    Shaping our communities to 2031 Regulation 19 Publication Version February 2015 West Devon - A Leading Rural Council Foreword Welcome to ‘Our Plan’, a new strategic plan for West Devon. Whilst the Core Strategy was a plan for future growth and development to take us from 2006 to 2026, since it was written planning policy has undergone some significant changes as set out in the National Planning Policy Framework (NPPF) and we need to ensure our plans are fit for purpose and in conformity with this national policy. This new plan also has to cover a wider range of issues that go beyond traditional planning policy and it makes more sense to write a new plan rather than try and amend the existing ones. Therefore, ‘Our Plan’ will be the overarching strategic plan for the Borough of West Devon up to 2031. Developing a new plan is always challenging and it is often controversial with different sectors and individuals in our communities understandably seeing things from their own view point. However, we need to remember that we are planning for the communities of tomorrow not just for ourselves today. What we do now will have a significant impact on how people live their lives in West Devon in the future. Our biggest challenge is enabling growth and providing much needed homes and jobs whilst, at the same time, protecting the beautiful place that is West Devon - no mean feat as I’m sure you can appreciate. To do this we have gathered and considered evidence about local need and the views and comments shared by you and a wide range of partners during the process have helped us to shape a plan that we believe takes account of local needs and aspirations.

The examinaon was carried out between August and October 2020 and was undertaken by considering all the documents submied to me, including the wrien representaons. I visited the Neighbourhood Development Plan area on 13 August 2020. The plan is based on extensive engagement with the local community and provides a disnct set of policies, relevant to the needs of local people. The Neighbourhood Development Plan provides for the modest housing needs idenfied in the Plymouth and South West Devon Joint Local Plan. Subject to a number of modificaons set out in this report, I conclude that the Bridestowe and Sourton Neighbourhood Development Plan meets the Basic Condions and I am pleased to recommend that it should proceed to referendum. Devon Health and Wellbeing Board 11th April 2019 Loneliness: update report Report of the Chief Officer for Communities, Public Health, Environment and Prosperity Recommendation: The Health and Wellbeing Board should invite the Health and Wellbeing Scrutiny Committee to assess the effectiveness of the local health and care systems response to loneliness. 1. Context 1.1 The September 2018 Health and Wellbeing Board meeting featured presentations and an evidence report on the topic of loneliness, with an agreed action for a campaign around loneliness supported by the board. 1.2 This report provides a summary of the resulting ’12 days, 12 ways to combat loneliness’ campaign ran in December 2018 aimed at raising awareness and supporting community members to identify and address the signs of loneliness. This report also provides an overview of other recent work on the subject, and as requested at the September 2018 board meeting, further mapping of loneliness risk in the Devon population. 2. Summary of ’12 days, 12 ways to combat loneliness’ campaign 2.1 The campaign, designed by the Devon County Council Media and Communications team featured short films which were promoted through social media on alternate days between the 1st and 23rd of December. December was selected to raise awareness of the issue of loneliness over the festive period, reflected in the campaign title ’12 days, 12 ways to combat loneliness’. These short films were promoted via Devon County Council’s Facebook and Twitter accounts, to ensure the videos reached a wide audience. 2.2 Figure 1 provides a summary of the campaign.

A grand total of £1,900 was raised for Village Hall funds and these funds are much needed. We were so lucky with the weather which at one point threatened to break but didn’t, unlike the tug o’ war rope - so glad no one was hurt. Many people contributed to the success of the day with donations for stalls, wood for the fire, raffle prizes, the wonderful marquee, bales and trailer, live music, emergency tables, water and electricity and lots of elbow grease. Wonderful teams set everything up and took it all down again in record time. The Sporting Green was virtually clear by 6.30pm. Finally thank you all for coming along to support the event because without you, there would be no successful event.

The next monthly meeting on 8th July at 2 pm in Sourton Hall will be a 'crochet' afternoon. Music in the Church We were treated to an enjoyable afternoon of Baroque music in Sourton church at the end of May, kindly organized by the Pratt family. Hugh meets regularly to play the ‘cello with his friends and they came to delight us with a standard of music we rarely hear. The quartet consisted of Christine Fraser on her spinet, Chris Knox and Jacquie Kenny on flutes and Hugh on the cello playing Quantz, Graun and Telemann. Tim Pratt treated us to a wonderful performance of Bach 1st Suite for solo ‘cello. He is a professional ‘cellist who performed in Symphony Orchestras in Mexico while he was living there. We are grateful to the ladies of the church who kindly provided the refreshments. It was a very happy, relaxed atmosphere as people popped in and out of the church. The sound of the music brought visitors in from the cycle track to listen and munch some cake. £92 was raised for church funds thanks mainly to the generosity of Jenny and Hugh Pratt and their friends.
