Thanks to our Member's dues, a substantial contribution from our most generous member and contributions from a couple of local patriotic organizations, we will end the year financially sound and feeling confident that we will be able to make any emergency repairs and continue to make improvements to the Museum. As reported in previous Scuttlebutts, most of our major projects have been completed. Our upgraded security system with motion activated cameras inside the Museum and outside the shed John Cecil should be completed this month. The construction of a concrete structure for the mid-1600s British Admiralty Cannon should be completed early next year. I hope everyone has a Merry Christmas and a New Year that is happy, healthy and prosperous. On this Christmas day let's all say a prayer for our troops that can't be home with families and loved ones. They are doing a great job of preventing the spread of terrorism and protecting our freedoms. Please say a prayer for their safe return home. Navy John Lewis (TAO-205) Class Oiler Shipbuilding Program: Background and Issues for Congress Ronald O'Rourke Specialist in Naval Affairs August 18, 2016 Congressional Research Service 7-5700 www.crs.gov R43546 Navy John Lewis (TAO-205) Class Oiler Shipbuilding Program Summary The John Lewis (TAO-205) class oiler shipbuilding program, previously known as the TAO(X) program, is a program to build a new class of 17 fleet oilers for the Navy. The primary role of Navy fleet oilers is to transfer fuel to Navy surface ships that are operating at sea, so as to extend the operating endurance of these surface ships and their embarked aircraft. The first ship in the TAO-205 program was funded in FY2016 at a cost of $674.2 million. The Navy’s proposed FY2017 budget requests $73.1 million in advance procurement (AP) funding for the second ship, which the Navy wants to procure in FY2018. As part of its acquisition strategy for the TAO-205 program, the Navy issued a combined solicitation consisting of separate Requests for Proposals (RFPs) for the detailed design and construction of the first six ships in the TAO-205 class, and for an amphibious assault ship called LHA-8 that the Navy wants to procure in FY2017. The Navy limited bidding in this combined solicitation to two bidders— General Dynamics’ National Steel and Shipbuilding Company (GD/NASSCO) and Huntington Ingalls Industries’ Ingalls Shipbuilding (HII/Ingalls)—on the grounds that these are the only two shipbuilders that have the capability to build both TAO-205s and LHA-8. -

NATIONAL REGISTER ELIGIBILITY ASSESSMENT VESSEL: SS Ohio, ex-Seatrain Ohio Seatrain Puerto Rico, the first in a line of seven converted T2 tankers and sistership of the Ohio, underway circa late 1960s. Victory Ships and Tankers, L.A. Sawyer and W.H. Mitchell Vessel History The Seatrain Ohio was built in 1967 as a combination railway car/container‐carrying vessel for Seatrain Lines, Inc. of New York. It was constructed by recombining modified sections from three WWII T2 class tankers.1 The ship spent its active career on charter to the U.S. Military Sea Transportation Service (MSTS),2 which later became the Military Sealift Command (MSC). Engineer Graham M. Brush founded Seatrain Lines in 1928 to ferry railway cars loaded with goods between New Orleans, Louisiana and Havana, Cuba. The vessels were fitted with tracks and other special equipment so that railcars could move directly from the docks into the ships’ holds. The first vessel he adapted to carry railcars was a cargo ship. This vessel, the Seatrain New Orleans, carried loaded freight cars from New Orleans to Cuba for the first time in January of 1929. There were many advantages to this new service. Navy Force Structure and Shipbuilding Plans: Background and Issues for Congress September 16, 2021 Congressional Research Service https://crsreports.congress.gov RL32665 Navy Force Structure and Shipbuilding Plans: Background and Issues for Congress Summary The current and planned size and composition of the Navy, the annual rate of Navy ship procurement, the prospective affordability of the Navy’s shipbuilding plans, and the capacity of the U.S. shipbuilding industry to execute the Navy’s shipbuilding plans have been oversight matters for the congressional defense committees for many years. In December 2016, the Navy released a force-structure goal that calls for achieving and maintaining a fleet of 355 ships of certain types and numbers. The 355-ship goal was made U.S. policy by Section 1025 of the FY2018 National Defense Authorization Act (H.R. 2810/P.L. 115- 91 of December 12, 2017). The Navy and the Department of Defense (DOD) have been working since 2019 to develop a successor for the 355-ship force-level goal. The new goal is expected to introduce a new, more distributed fleet architecture featuring a smaller proportion of larger ships, a larger proportion of smaller ships, and a new third tier of large unmanned vehicles (UVs). On June 17, 2021, the Navy released a long-range Navy shipbuilding document that presents the Biden Administration’s emerging successor to the 355-ship force-level goal. The document calls for a Navy with a more distributed fleet architecture, including 321 to 372 manned ships and 77 to 140 large UVs. A September 2021 Congressional Budget Office (CBO) report estimates that the fleet envisioned in the document would cost an average of between $25.3 billion and $32.7 billion per year in constant FY2021 dollars to procure. -

#216 ALLAN SANFORD: USS WARD Steven Haller (SH): My name is Steven Haller, and I'm here with James P. Delgado, at the Sheraton Waikiki Hotel in Honolulu, Hawaii. It's December 5, 1991, at about 5:25 PM. And we have the pleasure to be interviewing Mr. Allan Sanford. Mr. Sanford was a Seaman First Class on the USS WARD, at the time of the Pearl Harbor attack. Mr.[Sanford], Ward's gun fired what is in essence the first shot of World War II, and so it's a great pleasure to be able to be talking with you today. We're going to be doing this tape as a part of the National Park Service and ARIZONA Memorial's oral history program. We're doing it in conjunction with KHET-TV in Honolulu. So thanks again for being with us today, Mr. Sanford. Allan Sanford: It's a pleasure to be here. SH: Good. How did you get into the Navy? AS: I joined the Naval reserve unit in St. Paul, Minnesota and with two others of my classmates in high school. And we enjoyed the meetings, and uniforms, and drills, and it was a nice social activity that was a little more mature than some of the high school activities that we had participated in. So we enjoyed the meetings of the St. Paul Naval reserve. And we called it also the Minnesota Naval Militia. However, in September 1940, the commanding officer of the unit came to the meeting and said, "Attention to orders, the Minnesota Naval Militia is hereby made part of the U.S. -

Phase I Final Rule and Technical Development Document of Uniform National Discharge Standards (UNDS) Appendix A Deck Runoff: Nature of Discharge April 1999 NATURE OF DISCHARGE REPORT Deck Runoff 1.0 INTRODUCTION The National Defense Authorization Act of 1996 amended Section 312 of the Federal Water Pollution Control Act (also known as the Clean Water Act (CWA)) to require that the Secretary of Defense and the Administrator of the Environmental Protection Agency (EPA) develop uniform national discharge standards (UNDS) for vessels of the Armed Forces for “...discharges, other than sewage, incidental to normal operation of a vessel of the Armed Forces, ...” [Section 312(n)(1)]. UNDS is being developed in three phases. The first phase (which this report supports), will determine which discharges will be required to be controlled by marine pollution control devices (MPCDs)—either equipment or management practices. The second phase will develop MPCD performance standards. The final phase will determine the design, construction, installation, and use of MPCDs. A nature of discharge (NOD) report has been prepared for each of the discharges that has been identified as a candidate for regulation under UNDS. The NOD reports were developed based on information obtained from the technical community within the Navy and other branches of the Armed Forces with vessels potentially subject to UNDS, from information available in existing technical reports and documentation, and, when required, from data obtained from discharge samples that were collected under the UNDS program. -

The Navy has twelve aircraft carriers and eight fast combat support ships (AOEs) that were built to act as carrier battle group (CVBG) station ships. The multi-product AOE serves as a "warehouse" for fuel, ammunition, spare parts, provisions, and stores to other CVBG ships, especially the carrier. Currently, an AOE deploys with about four out of every five CVBGs on peacetime forward deployments. Prior to 1996, when there were only four AOEs, only two of every five CVBGs deployed with an AOE. That frequency could resume in the latter part of this decade when AOE-1 class ships are retired at the end of their 35-year service life. The combat logistics force (CLF) that supports forward deployed combatant ships consists of CVBG station ships and shuttle ships (oilers, ammunition ships, and combat stores ships) that resupply the station ships and the combatants as well.
