The fact that inspections on ECAC operators account for almost two thirds of the total number of inspections is a direct consequence of the fact that a vast portion of European air traffic is performed by operators from those states. Az ECAC 15 nem uniós tagállamának folyamatos részvételét, és ezáltal a program páneurópai dimenzióját a szóban forgó államok közül 14 állam és az EASA közötti munkamegállapodás aláírása biztosította. A 27 EU-tagállamot is beleértve az EK-SAFA 2004. április 30-án kihirdették a harmadik országok közösségi program összesen tehát 41 részt vevQ állammal büszkélkedhet repülQtereket használó légi jármqveinek biztonságáról szóló (lásd az A. függeléket). 2007 legvégén Albánia is aláírta a 2004/36/EK európai parlamenti és tanácsi irányelvet (az munkamegállapodást, amely 2008. január 1-jével lépett hatályba.

Due to a number of reasons, and especially because a number of aircraft operators use services of management companies, some of those operators have not been identified in the latest update of the EEA- wide list of aircraft operators adopted on 5 February 2014.
