Our Plan’, a New Strategic Plan for West Devon Shaping our communities to 2031 Regulation 19 Publication Version February 2015 West Devon - A Leading Rural Council Foreword Welcome to ‘Our Plan’, a new strategic plan for West Devon. Whilst the Core Strategy was a plan for future growth and development to take us from 2006 to 2026, since it was written planning policy has undergone some significant changes as set out in the National Planning Policy Framework (NPPF) and we need to ensure our plans are fit for purpose and in conformity with this national policy. This new plan also has to cover a wider range of issues that go beyond traditional planning policy and it makes more sense to write a new plan rather than try and amend the existing ones. Therefore, ‘Our Plan’ will be the overarching strategic plan for the Borough of West Devon up to 2031. Developing a new plan is always challenging and it is often controversial with different sectors and individuals in our communities understandably seeing things from their own view point. However, we need to remember that we are planning for the communities of tomorrow not just for ourselves today. What we do now will have a significant impact on how people live their lives in West Devon in the future. Our biggest challenge is enabling growth and providing much needed homes and jobs whilst, at the same time, protecting the beautiful place that is West Devon - no mean feat as I’m sure you can appreciate. To do this we have gathered and considered evidence about local need and the views and comments shared by you and a wide range of partners during the process have helped us to shape a plan that we believe takes account of local needs and aspirations. Engaging with communities, stakeholders and partners has been a major part of developing the plan and we have used a mixture of the modern such as social media, twitter, e-newsletters, and the traditional to do so. We are pleased that so many people have chosen to be involved and we hope this will continue as planning never stays still and there are always more opportunities to engage, especially if your area is considering developing a Neighbourhood Plan. We hope you will agree that this plan offers a balanced approach to growth in West Devon and planning ahead for the future of this very special place. Summary In January 2006, members received a report on the draft Devon Sites and Premises Strategy and as a result expressed concern about the shortage of premises for smaller businesses. It was resolved that a further report be submitted, which covered economic development issues relating to Market Towns, including the availability of sites for relocation of small businesses and the Market and Coastal Town initiative (MCTi). This report concentrates on work undertaken in association with the MCTi pending further analysis of specific matters relevant to business premises. 2. Background In the South West, the MCTi commenced in 2000 and was led by the Regional Development Agency, Countryside Agency and English Heritage, with support from many other bodies. The scheme received greater emphasis following the incidence of Foot and Mouth Disease and a number of towns adversely affected were included in the programme. Since October 2004, delivery of the initiative has been charged to the Market and Coastal Towns Association (MCTA). This is an independent organisation largely funded by the Regional Development Agency, English Heritage and Big Lottery Fund. The initiative is a community based regeneration programme focusing on the preparation, by local people, of a long term Community Strategic Plan covering the social, economic, environmental and cultural features of their town and its hinterland. The MCTA delivers capacity building support to communities, enabling them to prepare the plans and develop their skills and organisational capacity while sharing good practice with others.

Context 1.1 The September 2018 Health and Wellbeing Board meeting featured presentations and an evidence report on the topic of loneliness, with an agreed action for a campaign around loneliness supported by the board. 1.2 This report provides a summary of the resulting ’12 days, 12 ways to combat loneliness’ campaign ran in December 2018 aimed at raising awareness and supporting community members to identify and address the signs of loneliness. This report also provides an overview of other recent work on the subject, and as requested at the September 2018 board meeting, further mapping of loneliness risk in the Devon population. 2. Summary of ’12 days, 12 ways to combat loneliness’ campaign 2.1 The campaign, designed by the Devon County Council Media and Communications team featured short films which were promoted through social media on alternate days between the 1st and 23rd of December. December was selected to raise awareness of the issue of loneliness over the festive period, reflected in the campaign title ’12 days, 12 ways to combat loneliness’. These short films were promoted via Devon County Council’s Facebook and Twitter accounts, to ensure the videos reached a wide audience. 2.2 Figure 1 provides a summary of the campaign.

    BERE ALSTON STATION to BERE FERRERS It’s back to the Bere Peninsula again today to walk another section of the Discovery Trail, something we have been doing since these walks began many years ago. Bere Alston station where we met is just one of eight stops on the little branch line known as the Tamar Valley Line. This carries the track from the city of Plymouth to the top of Gunnislake, a popular and very scenic route through rolling green fields with cows and sheep peacefully grazing on either side of the two- carriage train, but the highlight of this 50 minute route has to be the stunning views of Calstock from the train as it crosses from Devon into Cornwall over the massive viaduct, 120 feet above the river. The entire journey takes about 50 minutes to complete but it is possible for visitors to leave at several different stops to gain access to the Discovery Trail. Shortly after leaving the station we began today’s linear walk on the Devon side of the river following the apple symbols that denote this particular trail. It is aptly named ‘The Discovery Trail’ as it travels a distance of over 30 miles through some of the most impressive scenery in the Tamar Valley; however we will be completing nowhere near that many miles in the next 2½ hours. After an uphill climb through first a wooded section and then between two fences across farmland, when we turned around we had expected to see the viaduct way down in the valley.
