STATUTORY INSTRUMENTS 1999 No. 2472 LOCAL GOVERNMENT, ENGLAND The District of Torridge (Electoral Changes) Order 1999 Made ---- 6thSeptember 1999 Coming into force in accordance with article 1(2) Whereas the Local Government Commission for England, acting pursuant to section 15(4) of the Local Government Act 1992(a), has submitted to the Secretary of State a report dated January 1999 on its review of the district of Torridge together with its recommendations: And whereas the Secretary of State has decided to give effect to those recommendations: Now, therefore, the Secretary of State, in exercise of the powers conferred on him by sections 17(b) and 26 of the Local Government Act 1992, and of all other powers enabling him in that behalf, hereby makes the following Order: Citation, commencement and interpretation 1.—(1) This Order may be cited as the District of Torridge (Electoral Changes) Order 1999. (2) This Order shall come into force— (a) for the purpose of all proceedings preliminary or relating to any election to be held on 1st May 2003, on 10th October 2002; (b) for all other purposes, on 1st May 2003. (3) In this Order— ‘‘the district’’ means the district of Torridge; ‘‘existing’’, in relation to a ward, means the ward as it exists on the date this Order is made; and any reference to the map is a reference to the map prepared by the Department of the Environment, Transport and the Regions marked ‘‘Map of the District of Tor- ridge (Electoral Changes) Order 1999’’, and deposited in accordance with regulation 27 of the Local Government Changes for England Regulations 1994(c). -

Conclusions and recommendaons Appendix 1 Background Documents Appendix 2 Examiner’s quesons 2 Summary I have been appointed by West Devon Borough Council to carry out an independent examinaon of the Bridestowe and Sourton Neighbourhood Development Plan. The examinaon was carried out between August and October 2020 and was undertaken by considering all the documents submied to me, including the wrien representaons. I visited the Neighbourhood Development Plan area on 13 August 2020. The plan is based on extensive engagement with the local community and provides a disnct set of policies, relevant to the needs of local people. The Neighbourhood Development Plan provides for the modest housing needs idenfied in the Plymouth and South West Devon Joint Local Plan. Subject to a number of modificaons set out in this report, I conclude that the Bridestowe and Sourton Neighbourhood Development Plan meets the Basic Condions and I am pleased to recommend that it should proceed to referendum. HTM/12/8 Public Right of Way Committee 1 March 2012 Definitive Map Review 2011 - 2012 Parish of Abbots Bickington Report of the Head of Highways and Traffic Management Please note that the following recommendation is subject to consideration and determination by the Committee before taking effect. Recommendation: It is recommended that it be noted that the Definitive Map Review has been completed in the parish of Abbots Bickington and no modifications are required. 1. Summary The report examines the Definitive Map Review in the parish of Abbots Bickington in Torridge District. 2. Background The original survey, under s. 27 of the National Parks and Access to the Countryside Act 1949, revealed two footpaths in Abbots Bickington, which were recorded on the Definitive Map and Statement, Holsworthy & Broadwoodwidger Rural District with the relevant date of 1 July 1958. The review of the Definitive Map, under s. 33 of the 1949 Act, which commenced in the 1970s, but was never completed, produced no proposals for change to the map in the parish. The Limited Special Review of Roads Used as Public Paths (RUPPS), also carried out in the 1970s, did not affect this parish. 3. Review The current Review began in April 2011 with a special public meeting held in the Parish Chairman’s House. Public consultation was carried out and the review was advertised in the parish and in the North Devon Journal. A grand total of £1,900 was raised for Village Hall funds and these funds are much needed. We were so lucky with the weather which at one point threatened to break but didn’t, unlike the tug o’ war rope - so glad no one was hurt. Many people contributed to the success of the day with donations for stalls, wood for the fire, raffle prizes, the wonderful marquee, bales and trailer, live music, emergency tables, water and electricity and lots of elbow grease. Wonderful teams set everything up and took it all down again in record time. The Sporting Green was virtually clear by 6.30pm. Finally thank you all for coming along to support the event because without you, there would be no successful event. -

The next monthly meeting on 8th July at 2 pm in Sourton Hall will be a 'crochet' afternoon. Music in the Church We were treated to an enjoyable afternoon of Baroque music in Sourton church at the end of May, kindly organized by the Pratt family. Hugh meets regularly to play the ‘cello with his friends and they came to delight us with a standard of music we rarely hear. The quartet consisted of Christine Fraser on her spinet, Chris Knox and Jacquie Kenny on flutes and Hugh on the cello playing Quantz, Graun and Telemann. Tim Pratt treated us to a wonderful performance of Bach 1st Suite for solo ‘cello. He is a professional ‘cellist who performed in Symphony Orchestras in Mexico while he was living there. We are grateful to the ladies of the church who kindly provided the refreshments. It was a very happy, relaxed atmosphere as people popped in and out of the church. The sound of the music brought visitors in from the cycle track to listen and munch some cake. £92 was raised for church funds thanks mainly to the generosity of Jenny and Hugh Pratt and their friends. -

Planning Applications. Since the last report, the Parish Council have been consulted on planning applications for a steel framed building to store silage at Anzac, proposed double garage and storage facility with studio over at White Owl Cottage, erection of a conservatory at Shipshape, an extension and alteration to the roof at The Cottage, proposed conservatory extension at White Owl Cottage and proposed agricultural workers dwelling at Higher Woodford Farm. Also an application from Beechcroft Farm for agricultural determination for a building to store equipment. Fly Nuisance. Following the problems suffered in June by many residents of the Parish, both the District Council’s Environmental Protection Officers and the Environment Agency took the complaints very seriously and in co-operation with the management of the poultry farm in question, measures were taken to deal with the fly problem. -
