great increase in foreignflag tonnage and a foreign construction program at a high production level the United States merchant marine was presented with its greatest postwar challenge The United States merchant marine continued to provide the ocean transportation services necessary for military operations in Korea mobilization and stockpiling programs at home and foreign aid programs for free nations abroad Despite this foreignflag carriers made substantial inroads into the commercial cargo movement Many United Statesflag operators began to encounter difficulty in acquiring sufficient cargoes and some privately owned ships were in idle status or laid up because of insufficient cargo offerings Merchant ships in use Utilization of Governmentowned reserve ships for emergency purposes to supplement the private merchant fleet continued to be the National Shipping Authoritys foremost responsibility Government owned ships however were used only to augment the work of the private merchant marine not to compete with it When commercial shipping requirements declined sharply and privately owned ships became available Governmentowned ships were returned to inactive status In the fiscal year a major deactivation program involving Government owned ships was successfully concluded The number of ships operated for the Government by general agents during the year declined from 183 at the start of the year to 108 by November 30 1952 and then increased to 141 by the end of the year These ships were all assigned for military use Government ships on charter continued to decrease from 91 on June 30 1952 to 49 a year later as privately owned ships became available and demand for ships declined By June 30 1953 57 ships from reserve fleets had at the request of the Department of Agriculture been put to use for grain storage In addition 68 ships making a total of 125 were designated to be used for this purpose Ships in the reserve fleets were being preserved by the most modern techniques to keep them ready to serve again on short notice Bottom preservation by the cathodic method was completely installed for the 366 ships in the James River Reserve Fleet and was well under way at the Hudson River and Wilmington fleets 278891542 Modern ships are added During the fiscal year passenger ship construction ended and deliveries commenced from United States shipyards of modern cargo ships of the Mariner type The yards continued to deliver large highspeed tankers for private United Statesfiag and foreign account By the end of the year ten of the Mariners had been completed and delivered The delivered ships were operated for the account of the United States under general agency agreement These ships were designed to serve under conditions of modern warfare with a maximum assurance of safety They incorporate the most advanced design and technological improvements and can serve as replacements as ships in the present merchant fleet become obsolete Pacific Far East Line Inc operating in the trans Pacific trade agreed to buy three of the fast Mariner ships Uncompleted ships were selected as the most economical to effect changes desired for the companys particular service The last two of three converted troopships were completed and delivered to the Military Sea Transportation Service Construction and operating aid Important items of unfinished business included determination of the contract prices under construction differential subsidy for the passenger ships S S United States S S Constitution and S S Inde pendence With respect to the United States the Attorney General was of the opinion that the contract was voidable by the Government which could recover at least 10000 of the sales price On orders of the Comptroller General subsidy payments in excess of 8000 were withheld and the United States Lines Co filed suit for recovery of that amount After further hearings the sales prices of the Independence and the Constitution were revised to figures representing a 4584 percent construction differential subsidy The Comptroller General took exception to the redetermined prices Various proposals were submitted to purchase or build ships in fulfillment of replacement obligations in operating subsidy contracts None of these was consummated because of lack of funds or contract authority or the need for further study Passage of a bill near the close of the last session of Congress liberalizing Federal insurance on private shipbuilding loans was aimed to encourage private financing Effective

    NATIONAL REGISTER ELIGIBILITY ASSESSMENT VESSEL: SS Ohio, ex-Seatrain Ohio Seatrain Puerto Rico, the first in a line of seven converted T2 tankers and sistership of the Ohio, underway circa late 1960s. Victory Ships and Tankers, L.A. Sawyer and W.H. Mitchell Vessel History The Seatrain Ohio was built in 1967 as a combination railway car/container‐carrying vessel for Seatrain Lines, Inc. of New York. It was constructed by recombining modified sections from three WWII T2 class tankers.1 The ship spent its active career on charter to the U.S. Military Sea Transportation Service (MSTS),2 which later became the Military Sealift Command (MSC). Engineer Graham M. Brush founded Seatrain Lines in 1928 to ferry railway cars loaded with goods between New Orleans, Louisiana and Havana, Cuba. The vessels were fitted with tracks and other special equipment so that railcars could move directly from the docks into the ships’ holds. The first vessel he adapted to carry railcars was a cargo ship. This vessel, the Seatrain New Orleans, carried loaded freight cars from New Orleans to Cuba for the first time in January of 1929. There were many advantages to this new service. It cut down on the amount of time 1 The T2 tanker, or T2, was an oil tanker constructed and produced in large quantities in the U.S. during World War II. The largest "navy oilers" at the time, nearly 500 of them, were built between 1940 and the end of 1945. 2 MSTS was a post-World War II combination of four predecessor government agencies that handled similar sealift functions.

Dates of Construction: Keel laying: 20 August 1942 Launching: 7 December 1942 Delivery: 21 December 1942 Designer: U.S. Maritime Commission Builder: Sun Shipbuilding and Dry Dock Company, Chester, Pennsylvania Present Owner: U.S. Maritime Administration Disposition: Scrapped in June 2006 Significance: Saugatuck is representative of the T2-SE-A1 tanker class, which became the workhorse for the U.S. Navy during World War II. There were 481 tankers constructed in this category under the U.S. Maritime Commission’s SAUGATUCK HAER No. VA-128 Page 2 Emergency Program between 1942 and 1945. These auxiliaries serviced the fleets engaged around the globe. Members of this class served in the U.S. Navy, Naval Transportation Service, and Military Sea Transportation Service—later Military Sealift Command.     National Park Service Scotts Bluff U.S. Department of the Interior Scotts Bluff National Monument Nebraska T2 Tanker “Scotts Bluff” T2 Tanker The S.S. Scotts Bluff T2-SE-A1 tanker was the 67th out of the 153 T2 tankers built at the Kaiser Com- Scotts Bluff pany’s Swan Island Shipyards in Portland, Oregon. The tanker was named after the historic Scotts Bluff National Monument, a landmark on the Oregon Trail. The Scotts Bluff was completed in June 1944 and launched on October 5,1944. At the time, the Scotts Bluff was built in a record of 39 days. T2-SE-A1 By the winter of 1940-1941, the Nazis controlled all of the coast of Europe. German aircraft and Tankers submarines seemed likely to strangle Britain by destroying its shipping. Though U.S. ships were for- bidden to enter the cambat area by the Neutrality Act of 1939, President Franklin Roosevelt wanted to aid Britain while simultaneously strengthening the defense of the Western Hemisphere. He an- nounced his intention to create an emergency shipbuilding program by building 200 standard-type cargo ships, later known as “Liberty Ships”. The T2 tanker, Scotts Bluff, was one of the 481 T2-SE-A1 tankers built at four different shipyards. The T2 tanker was an oil tanker constructed and produced in large number in the United States dur- ing World War II. These were the largest “Navy Oilers” at the time and were constructed between 1940 and 1945. During that time, the average production time from” laying of the keel” to “fitting out” was 70 days.

(Betty Kane, 'The War Bride', November 2001 )1 The liner SS Monterey arrived in San Francisco on March 5, 1946, with 562 Australian and New Zealand war brides and their 253 children on board. A journalist from The Sydney Morning Herald was there to report that 'scores' of husbands were waiting on the dock, and that 'true to the reputation they established in Australia as great flower givers, nearly all the husbands clutched huge boxes of blooms' for their brides and fiancees.2 'Once the ship was cleared by the health authorities', it was reported, 'the husbands were allowed aboard and there were scenes in the best Hollywood manner.'3 It was a 'journalists' day out', according to the newspaper, and a boatload' of press and movie photographers and special writers from all the major news services and Californian newspapers went in an army tugboat to meet the MontereyA Betty Kane, 'The War Bride', in Albany Writers' Circle No. 19. VOL. 53, NO. 1, ISSUE 219 - NEW SERIES 2020 Tambua (3,566/1938) arriving Sydney July 1963 (J.Y.Freeman) Tambua was built for the Colonial Sugar Refining Co. Ltd, Sydney, by Caledon Ship Building & Engineering Co., Dundee, in 1938, having been completed in July of that year. She was designed to carry bagged sugar in the holds and molasses in wing tanks. With a crew of 37, she traded Sydney, North Queensland ports, Fiji and New Zealand, back loading building materials, farming equipment, foodstuffs, railway tracks etc. She was renamed Maria Rosa when sold in 1968 and went to scrap under that name at Kaohsiung where she arrived 7 January 1973. PRINT POST PUBLICATION NUMBER 100003238 ISSN 0815-0052. All rights reserved. Across 25/26 January the amphibious ship HMNZS Canterbury attended the Ports of Auckland SeePort Festival 2020. Then on 28 January, in company with HMNZ Ships Wellio and Haa, the ship began a series of training and work-up exercises after the Christmas break. After three years of the design and build effort by HHI at the Ulsan shipyard, the new tanker Aotaroa began sea trials off the South Korean coast on 10 December ahead of her upcoming journey home to New Zealand. On 3 December the patrol vessel HMNZS Wellio in company with the Tuia 250 flotilla arrived in Wellington Harbour, including HMB Endeavour, Sirit of New Zeaand and a waka hourua. The national event celebrated New Zealand‟s voyaging heritage, and mark 250 years since the first onshore encounters between Māori and Captain James Cook and the crew of HMB Endeavour.

The ‘round the world’ pleasure cruise is commonly traced to American tour operator Frank Clark, who chartered the Cleveland to sail from New York in October 1909, completing the circumnavigation in just over three months.1 By the late 1920s and into the 1930s, the world cruise would become entrenched in the popular imagination, with unprecedented numbers embarking on luxury passenger ships such as the RMS Empress of Britain; cruising for leisure purposes had “come into its own as a desirable tourist experience.” 2 A brochure for the British Red Star liner Belgenland describes the journey’s allure, conjuring images of “untold delights of the seven seas and a thousand and one fascinating sights and scenes among the colorful peoples of many strange and distant lands.”3 The Pacific was the widest oceanic span of the journey, with crossings that included stopovers at ports that had long underpinned imperial trade networks.4 The establishment of Matson Lines’ famous “white ships” (the S.S. Malola was launched in 1927 and the S.S. Mariposa in 1931) linked the east and west coasts of the US (via the Panama Canal) to Hawai‘i, Samoa, Fiji, New Zealand, and Australia, reflecting mass tourist demands and substantially increasing tourist traffic through Pacific ports (the ‘white ships’ perhaps echoing Theodore Roosevelt’s Great White Fleet of battleships—also painted white—sent to circumnavigate the globe in 1907 in a show of US military prowess).5 The period between the wars was transitional, with European colonial networks still entrenched and US expansionism about to exert its greatest impact.
