Abstract Millions of dollars are involved in high-speed rail (HSR) infrastructure construction and maintenance. Large-scale projects like HSR require funding from a variety of avenues beyond those available through public monies. Although HSR serves the general public’s mobility needs, any funds (whether State or Federal) flowing from the public exchequer usually undergo strict review and scrutiny. Funds from public agencies are always limited, making such traditional financing mechanisms unsustainable for fulfilling HSR’s long-term operational and maintenance cost needs—on top of initial costs involved in construction. Therefore, any sustainable means of financing HSR projects would always be welcome. This research presents an alternate revenue generation mechanism that could be sustainable for financing HSR’s construction, operation, and maintenance. The methodology involves determining key HSR stations, which, after development and improvement, could significantly add value to businesses and real estate growth. Any form of real estate taxes levied on properties surrounding such stations could substantially support the HSR project’s funding needs. In this research, a bi-objective optimization problem is posed in conjunction with a Pareto-optimal front framework to identify those key stations. With 28 California HSR stations used as an example, it was observed that the four proposed HSR stations in Fullerton, Millbrae-SFO, San Francisco Transbay Terminal, and San Diego would be excellent candidates for development.     Bike carriage on long-distance trains: 7 basic services that give cyclists a smile A collection of good practice examples from across Europe Authors: Fabian Küster and Ed Lancaster 4/17/2013 Summary In April 2012, ECF published the position paper “Bike and Train: A European Odyssey”.1 In the paper we deplored the fact that the services offered by railway companies often do not meet the basic requirements of cyclists and that current EU law2 on passenger rights for railway customers does not help to advance this matter in a legally binding manner. Fortunately, some railway undertakings have taken measures in recent years to improve the services they offer to cyclists, albeit that this has often been after continuous pressure from ECF’s members. It speaks for itself that the cycling community has welcomed these steps. Other railway companies should follow suit, for 2 main reasons: Attract new customers: Cycling tourism is a booming business, with well over 2.3 billion cycle tourism trips annually in Europe3. A service package that meets the needs of cycling tourists has the potential to attract millions of additional train passengers. A key message ECF made back in 1999 still holds true: “Only bicycle transport by train offers the flexibility to choose the starting point and destination of a cycling trip freely and this is a promising market for all rail investors to invest in.”4 The financial crisis and continuous drop in car sales, along with changing mobility behaviour, in particular among young adults in urban areas, has the potential to win customers for life.

    Put the night trains back on track for climate-friendly transports A case study on the potential of the French “Intercités de nuit” by the association « Oui au train de nuit » 2017 A study by “Oui au train de nuit” 0 Version 14 Sep 2017 --- Summary --- The climate challenge of this century encourages to rethink our mobility. Planes and individual cars, very energy-consuming, are used for a great portion of very-long-distance travels (more than 750 km). In order to progress towards modal shift to more ecological modes, massive investments for rail have been made since the 2000's. They have been mostly concentrated on High-Speed-Lines (LGV, in French) projects. But in spite of these huge investments, these projects did not reduce of the emissions of aviation, which keep growing in France. What's more, it is becoming very complicated to finance the expansion of the LGV network, as the most relevant lines – between metropolises separated by 400 to 750 km – have already been built. And nowadays passengers tend to prefer cheaper tickets to faster journeys. Besides, an other rail solution for very long distances, the InterCity Night train (ICN) sees its dismantling accelerated in 2016-2017. As for the classical railway network and the daytime Intercity trains (ICJ for “InterCités de Jour”), they have suffered underinvestment during all these years. Neglected for the last decades, the ICN offer now has problems of visibility, unattractive timetables, and too frequent delays and cancellations: it seems that its use has been – willingly or not – discouraged. SNCF and the French State have kept repeating contradictory justifications around the “alleged deficit” and “empty” night trains, but they have high occupancy rates.
