European Community No. 26/1984 July 10, 1984 Contact: Ella Krucoff (202) 862-9540 THE EUROPEAN PARLIAMENT: 1984 ELECTION RESULTS :The newly elected European Parliament - the second to be chosen directly by European voters -- began its five-year term last month with an inaugural session in Strasbourg~ France. The Parliament elected Pierre Pflimlin, a French Christian Democrat, as its new president. Pflimlin, a parliamentarian since 1979, is a former Prime Minister of France and ex-mayor of Strasbourg. Be succeeds Pieter Dankert, a Dutch Socialist, who came in second in the presidential vote this time around. The new assembly quickly exercised one of its major powers -- final say over the European Community budget -- by blocking payment of a L983 budget rebate to the United Kingdom. The rebate had been approved by Community leaders as part of an overall plan to resolve the E.C.'s financial problems. The Parliament froze the rebate after the U.K. opposed a plan for covering a 1984 budget shortfall during a July Council of Ministers meeting. The issue will be discussed again in September by E.C. institutions. Garret FitzGerald, Prime Minister of Ireland, outlined for the Parliament the goals of Ireland's six-month presidency of the E.C. Council. Be urged the representatives to continue working for a more unified Europe in which "free movement of people and goods" is a reality, and he called for more "intensified common action" to fight unemployment. Be said European politicians must work to bolster the public's faith in the E.C., noting that budget problems and inter-governmental "wrangles" have overshadolted the Community's benefits. -

Western Europe Great Britain National Affairs J_ HE YEAR 1986 WAS marked by sharply contrasting trends in political and economic affairs. Notable improvement took place in labor-industrial relations, with the total of working days lost through strikes the lowest in over 20 years. By contrast, the total of 3.2 million unemployed—about 11 percent of the working population—represented only a slight decline over the previous year. Politically, Prime Minister Margaret Thatcher's Conservative government made a remarkable late-year recovery, following some early disasters. The year began with two cabinet resignations, first that of Defense Secretary Michael Heseltine, soon after that of Secretary of Trade and Industry Leon Brittan. The two ministers had clashed over conflicting plans for saving the ailing Westland helicopter company. Following this controversy, the government retreated, in the face of opposition on patriotic grounds, on plans to sell Leyland Trucks to the General Motors Corpora- tion and Leyland Cars to the Ford Motor Company. Another threat to the govern- ment was the drop in the price of North Sea oil from $20 a barrel in January to $10 in the summer, although it recovered to $15 by the end of the year. Early in the year, public-opinion polls showed the Conservatives having 33 per- cent support, compared to Labor's 38 percent, and the Social Democratic/Liberal Alliance's 28 percent. By the end of the year the respective percentages were 41, 39, and 18. Although several Tory victories in local elections in September and October appeared to signal an upward trend, the recovery was perhaps due less to the Conservative party's achievements than to opposition to the defense policies of Labor and the Social Democratic/Liberal Alliance. -

It demonstrates how the Parliament fulfilled key functions in the process of constitutionalization of the present-day European Union. These functions included defining a set of criteria for effective and democratic governance, developing legal concepts such as subsidiarity, and pressurising the Member States into accepting greater institutional deepening and more powers for the Parliament in the Single European Act and the Maastricht Treaty. Appuntamento al MAXXI domani, giovedì 25 ottobre alle ore 20:15, con ContemporaneaMente per ricordare la figura del presidente dell’Eni Enrico Mattei, nel cinquantesimo anniversario della sua morte avvenuta il 27 ottobre del 1962. A parlare della "contemporaneità" di Enrico Mattei, il regista Francersco Rosi, maestro del cinema inchiesta, attento osservatore dei fenomeni politico-sociali del paese. Rosi, che quest’anno ha ricevuto il prestigioso Leone d’oro alla carriera al Festival del cinema di Venezia, è autore del film “Il caso Mattei” recentemente restaurato dalla cineteca di Bologna. Con lui al Maxxi anche Furio Colombo, giornalista e scrittore che nel film di Rosi ha recitato il ruolo di un giovane assistente di Mattei. Entrambi, Francesco Rosi e Furio Colombo, converseranno con il giornalista Aldo Cazzullo scrittore ed editorialista del Corriere della Sera reduce dall’uscita del suo ultimo libro “L’Italia s’è ridesta. Viaggio nel Paese che resiste e rinasce”. Interverrà all’incontro anche Mario Pirani, editorialista di Repubblica e dirigente dell'Eni ai tempi di Mattei. Enrico Mattei è senza dubbio un personaggio chiave della storia italiana del dopoguerra. La sua azione per lo sviluppo e la ripresa economica del Paese ha lasciato un'eredità che è ancora oggi sotto gli occhi di tutti. Innovazione, passione per le sfide, fiducia nei giovani, integrazione, ricerca, sono solo alcune parole chiave dei valori che Mattei ci ha lasciato e nei quali si rispecchia la sua "contemporaneità".
