Romanian Space activities

Romania has a long tradition in the aerospace domain: • Famous scientists:  Conrad HAAS: constructor of the multistage rockets with delta stabilisers, Sibiu - 1529,  Aurel VLAICU (first Romanian aerospace engineer),  Traian VUIA (designer and constructor of the first autonomous take-off aeroplane in 1906),  Henri COANDA (designer and constructor of the first jet aeroplane in 1910),  Hermann OBERTH (designer of space rockets and "father of space navigation"),  Elie CARAFOLI (important contributions in aerodynamics and and space sciences, president of the IAF in 1961, 1962); • Manufacturing, based on original design or under license, of more than twenty types of transport airplanes, helicopters, passenger medium couriers, and light airplanes; • Romanian contributions to more than thirty scientific and technological space missions including the mission of the first Romanian cosmonaut in 1981; • Since 1977 the Cheia Intelsat ground station with two 32 m antennas is operational; applications of remote sensing imagery and Geostationary Positioning System technology performed for the oil industry, agriculture, environment, cartography, and land use; • Large sector of commercial space applications, as space communications, applications of satellite remote sensing, geographic informational systems, positioning and navigation, global information systems.

• 1993 and 1999 – Framework Government cooperation agreements • 2001 – – candidate for the status of European Cooperating State (with Czech Republic, Hungary, Poland) • 2005 – Negotiations with ESA for the PECS agreement  Participation to some selected optional and mandatory programs  PECS Fair-return rule applies (contribution returned 1:1)  Adoption of the ESA industrial policy • 2007 – Romania signs the European Cooperating State Agreement, becoming the third European country to join this status • February 2011 – Romania accedes ESA convention • December 2011 – Romanian Parliament ratifies the treaty • 2012 – Romania full member state

The signing of the accession to the ESA Convention by Romania took place at the Romanian Ministry of Foreign Affairs in Bucharest on 20 January 2011. Jean-Jacques Dordain, ESA Director General, and Marius-Ioan Piso, President and CEO of the Romanian Space Agency, signed the accession agreement in the presence of Teodor Baconschi, Minister of Foreign Affairs, and former cosmonaut Dumitru Dorin Prunariu, Chairman of the Board of the Romanian Space Agency.

• STAR programme – National Research, Development and Innovation for Space Technology and Advanced Research • Aims at enhancing the competitiveness of the research, industrial and academic entities in Romania for participating in ESA programmes • Programme will include financing for research, infrastructure, support for ESA specific activities • Budget – equal to the Romanian ESA contribution • Budget 2012 – 32.7 Mil Lei - 7.6 mil Euros
