Introductory remarks The notion East Prussia concerns an area of the former Electoral Prussia including Ermland annexed in 1772. After World War the First, according to the peace treaty of Versailles of 28 June, 1919 the area should remain under German sovereignty. However, an attachment of its southern part should be decided by its population in a plebiscite.1 As the results of the plebiscite were unfavourable to Poland, nearly the whole territory of East Prussia belonged to the Third Reich before World War the Second. It constituted an exclave of the Third Reich, and the treaty of Versailles contained provisions dealing with the freedom of passage between the Reich and East Prussia through Polish terri tory.2 The problem of the so-called corridor of Pomerania, causing numerous conflicts, the long boundary between Poland and East Prussia, and an extreme militarization of East Prussia, constituted potentially a great danger for the security and territorial integrity of the Polish State. It should be recalled that a request to establish an extraterritorial railway and highway through Polish territory played an important role in claims of Germany before World War the Second.3 The experience of the interwar period and of the military campaign of September 1939 proved an enormous danger for Poland connected with the existence of an enemy and militarized area being in the past a cradle of the Prussian militarism in its direct neighbourhood.4 1 Cf. -

In particular, interested in transboundary water research, there are some examples: Environmental Project Water Management of Kakhovka Reservoir and Lower Dnieper River (2000-2001) and Flood Management in Ukraine and Slovakia (2000-2003), and the 16th OSCE Economic and Environmental Forum “Maritime and inland waterways” (2007). The afore-mentioned studies were mostly dedicated to the establishment of a dialog between the governments and stakeholders. So far, basically, there are no applied research in order to perform the risk assessment in particular transboundary areas. For instance, during the past decade, both the Chervonograd coal mining industrial district in the Western Bug river region (the border between Eastern Poland and Western Ukraine) and the mitigating environmental risks for water security have been paid a little attention. -

The article analyzes the negative impact of river network value of 0.34 km/km2. A promising way to improve the work of the water basin management of the Western Bug River was proposed. Stevens Zuyd University for Applied Sciences Maastricht, the Netherlands Edited by Dr. F. van den Brink Province of Limburg, the Netherlands Preface This report is written by 5 students of Maastricht Zuyd University for Applied Sciences, Faculty of International Communication, Department of European Studies, as part of the project Europe Calling ( February 2010 to June 2010), and as part of the preparation of the FLOOD-WISE project. The project group consists of 4 Dutch students: Jim Kikken, Bo Stevens, Jasmina Paulzen, Daphne François and one French exchange student, Pauline Moiret. The project has been supervised by Mr. Jean Pluis of Maastricht Zuyd University for Applied Sciences and coached by Dr. Fred van den Brink, senior policy advisor on water management of the Province of Limburg, partner/co-initiator of the FLOOD-WISE project and by Ir. Alfred Evers of the Euregio Meuse-Rhine, lead applicant/initiator of the FLOOD-WISE project. General Summary In this report the six different river basins of the FLOOD-WISE project are described: Elbe, Sava, Meuse, Western Bug, Somes and Rur. Their general characteristics, communicative aspects, legal aspects and policy aspects are elaborated on, which vary significantly for each river basin. The fact that they differ in geography brings along consequences for all aspects of the river and its catchment area. The Elbe is the largest river of the FLOOD-WISE project. The most important purpose of the river is waterway transport.
