Fall 2016 Lone Star Lieutenant: Gertrude Watkins and the 1919 Referendum Campaign of the Texas Equal Suffrage Association By KEVIN C. MOTL It was February 1919,and Minnie Fisher Cunninghamwas running out of time. The culminationof four years of relentless effort, cobbled together far too often with a poverty of both funds and volunteers,now loomedbut three short monthsaway, and the Presidentof the TexasEqual SuffrageAssociation (TESA) needed help. With the enthusiasticblessing of a governor recently elected thanks in no small part to Cunningham and her allies, the state legislature had in January unexpectedly set a referendum date of May 24 for the question of full enfranchisement for the women of Texas. Caught unawares, Cunningham scrambled to assemblewhat few resourcesshe could in the hope of mountingsomething resemblinga coherent campaign.On February 12, the TESA Executive Board gathered in Austin for strategic planning; there it authorizedthe creationof a Speakers' Bureau through which qualifiedadvocates would canvass the state and, hopefully,shepherd Texas voters to the polls in supportof the suffragemeasure. -

Document 1 Document Information: Memorial from the Ladies of Steubenville, Ohio, Protesting Indian Removal, February 15, 1830. National Archives Identifier: 306633 Description: By 1830, women were joining in the emerging grassroots democracy by organizing themselves, as groups of women, within communities and across regions of the country. This petition is an early example of a petition from women advocating for a political issue. In his 1829 Annual Message to Congress, President Andrew Jackson called for removing Native American tribes from the Southeastern United States, and this petition was sent to Congress just two months after his address. The women identify themselves as residents of Steubenville, Ohio. Note, from the crossed out word, that the petition was printed for the use of women living in Pennsylvania, and that it was passed to this group from Ohio. This suggests that the petition was not merely a local expression of opinion, but that it was created as part of a larger movement. The women appeal to Congress to consider Indian removal as a moral issue. Texas Legislature Weekly Report March 5, 2021 GOVERNOR: Governor Abbott Repeals Pandemic Orders – On March 2nd, Governor Greg Abbott issued an Executive Order (GA-34) lifting the mask mandate in Texas and increasing capacity of all businesses and facilities in the state to 100 percent. The governor made the announcement at Montelongo's Mexican Restaurant in Lubbock in an address to the Lubbock Chamber of Commerce. Governor Abbott said, "With the medical advancements of vaccines and antibody therapeutic drugs, Texas now has the tools to protect Texans from the virus. We must now do more to restore livelihoods and normalcy for Texans by opening Texas 100 percent. Make no mistake, COVID-19 has not disappeared, but it is clear from the recoveries, vaccinations, reduced hospitalizations, and safe practices that Texans are using that state mandates are no longer needed. Today's announcement does not abandon safe practices that Texans have mastered over the past year. Instead, it is a reminder that each person has a role to play in their own personal safety and the safety of others. With this executive order, we are ensuring that all businesses and families in Texas have the freedom to determine their own destiny." During his remarks, the governor discussed the incredible advancements that Texas has made that allow the state to open fully and lift the mask mandate - noting the rapid increase of vaccines. Nearly 5.7 million vaccine shots have been administered to Texans, and the state is now administering almost one million shots each week. By next Wednesday, about 7 million shots will have been administered in Texas and over half of seniors in Texas will have received a vaccine shot. -

Lubbock County polities have also proved to be very interesting. Ihe gabematorial, senatorial^ and congressional races in this period were studied in the light of what happened in Lubbock County in the JiOy and August Primaries.^ Campaigns over the state were not analyzed except when necessary to tie in the looal phase of the mce with the over-all cam paign. As ncmination in either of the two summer primaries ia tantamount to election in TBX&B, very little emphasis was given to the general or Novesaber elections in the guberna torial^ senatorial^ and congressional races. The presidential campaii^iis and elections in the 193^- 1956 period were also studied in view of what transpired in Lubbock County. The looal interest which those campaigns genemted was also studied. -

Not only were women instrumental in creating the city’s cultural institutions such as the Houston Symphony, Alley Theater, and Houston Public Library, but female community leaders were also responsible for social and political reforms including the integration of public facilities in Houston and the campaign for women’s suffrage. -
