EXECUTIVE SUMMARY In the past 20 years, Chile and Venezuela have followed divergent paths of democratic and economic development. When the Cold War ended, Venezuela was one of the few Latin American countries where democracy had survived the authoritarian wave of the 1960s and 1970s. Heralded in the late 1980s as the most stable democracy and one of the most developed and globalized economies in the region, Venezuela has since experienced deterioration of democratic institutions, political polarization, economic stagnation, and instability.

    DEMOCRACY AND POPULISM IN LATIN AMERICA Ignacio Walker Working Paper #347–April, 2008 Ignacio Walker has been president of CIEPLAN (Corporación de Estudios para Latinoamérica) (2006–07) and is Laporte Distinguished Fellow and a visiting senior research scholar and professor at Princeton University (2007–08). He served as minister of foreign affairs of Chile (2004–006), and a member of the Chilean Parliament (1994–2002). A lawyer and professor, he has taught at the Catholic University of Chile, University of Chile, Stanford University (Chile Program), and Princeton University and served as human rights lawyer at the Vicariate of Solidarity in Santiago (1979–1982). In 1987 he was a visiting fellow at the Kellogg Institute of International Studies at the University of Notre Dame, where he was later a member of the Institute’s Advisory Council. He has also been a member of the Advisory Council of the Program in Latin American Studies at Princeton University. He is the author and coauthor of several books, including Socialismo y Democracia: Chile y Europa en Perspectiva Comparada (Cieplan-Hachette, 1990), Familia y Divorcio: Razones de una Posición (Editorial Los Andes, 1996), and El Futuro de la Democracia Cristiana (Ediciones B/Grupo Z, 1999). Walker has published some forty papers in journals such as Foreign Affairs (Español), Comparative Politics, and Revista de Ciencia Política (Chile), among others. He holds a PhD in politics from Princeton University and a BA in social and legal studies from the University of Chile. Encuentros y desencuentros, una constante en la presidencia de Néstor Kirchner Fernado Ceci (Universidad Nacional del Centro) Este trabajo pone de relieve y presenta los aspectos positivos y negativos de la relación bilateral entre Argentina y Chile bajo la presidencia de Néstor Kirchner y de Ricardo Lagos respectivamente, evaluando la noción actual de “Sociedad Estratégica”. “Una sociedad estratégica implica llegar a un estadio superior de la relación bilateral, donde son los intereses comunes los que orientan una coordinación efectiva de políticas. Lo anterior significa la explicitación del fin de las hipótesis de conflicto –no percibirse como amenaza al otro-, la existencia de mecanismos efectivos de coordinación de política bi y multilateral (…) y el desarrollo de visiones compartidas en áreas estratégicas para ambas naciones. El concepto de “socios estratégicos” va más allá de lo militar. Significa el convertir una relación de suma-cero en una relación de suma-positiva donde ambos perciban que la coordinación y elaboración conjunta de políticas incrementa los beneficios por sobre los costos” (FLACSO:2004:2) Para ello, se intentó definir cuales de todos los puntos en común que rodearon a la relación durante estos dos años, son estrictamente coyunturales o resultaron ser producto de una reciprocidad de largo alcance y que abarcaron a diferentes gobiernos de un mismo país. His research focuses on the dynamics of political and economic democratization in Latin America. ABSTRACT This paper provides an analysis of political learning and change in the Chilean Socialist and Communist parties since the overthrow of Salvador Allende in 1973. It argues that ‘prodemocratic’ patterns of political learning identified by other researchers are not an inevitable outcome of authoritarian experiences. Instead, they are contingent upon the interaction of several organizational and strategic factors. A ‘most similar systems’ comparison suggests that the flexible organizational structure and relative autonomy of the Socialist Party facilitated ideological and strategic ‘renovation’ under authoritarian rule, whereas the organizational rigidity and dependence of the Communist Party combined with its environmental constraints to produce a process of radicalization. These divergent patterns of change caused the two parties to reverse their respective positions within the Chilean party system, with important implications for Chile’s democratic transition.
