leader of the respective National Ski Association . in convertible cur rency.

6. Prize money The Organiser must make available at least CHF 100'000.-- per race for prize money. For individual competitions (DH, SG, GS, SL and SC) this sum is divided to the 10 best competitors, in case of classical combined evaluations to the 3 best. The amount of prize money and its method of distribution must be communicated to FIS before October 15 th . If more than one competitor is on the same rank, the amount of the next rank(s) is added and divided by the number of competitors concerned. The payment must be made at the awards ceremony in cash and in convertible currency The payment should preferably be paid electronically by bank transfer , taking into consideration the local tax laws.

3045.2 Official Results 3045.2.1 Official Results are determined from the scores and rankings of those competitors who have not been disqualified.

3045.2.2 Official Results Information The Official Results must contain the following information: - Name of Competition Sponsor; - Name of Competition; - Codex Number - Site of Competition; - Date and Time of Competition; - Name and Nationality of Jury and Judges; - Name and Nationality of Chief of Course; - General Course Standards; - Name of Organisation, Club or Association; - Competitor Names, Nationalities, Bib Numbers; FIS Points - FIS Codes; - Complete Scoring Calculations (i.e.: individual judges scores and where applicable degree of difficulty factors, speed of competitor, speed points, Dual Moguls protocols, Ski Cross protocols); - Sanction of National Ski Association and FIS; - Signature of TD approving the above list. The names of each nation must be indicated by the FIS code of three capital letters. The Results are made official following an inspection by both the Chief of Scoring and the Head Judge and by the application of their signatures.

World Cup Rules

12. 2 Invitations for the FIS Freestyle Ski World Cup Finals are based upon the FIS Freestyle Ski World Cup standings (for Ski Halfpipe the WSC results are also used). The winners or leaders of the Continental Cups and the FIS Junior Freestyle Ski World Championships in Moguls and Aerials are also invited. The host nation is allowed one spot in both gender in, Moguls and Aerials.

13.4 Basic Quota Qualification Each National Ski Association affiliated with the FIS may enter one (1) qualified competitor in the FIS Freestyle Ski World Cup events taking into consideration the following conditions:

13.4.4 Halfpipe Minimum requirements: No Minimum Requirements . 25 -50 points in Halfpipe on the valid FIS Points List.

13.5.4 Halfpipe: Maximum Team Size (Men’s plus Ladies Quota) is then (10) Maximum si x (6) per gender Minimum 50 FIS -points in Halfpipe on the valid FIS points list. Open Quotas

13.7 Additional Qualified Competitors from the Continental Cups One (1) additional ski cross competitor (per gender) can be entered from the Freestyle FIS Continental Cup Series. These competitors will be the previous season winners from (northern hemisphere) and the current season leader (southern hemisphere) according to the respective Continental Cup ski cross standings.

The Snowboard Committee

The Council rejected a proposal to increase the number of judges for the Olympic and World Championship level competitions from 8 to 9 and requested the Freestyle and Snowboard Committees align their rules and procedures, including the number of judges for the competitions carried out in both disciplines, namely halfpipe, ski and snowboard cross, slopestyle.

The Committee for Advertising Matters

The Council tabled the proposal to change the size and mode for measuring the commercial marking on the goggle-strap. The Council decided that the measurement must be made in an unworn (unstretched) state as is already the case with commercial markings on other items of clothing, such as competition suits.

Since the measurement in an unstretched form means that the commercial marking is effectively larger when worn, the Committee for Advertising Matters is requested to review an appropriate size of the marking.

2.3 Goggles Straps shall not measure more than 4 cm in width. In case of double straps only one strap may carry the commercial markings. Lenses must be free of advertising whilst a 1 cm2 logo in the middle of the frame is allowed. Straps (without goggles) with commercial markings of goggle suppliers may not be worn.

The Sub-Committee for Alpine Citizen Racers

The Council approved the following rule, but with the exception of an article in relation to “Exceptional Rules” that was repeated in the proposal in a number of places. The Council added that it is the only body with the exception of the Congress that is empowered to “alter the rules.”

Exceptional Rules The ‘Arnold Lunn World Cup” Working Group preserves the right to alter the Rules.

1. QUALIFICATION OF ALPINE CIT COMPETITORS

1.1 Definition

FIS CIT FIS-CIT racers will immediately lo ose their status if they take part in the following races during any one season: Olympic Winter Games, World Cup, Ski World Championships, Junior Ski World Championships, Europa Cup, NorAm Cup.

The competitors will receive again their FIS-CIT status in the following competition season

If they take part in a Europa Cup outside their own country they can regain their status at the start of the next competitive season. …

2.2 Invitation / Program Invitations to international ski competitions must be sent by e -mail, fax and/or post to those National Associations who have citizen competitors, and to members of the FIS Sub -Committee for Alpine Citizen Racers at least 30 days before the event. According to Article 213, 214 of the ICR

2.4.3 FIS CIT FIS-CIT Additional Quota: For countries which host another country’s race organisation: 5 Competitors Art. 9.1.6 Rules FIS Point

2.4.4 Competitors Within the FIS CIT FIS-CIT Special Quota (Art. 2.4.2) every nation has the right to enter 8 Junior Racers to each Competition. If they do not qualify as FIS CIT FIS-CIT racers their entry must be marked as "NON CIT".

2.10 Results The complete and official results of a competition must be sent by e - mail by the organisers immediately after the last event to the FIS office: [email protected] .

2. 11 10 National Citizen Race Organisers The person representing the Sub-Committee for Alpine Citizen Racers from the organising country must ensure that all the above rules are carried out. 3.3 Calendar "Arnold Lunn World Cup" events are run from the beginning of the season in December November and end with the final on the third week -end Weekend of March. All competitions must take place during week -ends.

It is inadmissible to run two "Arnold Lunn World Cup"s on the same day in Speed Events or Technical Events in different Nations , irrespective of discipline or Nation.

3.4.2 Speed Disciplines events (DH/SG): In addition each country may organise two (2) speed events; two (2) Downhill’s or two (2) Super-G’s or one (1) Downhill and one (1) Super- G each, for men and women.

3.4.2.1 A minimum of 4 Downhill and 4 Super -G Competitions must be run during any

3.6. 65 Finals Points awarded for the finals are doubled and count towards the individual classification as well as towards the Nations’ Cup.

3.7 Cancellations / Postponements / Moves / Discipline changes of events

3.7.1 These must in principle be communicated immediately, via telephone, to the national representative on the FIS CIT FIS-CIT Sub-Committee (ICR Article 214.3). In addition, all registered nations will be immediately informed by the organi ser.

3.7.2 A postponement or cancellation must be notified to the nations invited at least 2 days before the first Team Captains’ Meeting.

3.7. 32 Every re-scheduled race must be the same as the one it is replacing. One nation cannot replace another nation.

The organising country is responsible for the prizes for individual and combined 2nd and 3rd places. The "Arnold Lunn World Cup" Working Group suggests a souvenir from the host country.

3.11.4 When two competitors have the same amount of points in one event the deciding factor will be the largest number of points gained in the relevant event (cancelled results cannot count). Should their points be equal, the deciding ranking factor will be number of top places (1 st , 2 nd , etc. place).

3.14 Exceptions to the Rules See Rules for the Organisation of Alpine FIS CIT FIS -CIT Competitions Article 2.12 11 .

4.6 Program and Number of Events The FIS CIT FIS-CIT World Criterium consists of 4 Competitions; 4 each for men and women (Slalom, Giant Slalom, Super-G and Downhill). Combined: Downhill and Slalom optional. The Competitions must be run within the one and same event.

4.8 Classification The individual race results count towards the FIS CIT FIS-CIT "Arnold Lunn World Cup". The combined results will not count towards the individual results, but rather towards the Nations Cup.

4.13 Exceptions to the rules See Rules for the organisation of Alpine FIS CIT FIS -CIT C ompetitions, Article 2.12 11 .

5.6 Number of Events The FIS CIT FIS-CIT Coupe d’Europe consist of 2 competitions, Super G or Giant Slalom and Slalom and one Combined event of the two

above mentioned disciplines events . The Combined event must be held within the same organisation/venue.

5.8 Classification The individual race results will count towards the FIS CIT FIS-CIT "Arnold Lunn World Cup". Likewise, Combined results will count towards individual results and towards the Nations Cup.

5.13 Exceptional Ru les See Rules for the organisation of Alpine FIS CIT FIS -CIT Competitions, Article 2.12 11 . 6.2 Organisation The Organisers of the Young FIS Citizen International Cup are: The FIS CIT Sub -Committee for Alpine Citizen Racers (Groupe de travail Young FIS Ci tizens). The National Ski Association of the organising country. The local organisers The National Ski Association of the organising country the local organisers.

The FIS CIT Sub -Committee for Alpine Citizen Racers appoints a country who has submitted its candidature and which fulfils the criteria for the running of the race.

6. 32 Rules The competitions will be run according to the ICR and the FIS CIT FIS- CIT Rules of Alpine FIS CIT FIS-CIT Competitions.

6. 43 Invitation Program / announcements to International ski competitions must be sent to those National Ski Associations who have citizen racers, per email, fax or by post, at least 30 days before the event in question and further to the members of the FIS CIT Sub-Committee for Alpine Citizen Racers.

6.5 Event Time Scale During the month of April (with the exception of Easter)

6.6 Number of Events The Young FIS Citizen International Cup will consist of 2 Competitions; Giant -Slalom and Slalom according to the ICR. Further, a speed race may be ru n.

6. 74 Technical Delegate (TD ) and FIS CIT FIS-CIT Coordinator (ICR Article 602 regarding TDs and FIS CIT FIS-CIT Coordinator duties).

6. 85 Quotas Two boys and two girls from each age group (year); a maximum of 16 children per country.

6. 96 Entry Fees The entry fee will be decided upon by the FIS CIT Sub-Committee for Alpine Citizen Racers and collected by the organisers.

The Telemark Committee

New Telemark race format

Starting with the 2011/12 season the Giant Slalom will be replaced with a new discipline called Telemark Parallel. The rules are being elaborated by the Telemark Rules Working Group and will be ready for the Council’s approval after the FIS Calendar Conference in Portoroz.

International Competition Rules

618 FIS Race Points FIS Race Points and Participation at FIS competitions Reference is made to the Rules for the FIS points (integral part of the ICR).

806.1.1 Sprint Slalom with four runs in principal On Sprint Slalom courses with a height difference below 60 m, a Sprint Slalom can be carried out, but the height difference may not fall below approx . 40 m and ha ve to have between 14 and 16 gates and need to have at least one vertical combination .

806.1.1.1 Sprint Slalom will be run and ranked: Course setting 1 st run 1st run in two heats (same starting order) Course setting 2 nd run 2nd run in two heats (starting order according to ICR) Total time 1st run (heat 1 + heat 2) plus total time 2nd run (heat 1 + heat 2) makes the overall time. Course setting: takes place before the first and third run The inspection of the first and third run takes place according to the program and ruling of the jury.

Start ing order: The starting order for the first and second run is based on the starting list. At the third and fourth run the starting order occurs based on Art. I CR 621.10.2. (according to the starting list from the total time of the first and second run)

Disqualification: Will be executed by the Jury after every run and has to be made known acoustically and in written form at the finish and at the start. Disqualified athletes are not allowed to participate in the following run. Ski control: The control of the skis happens before the first and third run. At the same time the skis will be marked clearly. If this rule is not be followed the athlete will be disqualified by the jury.

Ski change: It is not allowed to change the skis between the first and the second run. Neither is it allowed to oil or to wash the skis. The athletes have to go back to the start after the second run and deposit their skis at the start, until the third run starts. It is allowed to change the skis between the second and third run.

Course setting 2nd run: 2nd run in two runs (starting order based on IWO) Total time 1st run (run 1 plus run 2) plus total time 2nd run (run 1 plus run 2) add up to the overall time.

World Cup Rules

4.3 Hotel expenses Hotel expenses for full board must not exceed CHF 75 90 If the regular hotel price at the location is less than CHF 75 90 , it not permitted to exceed it.

6.1 Prize money (pt. 6) The organiser must guarantee the minimum amount of 7500.- CHF as prize money for a competition with three events. For the Combined, no prize money will be provided. Exception: Super Combined

The listed prize money are net amounts. Possible taxes have to be paid by the organi ser.

Rules for the FIS Points (new)

These Rules are an integral part of the ICR.

1.1 The Competition

1.2 Requirements Only races that meet the following requirements will be taken into consideration for FIS points: - Announcement of the competition in the FIS Calendar - Strict observance of the International Competition Rules (ICR). - The competition must be held within the period specified in art. 3.

1.3 Schedule Changes, Shifting and Cancellation Changes in schedule, i.e. shifting the race to another date, cancellation of competition, or essential changes in the race program must be communicated at once to the FIS, CH-3653 Oberhofen/Thunersee, Tel +41 (33) 244 61 05, Fax +41 (33) 244 61 71, Email: [email protected] National Ski Associations Technical Delegate (TD) assigned to the competition. Notice of the change must be provided to the FIS a minimum of 4 days before the first team captains meeting!

1.4 Downhill in two Runs Downhill races carried out in two runs must be identified as such in the FIS calendar and must be part of international FIS competitions, provided the race course has a vertical drop according to art. 706.2.2 of the ICR. In exceptional cases (weather conditions) especially if carrying out the original downhill is jeopardized, it is permitted to conduct the downhill in two runs, if the jury decides so.

A FIS – Races

1.3.1 Technical competitions In Slalom, Giant Slalom and Super G all who are not disqualified will receive FIS points.

1.3.2 Super Combined The combination consists of a run Super G and a Slalom run. Only competitors who are ranked in both races will receive FIS points. It is possible to assign the Super G an own codex. All competitors ranked in the Super G get FIS points.

B FIS - World Cup

1.3.3 World Cup - Slalom and Giant Slalom

1.3.3.1 World Cup Grasski Applies to men and women The World Cup Slalom and Giant Slalom will be held usually in two runs. The intermediate ranking list counts for the FIS points.

The best 30 men and 15 ladies from the first run are starting in the second run. All ranked participants of both runs will receive FIS World Cup points and FIS points.

1.3.3.2 Fulfillment of the Super G

1.3.3.3 FIS points All ranked competitors will receive FIS points. In addition the first 15 classified ladies and the first 30 classified men will receive World Cup points.

1.3.4 Fulfillment of the Super Combined

1.3.4.1 Super Combined The combination consists of one run Super G and one run Slalom. Only those participants who are rankend in both competitions will earn FIS points. The first 15 classified ladies and the first 30 classified men, who are ranked in SG and SL are given World Cup points. There is the possibility to give the Super G an own codex. This would provide that all competitors, who are ranked in Super G get FIS points.

1.4 Competitions for Juniors At FIS Calendar competitions for juniors (NJR or JUN) seniors are not allowed to participate. Exception: National Junior Championships.

1.4.1 Change of JUN competitions If a National Ski Association wishes to change a competition originally registered as a Junior (JUN) competition (due to lack of junior entries for example) to a FIS race and therefore enable seniors to earn FIS points, then such a change must be announced to the FIS office at least 10 days before the competition.

1.5 National Championships For each National Association’s national championships only one race per sex in each discipline is allowed for ladies and men with the relevant category adder for NC and NJC.

2. The Competitors

2.1 Registration Competitors are registered by using the FOU System on the FIS website via the Member Section, http://www.fis-ski.com/. Change the status “active” to "inactive" for all those competitors who should not be included on the FIS points list anymore. Competitors with the status "active" will be considered as registered for the coming season. All competitors who reached the 15th birthday before the end of the calendar year (Art. 607 of the ICR) will be considered. Only competitors who have signed the athletes declaration as per ICR art. 203.3 may be registered for a FIS licence. The National Ski Association is responsible that they have appropriate insurance and have signed the FIS athlete’s declaration.

Active (in the FIS points list). The status “active” remains also if athletes do not participate at a FIS event. Status changes from “active” to “inactive” can only be done between 01.06. and 31.12. Inactive (not in the FIS points list). Athletes with status “inactive” will automatically be changed to “active” by FIS as soon as they participate at a FIS event.

2.1.1 First Registration At the time of first registration of competitors for the FIS points list, FIS points as well as already notified FIS Code numbers (see Art. 2.3) must be controlled precisely. If they are wrong the points and the competitions where they were earned must be indicated.

2.1.2 Code Number Only competitors (ladies and men) with a valid FIS code are admitted to the races.

3. Evaluation Period

3.1 Northern Hemisphere The evaluation period starts 1st May and ends 15th October.

3.2 Southern Hemisphere For the Southern Hemisphere, the evaluation period starts 1st November and ends 15th April.

4. Calculation Process

4.1 Race Points The race points will be calculated according to the Grasski formula (see page 22).

4.2 FIS Points

4.2.1 The average of the best two results The average of a competitor's best two results in each discipline during the validity period will be used for the evaluation of the FIS points.

4.2.2. Only one result For a competitor who has obtained only one result in any of the alpine events (Downhill, Slalom, Giant Slalom, Super G or Super Combined), during the validity period, a 22% (*) of his result will be added to his points.

4.2.3 No result If no result is available in the calculation period, 22% will be added to the competitor’s previous points (last FIS list).

4.2.4 Anti-Doping rule violation An athlete subject to an anti-doping rule violation will have previously achieved FIS points deleted, according to article 10.1.2 FIS Anti- Doping Rules.

4.2.5 Validity period The validity period of the results is 13 months.

4.4 Calculating penalties

4.4.1 Calculation of the penalties The penalty calculation shall be based on the corresponding valid lists.

4.4.2 The best five competitors who started the race The five competitors with the best FIS points who started the race, are selected (classified, disqualified, DNF and did not start 2nd run). The competitors with status “DNS1” will not be considered. If the points are above the maximum value, the maximum value will be used.

4.4.3 The best five classified competitors The five competitors with the best FIS points who are ranked amongst the top ten of the race concerned will be selected. If points are above the maximum value or missing, the maximum value will be used for the penalty calculation.

4.4.4 Less than five Competitors: maximum value If there are less than five competitors with FIS points amongst the first ten of the result list, or there are not five competitors who started with FIS points, then those competitors without FIS points, i.e. the remaining competitors will receive the maximum value: Downhill: 310 FIS points Super G: 250 FIS points Slalom: 145 FIS points Giant Slalom: 200 FIS points Super Combined: 250 FIS points

If less than three competitors with FIS points are ranked within the five, which are taken into consideration, the competition is not considered. At least three competitors must have FIS points (irrespective of the number of points) and at least five competitors have to be classified.

4.4.5 Two or more competitors are ranked 10th In the event where two or more competitors are ranked 10th in the race, they shall all be taken into consideration for the penalty calculation, as long as they are included in the five with the best FIS points.

4.4.6 Two or more competitors have the fifth best FIS points If two or more competitors have the fifth best FIS points, which should be taken into consideration for the penalty calculation, the competitor with the higher race points will be considered for the penalty calculation (reason: better penalty).

4.4.7 Calculation The best five FIS points or the maximum value of the first ten classified competitors (= sum A), and the best five competitors who started in the FIS points ranking (= sum B) are added. Now the race points of the competitors with the best five FIS points are added (= sum C). The maximum value of the race points will be calculated if they are higher

than the maximum of the corresponding competition (DH 310, SL 145, GS 200, SG 250, SC 250). Now the sum of the race points will be subtracted from the sum of the best five FIS points of the ten classified and the best five competitors who started. The resulting figure shall then be divided by ten (sum A + sum B – sum C):10).

4.4.8 Rounding up and down the penalties The points shall be rounded down from four thousandths of a point downwards and rounded up from five thousandths of a point upward (e.g. 13.654 = 13.65 or 21.849 = 21.85).

4.4.9 Super Combined FIS points are awarded for speed events (DH or SG) in all FIS events except in World and Europa Cup were only if the competitor has completed both runs he/she achieves FIS points the FIS point penalty will be applied taking into consideration the technical data.

If the SL run takes place before the DH or SG, competitors who DNS, DNF or DSQ will start in DH or SG with this original bib after the last competitor who qualified in the SL run.

4.5 Category minimum/maximum-value The category adder and minimum/maximum values will be published on each valid FIS points list (1st page).

4.5.1 Maximum penalty: FIS World Ski Championships 0.00 points World Cup 0.00 points FIS Junior World Ski Championships 6.00 points FIS Race 3.00 points FIS Junior Race 9.00 points

5. The FIS points list

5.1 The FIS points list is only available electronically ( ftp://ftp.fisski.ch ) GSFPxxx.zip is the file and valid with the FIS points list program (the “xxx” is always the number of the list and season - for example 1st List 2008/2009=GSFP109F.zip = full list or GSFP109P = only updated information since last list).

5.2 Identification injury status protection according art. 4.6.2 (0.5%) + according inscription art. 4.6.3 (2%) * competitors who have only one result in that discipline for at least one year art. 4.2.2 > competitors who have not obtained results in that disciplines for at least one year art. 4.2.3 and 9.6

6. Printing deadlines and validity of the individual lists The printing deadlines and validity date are published on the FIS Website.

7. Registration fee

7.1 Registration The registration fee for each registered competitor is CHF 33.--. This amount will be debited from the FIS current account of the respective National Ski Association.

7.2 Registration fee per season for each competitor Entries through the FOU System: The registration fee for each competitor is CHF 33.-- during the entire season. Entries through the FIS Office: Until 30st April, registration fee of CHF 33.-- As from 1 st May, registration fee of CHF 100.--. 7.3 No refund If a competitor retires during the season or there is an incorrect registration made by the National Ski Association, no refund will be made.

7.4 FIS points lists The FIS points lists are only available electronically and can be downloaded free of charge from the ftp://ftp.fisski.ch . TIP: Install the FIS list program (Fislistsetup.exe) on your computer, also available on ftp://ftp.fisski.ch . With this program you can easily work with the FIS points.

8. Instructions for organisers and Technical Delegates

8.1 Electronic data transmission The results must be transmitted electronically and in the FIS format (E- Mail: [email protected]). The TD must supervise the correct transmission of the results and make a corresponding report and also check the results on the website are correct. Please fax or e-mail the TD reports of the races, which take place within 10 days before a deadline immediately to the FIS (reports can also be validated online). Results without TD and Timing reports will be no longer included in the FIS points list. For results which are not sent electronically in the FIS format close to the printing deadline, there can be no guarantee given that the results will be published in the following FIS list even if they are sent on time.

8.3 Signature of the Technical Delegate Official results and the penalty calculation made by computer must bear the authentic signature of the Technical Delegate and the personal TD number. 8.4 Recommendation for evaluation or non-evaluation Should there be valid reasons to exclude the competition from being evaluated for FIS points, these reasons must be indicated on the "Report of the Technical Delegate". If a race has to be cancelled after a large number of racers have finished; the Technical Delegate must submit a report with a recommendation for evaluation or non-evaluation of the race.

The Speed Skiing Committee

Speed Skiing World Championships 2011 in Verbier-Nendaz (SUI)

At its Meeting in November 2009 in Zurich, the FIS Council appointed the Swiss Ski Federation with Verbier-Nendaz as organiser of the 2011 Speed Skiing World Championships.

The Council agreed to the request from the Speed Skiing Committee to authorise Verbier-Nendaz to utilise its course to its full homologated potential, weather and safety issues permitting, as was the case in 2007 for Verbier- Nendaz and for Vars in 2009.

The Athletes Commission

- Recommendation for National Ski Associations to install Athletes Commissions at national levels

Some National Associations have athlete’s representation in their structures and the Council encourages the NSAs to install proper athletes’ commissions in order to solve problems for athletes on the national level and to have a better communication between athletes and the NSAs as well as between the national athletes’ commissions and the FIS athletes’ commission.

- Disputes between Athletes and National Ski Associations

The Council recommends that the National Ski Associations install an independent arbitration procedure at a national level to deal with disputes between athletes and their National Ski Associations.

- Athlete Committee Representation

The elected members of the Athletes Commission are welcome to attend the main discipline Committees and bring forward the position and ideas of the athletes, but without vote.

- Insurance for Severely Injured Athletes at national level

Following installation of the new insurance decided by the FIS Congress to provide coverage in case of severe injury during FIS competitions, the National Ski Associations are reminded of their obligations in accordance with the ICR to make sure all athletes have adequate accident insurance for training and national activities.

On proposal of the respective National Ski Associations the Council appointed the following persons as Committee Members for the remaining period 2010 – 2012:

• Tomas Bank as member of the Sub-Committee for Classification of Alpine Competitors for the open position

• Since Olga Krizova has been proposed by the Sub-Committee for Ladies Alpine Skiing to be its liaison member to this Sub-Committee, the Czech Ski Association requested to leave this position open.

Coordination Group for the Nordic Disciplines

The Council decided to install a coordinating group to deal with the philosophy and strategy of the three Nordic disciplines, consisting of the chairmen of the three Committees of Cross-Country Skiing, Ski Jumping and Nordic Combined, with technical aspects handled by the three Race Directors.

Committee for European Questions

Following the Council’s decision in Antalya to introduce a new FIS Committee for European Questions and subsequent proposals for candidates from the National Ski Associations, the Council decided to table the nomination of the chairman and members until spring 2011 after establishing the Committee’s terms of reference, in order that the appropriate membership of the Committee can be determined.

National Ski Associations will receive the terms of reference shortly after their review by the FIS Council at its Gathering on 1 st March 2011.

The Council decided that representation of the Organising Committees is appropriate in the Sub-Committee for the Alpine World Cup, but not in further Committees. Neverthless Gernot Mussner is appointed to the Committee for PR and Media following his recent election as President of AIJS.

Furthermore, the Council rejected the proposal of the Grass Skiing Committee to nominate Grass Skiing Experts as members of the Committee.

Honorary Members of FIS Committees

Following their retirement at the conclusion of the 2008-10 term as Committee Members, the Council elected the following honorary members of FIS Committees and thanked them for their many years of valued service for international skiing:

Al Maddox, CAN (25 years of service) - Cross-Country Committees Edwin Fritz, AUT (21 years of service) - Sub-Committee for Alpine Technical Delegates Tom Winters, USA (18 years of service) - Sub-Committee for Alpine Technical Delegates

16. Membership of FIS

The Council provisionally accepted membership applications from the British Virgin Islands and Haiti that contain the necessary documentation in accordance with the conditions laid down in the FIS Statutes, subject to the final approval of the FIS Congress in 2012.

In the case of the National Ski Association of Haiti, the Council confirmed that all rules and regulations apply to the participation of their competitor(s) in FIS competitions, and that no exceptions could be granted for qualification conditions.

17. The International Ski Congress

17.1 Minutes of the 47 th International Ski Congress 2010 in Antalya (TUR)

The draft minutes of the 47th International Ski Congress in Antalya (TUR) that took place on 4th June 2010 were distributed to the National Ski Associations, Committee Chairmen and the official certifiers Walter Trilling (FRA) and Oskar Fischer (GER) in July 2010. The certifiers have provided some minor editorial corrections. No comments or remarks have been received by the National Ski Associations.

At its Meeting in Oberhofen, the Council approved the minutes for submission to the International Ski Congress in 2012 for final approval by the Members.

17.2 The 48 th Congress 2012 in Kangwonland (KOR)

The 2012 International Ski Congress is scheduled from 27 th May to 2nd June 2012 at Highone Resort, Kangwonland (KOR).

A joint inspection by FIS and FIS Travel Service to Highone Resort, Kangwonland (KOR) took place at the end of August. The construction is progressing well with the external works scheduled to be finished in spring 2011 with the internal fixtures and fittings completed later in the year.

17.3 Applicants for the 49 th FIS Congress in 2014

The following National Ski Associations submitted their candidacies to host the 49 th International Ski Congress in 2014:

- Canada with Vancouver - Great Britain with Aviemore - India with Delhi - Morocco with Marrakesh - Slovenia with Portoroz - Spain with Barcelona - Mexico with Cancun, Riviera Maya

After evaluating each of the candidates according to the requirements for hosting a FIS Congress, the Council expressed its thanks to the National Ski Associations and candidates for the high level of interest and the quality of the submissions and thereafter elected Spain with Barcelona at the Hotel Rey Juan Carlos I as host of the International Ski Congress 2014.

18. Next Meeting with the FIS Council

The Council gathering will take place during the FIS Nordic World Ski Championships in Oslo on 1 st March 2011.

The Council Meeting in spring 2011 will be held on Monday 6th June in Ljubljana (SLO), immediately after the FIS Technical Committee Meetings that take place from 1st to 5 th June in Portoroz (SLO).
