International Civil Aviation Organization SAM/IG/20-WP/03 South American Regional Office 09/10/17 Twentieth Workshop/Meeting of the SAM Implementation Group (SAM/IG/20) - Regional Project RLA/06/901 (Lima, Peru, 16 to 20 October 2017) Agenda Item 1: Follow-up to conclusions and decisions adopted by SAM/IG meetings and updating of the SAM regional performance-based air navigation implementation plan UPDATING OF THE SAM PERFORMANCE-BASED AIR NAVIGATION IMPLEMENTATION PLAN (Presented by the Secretariat) SUMMARY The purpose of this working paper is to present the updating of the SAM performance-based air navigation implementation plan, taking into account the progress made in the implementation of services, procedures, and equipment planned for the periiod 2012-2016 in support of the growth in air traffic capacity, while maintaining high levels of safety, the fifth edition of the Global air navigation plan (GANP), the initial SAM safety plan, and other considerations. Introduction 1.1 The GREPECAS/15 meeting approved Conclusion 15/1 on the development by this Group of a regional performance-based plan in accordance wwith the Gloobal air navigation plan and the Global ATM concept of operations (third edition). This plan would include the identification of regional performance objectives and performance framework forms to be completted for all air navigation areas, such as ATM, CNS, SAR, AIM, MET and AGA/AOP, leading to the development by States of their national performance-based plans. SAM/IG/20-WP/03 -2- 1.2 The SAM Performance-based air navigation implementation plan was completed in May 2011 and approved at the Twelfth Meeting of Civil Aviation Authorities of the SAM Region (RAAC/12) (Lima, October 2011). This plan covers the flight information regions (FIRs) of the SAM Region and contemplates implementations between 2012 and 2018. 1.3 The 37th Session of the ICAO Assembly mandated the Organization with doubling efforts to meet global airspace interoperability requirements, while focusing on safety. 1.4 In order to meet interoperability requirements, the Twelfth Air Navigation Conference (AN-Conf/12) approved an Aviation system block upgrades (ASBU) framework, which was incorporated into the 4th edition of the GANP (Doc 9750). 1.5 AN-Conf/12, through Recommendation 6/1 – Regional performance framework – planning methodologies and tools urged States and PIRGs to harmonise regional and national navigation plans with the ASBU framework. 1.6 In this regard, the SAM Performance-based air navigation implementation plan was aligned with the ASBU framework in April 2013. The Thirteenth Meeting of Civil Aviation Authorities (RAAC/13) approved the changes made to the SAM Performance-based air navigation implementation plan, based on the ASBU framework (Bogota, Colombia, December 2013). 2 Discussion 2.1 During the period 2012-2016, progress was made in the implementation of the tasks contemplated in the Plan for the areas AGA/AOP, AIM, ATM, CNS, MET, SAR, Human resources and safety. 2.2 The SAM Implementation Group (SAM/IG) identified a list of air navigation implementation activities in the aforementioned areas for the period 2017-2019, which was presented at the RAAC/14 meeting. This list responds to global air navigation requirements, ICAO strategic objectives, and to the sustainable development objectives established by the United Nations for the next 15 years, beginning in 2015. 2.3 Based on the ICAO Global aviation safety plan (GASP) 2017-2019 (Doc 10004), which sets forth a strategy to support prioritisation and continuous improvement of civil aviation safety, the SAM Region developed an initial Safety plan covering the flight information regions (FIRs) of the SAM Region, that contemplates the implementation of safety management in accordance with the objectives established in the GASP for years 2022, 2025, 2028 and 2030. 2.4 In its strategic objective related to the environment, ICAO contemplates an environmentally friendly aviation in harmony with nature, safeguarding wildlife and other living species. Accordingly, the aeronautical activity must be developed in harmony with the environment to ensure the sustainability of the aviation industry. 2.5 ICAO, through letter AN 13/54-15/77 of 1 December 2015, introduced the fifth edition of the GANP, requesting comments to all its member States. The 39th Session of the ICAO Assembly endorsed the fifth edition of the GANP. 2.6 In view of the foregoing, the SAM Performance-based air navigation implementation plan was reviewed, introducing the following changes: establishment of a new period (2017-2023) for the - 3 - SAM/IG/20-WP/03 implementation of air navigation tasks, substantial modification of the chapter on safety management based on the SAM Regional safety plan, and the inclusion of a new chapter on the environment. 2.7 In order to make it easier for States to understand the performance-based air navigation planning process based on the Manual on global performance of the air navigation system (Doc 9883) and the ASBU framework as part of the Global air navigation plan (GANP), and to review the changes made to the SAM Performance-based air navigation implementation plan, a workshop was held in Lima, Peru on the implementation of the aviation system block upgrades (ASBU) and the alignment of the Regional and the National performance-based air navigation plans in the SAM Region. Appendix A to this working paper contains a summary of that event. 2.8 The amended Regional and national performance-based air navigation plans are shown in Appendix B to this working paper. It is expected that the ATM and CNS groups will review the changes made in these areas. 3 Suggested action 3.1 The Meeting is invited to: a) take note of the information presented in this paper; an b) analyse the aspects set forth in section 2 and the corresponding appendices.
