Minutes of the Parish Council Meeting held on Wednesday, 18th November at 7.30p.m Zoom Online Meeting.

There were also 13 domestic related crimes reported during this period.

You will notice a couple of Fraud offences on this month’s report. These are not usually counted as part of our crime statistics, but we thought it was important to bring parishioners attention to the fact that fraud, particularly telephone and online fraud, is something they need to be aware of, and to take steps to avoid falling victim of. 2580. County Councillor Report: No report

2581. District Councillors Report: A Torridge resident has been successfully prosecuted for dumping waste, the news of which will be in local papers. Small grants have been given/are available for places that have had to close again because of the lockdown. Small businesses can make a claim. Youngsters are causing trouble, as they have nothing to do. Holsworthy Leisure Centre remains closed. 1610 do not want to reopen the Holsworthy site. They have shut the pool down and the building is being subjected to vandalism. TDC are in talks with 1610 to try and get this rectified. Several meetings have been held regarding vaccination centres. The Health Service want to do the actual vaccinations, but not the organising of the scheme. There is talk of a 5-day break in restrictions over Christmas. After December 2nd Devon and Cornwall look likely to be tier 2. Westward Homes – Cllr James is asking questions about the 106. Most officers at TDC are working from home.

2582. Council Meeting Minutes: Minutes of 21st October 2020 agreed by Councillors and will be signed by the Chairman as correct. Proposed 1st Cllr James 2nd Cllr Seymour-Smith with all Cllrs in favour.

2583. Matters arising: Cllr James has a meeting with the Football Foundation, who are looking to put investment into the Torridge area.

2584. Vinnicombe Park Update No update on plans. Is there anything can be done for older children in the park? To go on next agenda.

2585. Community Shop Mr Quilter came to talk to the council about a proposed community shop for . A questionnaire was put out to residents as there had been a lot of requests for a shop. The response to the questionnaire exceeded expectations. One of the key questions asked was ‘How important is a shop to you?’. 90% of responses voted for ‘very important’. Local residents, especially in light of the current COVID situation are keen for something to be worked out. Another question put out, was asking what residents would want from a shop. Local produce was a popular response. The next step is to set up a steering group. Cllr Hillier-Cholwill has volunteered to be on the steering group, and there are several other parishioners willing to join. The group will look at what could be done, ideas and solutions on how to take the project forward. The ideal area to situate a shop is on the area outside the village hall. Would there be a problem in using the hall grounds? Would the council consider some funding towards a village shop? Once the steering group is set up costing will be looked at. Once there are further ideas from the steering group on size/type of building, and potential costs it can be raised at full council to decide on possible placement at the hall and any funding options.

2586. Grass Cutting The council agreed to put out the grass cutting to tender to be decided at the February meeting in time for spring cuts.

2588. Planning Update Planning has come in for 9 dwelling on lad adjacent to Canal Rise. Separate planning meeting to be held.

2589. Highways: Pothole in the Playing field carpark – Cllr James will drop down some scalpings. Potholes at : Bevils Hill & Furze to Dux outside the reservoir. The middle road is flooding – blocked drain.

2590. Village Hall The hall is currently closed until they are allowed to reopen. The Post Office is not allowed to open, there is a problem with the lines, but they will not meet on site to test.

2592. Chairman’s Report: There are still challenging times ahead, it is hard for everyone just to sometimes get simple tasks done with all the restrictions, things just a lot longer and people are under a lot of extra pressure. Heads down and keep going.

2594. Exchange of Information: The right of way by the cottages – the door is being kept shut. Funding from the two proposed developments Cllr James will check on status of the 106. The moped that was in the river is now parked up by the chapel. It has been advertised on Facebook Marketplace. PCSO James is aware.
