(2) In order to reduce the administrative burden on aircraft operators, Directive 2003/87/EC provides for one Member State to be responsible for each aircraft operator.     Urząd Lotnictwa Cywilnego Działalność polskich przewoźników w 2010 r. Opracowanie: Jerzy Liwiński Ośrodek Informacji Naukowej, Technicznej i Ekonomicznej W ubiegłym roku na pokładach polskich statków powietrznych przewieziono 5 mln pasażerów i 45 tys. ton ładunków. W stosunku do wyników roku poprzedniego przewozy pasażerskie zwiększyły się o 16,7%, a tonaż ładunków o 15,9%. Największy udział w rynku miały Polskie Linie Lotnicze LOT. Realizacja przewozów lotniczych jest unormowana ustawą dnia 3 lipca 2002 r. Prawo lotnicze oraz rozporządzeniami wykonawczymi Ministra Infrastruktury. Na ich wykonywanie wymagany jest Certyfikat Przewoźnika Lotniczego AOC (Air Operator Certificate), który jest wydawany w formie decyzji administracyjnej przez Prezesa Urzędu Lotnictwa Cywilnego. Certyfikat przewoźnika AOC obejmuje świadczenie regularnych lub nieregularnych przewozów lotniczych: pasażerskich, towarowych, sanitarnych i medycznych oraz prowadzenie śmigłowcowych operacji przybrzeżno-morskich. Kryteria działalności zawarte są w tzw. Specyfikacjach Operacyjnych, które informują m.in. o: dozwolonych operacjach, typach użytkowanych statków powietrznych, regionach żeglugi i różnego rodzaju zezwoleniach. Do świadczenia zarobkowych przewozów koniecznym jest także uzyskanie koncesji, która jest wydawana po analizie dokumentów prawno-finansowych. Generalnie rynek przewoźników lotniczych w Polsce jest zdominowany przez małych operatorów, dysponujących kilkoma statkami powietrznymi. Największym przewoźnikiem są Polskie Linie Lotnicze LOT posiadające 46 samolotów

The research subjects are the V4 countries (Poland, Hungary, the Czech Republic, Slovakia), where 39 air carriers operate. Safety manage- ment in today's world is already necessary, yet introducing a Safety Management System (SMS) is voluntary in many areas, including some transport modes. In air transport, it is mandatory, and the general principles and guidelines of this system are set out in the International Civil Aviation Organization (ICAO), which has issued sev- eral regulations and recommendations. The lists of ICAO standards and essential translations can be considered a minimum, which is also approached by different authorities. The article points out the primary differences in SMS in individual V4 countries and presents which country provides the strongest support in implementing this system. (2) In order to reduce the administrative burden on aircraft operators, Directive 2003/87/ EC provides for one Member State to be responsible for each aircraft operator. Article 18a(1) and (2) of Directive 2003/87/EC contains the provisions governing the assignment of each aircraft operator to its administering Member State. The list of aircraft operators and their administering Member States (hereinafter ‘the list’) should ensure that each operator knows which Member State it will be regulated by and that Member States are clear on which operators they should regulate.
