22 Hagen Settlement Histories: Dispersals and Consolidations Andrew Strathern and Pamela J. Stewart Introduction In 1998, we coedited the volume Kuk Heritage: Issues and debates in Papua New Guinea, which brought together the writings of archaeologists and social scientists on the Kuk site project (Strathern and Stewart 1998a). The collection included a chapter by Andrew Moutu of the Papua New Guinea National Museum discussing the archaeological heritage at Kuk (Moutu 1998), reports by Herman Mandui and Nick Araho of the Papua New Guinea National Museum on the archaeological site itself (Araho 1998; Mandui 1998), contributions from Jack Golson and Pamela Swadling (Golson and Swadling 1998) and John Muke (Muke 1998). These contributors, as well as everyone working at Kuk, understand that although archaeology can reveal the deep history of the Kuk site, more recent stories about Kuk are also significant and are an important part of the heritage of Papua New Guinea (Strathern 1972: 37). In this chapter, we present a brief history of some settlement patterns of groups in the Kuk area during the 20th century (Fig. 22.1).1 Histories of movement and warfare The long-term history of groups of people in the highlands of Papua New Guinea is a history of movements. Either in search of new areas to cultivate or as refugees from warfare, people have constantly been in quest of secure and fertile ecological niches for themselves. In Western Highlands Province, among the Hageners or Melpa speakers, we see another correlate of these patterns of movement: certain named groups became large and powerful, while others dwindled and were made peripheral. -
Papua New Guinea's Emergent Longline Fishery
Papua New Guinea's emergent longline fishery Two Hawaii-based fishing vessels are currently participating in the longline fishery in Papua New Guinea (PNG), in the south west tropical Pacific. The two vessels, which fish in the Northwestern Hawaiian Islands for lobsters are on charter in PNG between lobster fishing seasons. PNG is one of the largest Pacific nations, straddling Southeast Asia and the South Pacific, with one of the largest EEZs in the region and abundant tuna resources. Like the rest of the Pacific, PNG is keen to expand its longline fishing industry for the lucrative fresh tuna market in Japan. Fishing trials in 1994 and 1995 in Rabaul, Finchaven and the capital city, Port Moresby, demonstrated the feasibility of a domestic fishery in PNG; although the productivity of the resource was evident from the long history of fishing in PNG waters by Korean, Taiwanese and Japanese longliners. From 1994 onwards various local companies began to establish fishing operations at various ports throughout the country, but with most activity centered around Port Moresby. A longline fishery management plan was developed by the National Fisheries Authority in 1995, which included a ban on foreign longliners operating in the PNG EEZ. Licensing guidelines were also introduced which included a minimum of 51% PNG equity in joint ventures, and short-term charter of foreign vessels to PNG companies on a 1:1 basis with the number of local vessels in a company fleet. Presently there are 20 longliners operating in PNG, with the majority of vessels being based in Port Moresby. Fishing companies outside of the capital include one in Alotau and the two others in PNG=s second city Lae. -

Hope Department of Archaeology and Natural History, Australian National University, Canberra, Australia _______________________________________________________________________________________ SUMMARY Peatlands are common in montane areas above 1,000 m in New Guinea and become extensive above 3,000 m in the subalpine zone. In the montane mires, swamp forests and grass or sedge fens predominate on swampy valley bottoms. These mires may be 4–8 m in depth and up to 30,000 years in age. In Papua New Guinea (PNG) there is about 2,250 km2 of montane peatland, and Papua Province (the Indonesian western half of the island) probably contains much more. Above 3,000 m, peat soils form under blanket bog on slopes as well as on valley floors. Vegetation types include cushion bog, grass bog and sedge fen. Typical peat depths are 0.5‒1 m on slopes, but valley floors and hollows contain up to 10 m of peat. The estimated total extent of mountain peatland is 14,800 km2 with 5,965 km2 in PNG and about 8,800 km2 in Papua Province. The stratigraphy, age structure and vegetation histories of 45 peatland or organic limnic sites above 750 m have been investigated since 1965. These record major vegetation shifts at 28,000, 17,000‒14,000 and 9,000 years ago and a variable history of human disturbance from 14,000 years ago with extensive clearance by the mid- Holocene at some sites. While montane peatlands were important agricultural centres in the Holocene, the introduction of new dryland crops has resulted in the abandonment of some peatlands in the last few centuries. -

Nolte, Executive Director, Institute of Current World Affairs, 366 Madison Avenue, New York I007, New York, United States of America Dear Mr. Nolte, Goroka lies on the main Highlands Highway roughly midway between Mount Hagen and Lae. It is the end of the road for many of the hundreds of trucks that travel each week between the Highlands and the coast, for beyond Goroka the road is oftem closed because of landslips, and it is marginal whether it is cheaper to transport goods by road, or by air to and from Madang. Beyond Goroka one's chances of a backload to the coast grow dimmer as one progresses inland, for even in the Highlands, presently the area with the highest economic potential in the Territory, more goods are still transported in than are eported to other centres. As was until recently the case in Mount Hagen, and is still quite glaringly so in _anantu, Goroka is effectively cut in two by its airstrip. Aeroplanes were landing egularly in the Highlands up to 20 years before the first trucks came up the Eassam Pass in the early 950s. Throughout most of the week Goroka has a rather quiet air. Indeed, unless one is part of the various indi.enous, public service, academic, coercial or planting components of the local scene, it can be a very boring town. Coming from the coast, the Highlands Highway enters the commercial part of town, where the hotel, rotel and guesthouse, and the few main general stores are located. -
