Logemann published an article entitled ‘Nieuwe gegevens over het ontstaan van de Indonesische grondwet van 1945’ (New data on the creation of the Indonesian Constitution of 1945).1 Logemann’s analysis, presented 48 years ago, needs revisiting since it was based upon a single work compiled by Muhammad Yamin (1903-1962), Naskah persiapan Undang-undang Dasar 1945 (Documents for the preparation of the 1945 Constitution).2 Yamin’s work was purportedly an edition of the debates conducted by the Badan Penyelidik Usaha Persiapan Kemerdekaan (BPUPK, Committee to Investigate Preparations for Independence)3 between 29 May and 17 July 1945, and by the 1 Research for this article was assisted by funding from the Australian Research Council’s Dis- covery Grant Program. In Indonesia, for example, the range of activities of government functionaries, the pegawai negeri in local parlance, seems to be un- limited. There are, first of all and certainly most obvious, the large number of people occupying official positions in the various ministries located in the captital city of Djakarta, ranging in each ministry from the authoritative Secretary General to the nearly powerless floor sweepers. There are the territorial administrative authorities, all under the Minister of Interna! Affairs, from provincial Governors down to the village chiefs who are electecl by their fellow villagers but who after their election receive their official appointments from the Govern- ment through their superiors in the administrative hierarchy. These territorial administrative authorities constitute the civil service who are frequently idenitified as memibers of the government bureaucracy par excellence. There are, furthermore, as in many another country, the members of the judiciary, personnel of the medical service, diplomats and consular officials of the foreign service, taxation officials, technicians engaged in the construction and maintenance of public works, employees of state enterprises, research •scientists, and a great number of instruc- tors, ranging from teachers of Kindergarten schools to university professors at the innumerable institutions of education operated by the Government in the service of the youthful sectors of the population.

    KEBERADAAN MILITER MINAHASA DI CIMAHI PADA MASA KOLONIAL TAHUN 1896-1942 JURNAL SKRIPSI Diajukan sebagai persyaratan guna mencapai gelar Sarjana Humaniora Oleh Fernandes Trianno Momongan 15091104001 Jurusan Ilmu Sejarah UNIVERSITAS SAM RATULANGI FAKULTAS ILMU BUDAYA MANADO 2021 ABSTRAK KEBERADAAN MILITER MINAHASA DI CIMAHI PADA MASA KOLONIAL TAHUN 1896-1942 Penelitian ini berisi tentang keberadaan militer Minahasa pada masa kolonial di Cimahi, yang menjelaskan pembangunan serta perkembangan Cimahi pada masa kolonial Belanda, perjumpaan dengan bangsa Eropa yang menjadi suatu permulaan dalam perkembangan militer di Minahasa serta peranan yang ditimbulkan dari kehadiran dari militer Minahasa di wilayah Hindia Belanda termasuk yang berada di Cimahi. Dalam penelitian ini menggunakan metode penelitian sejarah dengan tahapan 1. Heuristik (pengumpulan sumber), 2. Verifikasi (kritik sumber), 3. Interpretasi, 4. Historiografi (penulisan sejarah). Hasil dalam penelitian ini menunjukkan 1) Cimahi ditetapkan sebagai salah satu garnisun dan dalam perkembangannya berbagai pembangunan militer kemudian dilakukan. 2) Terjalinnya interaksi dengan bangsa pendatang di tanah Minahasa menyebabkan terjadinya perlawanan. Perkembangan yang ditimbulkan adalah terciptanya aturan untuk menyediakan prajurit dari Minahasa untuk membantu Belanda. 3) Peranan yang ditimbulkan dari hadirnya militer Minahasa di Cimahi selain aktif dalam dunia pers, juga turut dalam berbagai ajang kemiliteran, kompetisi olahraga dan kegiatan sosial. Kata kunci: Militer, Cimahi, Minahasa, Kolonial. ABSTRACT MINAHASA MILITARY PRESENCE IN CIMAHI DURING COLONIAL PERIOD 1896-1942 This study contains about the Minahasa military presence during the colonial period in Cimahi, which explains the development of Cimahi during the Dutch colonial period, encounters with Europeans that became a beginning in military development in Minahasa and the role arising from the presence of the Minahasa military in the Dutch East Indies including those in the Cimahi.

Now, one man, Mr. Assaat (of course a Sumatran), has opened up the situation completely by leading the recent National Importers' Congress to make strong anti-Chinese resolutions. UsRally, I don't place much stock in words and resolutions. Especially in wordily resolute Indonesia. But this is a specter of a different color, and all my intui- tions tell me that the words and resolutions of Mr. Assaat and his fellow business- men will become very important during this year. Influential Indonesian leaders in government, business and party politics have been waiting for someone to formulate their attitude toward the Chinese for them. Now that it has been done, many of my friends in Surabaja are nodding their heads in agreement and saying, "Just what I think." The political party which can grab hold of this new development, nourish and lead it, could win great political profits. 'The cagey communists would be the natural ones to lead an anti-Chinese campaign, except for the fact that they obviously get a lot of money from the Chinese merchants. But then many other party leaders, businessmen, policemen and officials get their spending mouey from the same source.

D. Cornell University 2015 Grounded in multilingual governmental and private sources, this dissertation redefines twentieth- century China beyond the territorial boundary of the Chinese nation-state. Even though China and Indonesia are not neighboring countries with geographic borderlines, the existence of approximately 2.5 million ethnic Chinese in Indonesia gave rise to an invisible and porous social frontier that could be transgressed more easily and oftentimes accidentally, especially during a period when the Chinese Communist Party’s regime legitimacy was challenged by its Nationalist rival. At the level of the Chinese state’s relationship to the overseas Chinese, Chinese political elites used transnational migrant networks and the global circulation of media to rally popular support and affirm political legitimacy. At the level of the overseas Chinese’s relationship to the Chinese state, the ethnic Chinese were active participants in civic campaigns launched by the pro- Chinese Communist and pro-Chinese Nationalist factions in Indonesia. Both sides claimed that all ethnic Chinese owed their loyalty to China’s sole legitimate center—Beijing according to the Communists or Taipei according to the Nationalists. At the level of state-to-state diplomacy, this continuous politicization of the ethnic Chinese shook the foundation of the Sino-Indonesian strategic partnership.
