The fact that inspections on ECAC operators account for almost two thirds of the total number of inspections is a direct consequence of the fact that a vast portion of European air traffic is performed by operators from those states. (2) In order to reduce the administrative burden on aircraft operators, Directive 2003/87/EC provides for one Member State to be responsible for each aircraft operator. Article 18a(1) and (2) of Directive 2003/87/EC contains the provisions governing the assignment of each aircraft operator to its administering Member State. The list of aircraft operators and their administering Member States (hereinafter "the list") should ensure that each operator knows which Member State it will be regulated by and that Member States are clear on which operators they should regulate.

EGT-vonatkozású szöveg (2008/C 231/01) 1. AZ EK SAFA PROGRAMJA rendeletnek megfelelQen a Bizottság nevében az EK SAFA programjának operatív irányításáért felel. 1.1. Az EK SAFA programjának kialakulása 2006-ig a SAFA program mqködéssel kapcsolatos elemeit a A SAFA programot eredetileg az Európai Polgári Repülési Központi Társult Légügyi Hatóságok (CJAA) hajtották végre. Konferencia (ECAC) kezdeményezte 1996-ban. A SAFA program 2006 végén a SAFA-val kapcsolatos koordinációs tevékenységek alapját nem egy kötelezQ erejq jogi eszköz képezte, hanem az a központi adatbázissal együtt a CJAA-tól átkerültek az EASA- ECAC-ban részt vevQ tagállamok fQigazgatóinak kötelezettség- hoz. vállalása. A „külföldi” légi jármqvekkel kapcsolatos ellenQrzések alkalmazási köre azokra a légi jármqvekre terjedt ki, amelyeket nem az ellenQrzés helye szerinti állam illetékes hatóságának felügyelete alatt használnak, illetve üzemeltetnek. Az ECAC 15 nem uniós tagállamának folyamatos részvételét, és ezáltal a program páneurópai dimenzióját a szóban forgó államok közül 14 állam és az EASA közötti munkamegállapodás aláírása biztosította. A 27 EU-tagállamot is beleértve az EK-SAFA 2004. április 30-án kihirdették a harmadik országok közösségi program összesen tehát 41 részt vevQ állammal büszkélkedhet repülQtereket használó légi jármqveinek biztonságáról szóló (lásd az A. függeléket). 2007 legvégén Albánia is aláírta a 2004/36/EK európai parlamenti és tanácsi irányelvet (az munkamegállapodást, amely 2008. január 1-jével lépett hatályba.

    Prior compliance list of aircraft operators specifying the administering Member State for each aircraft operator – June 2014 Inclusion in the prior compliance list allows aircraft operators to know which Member State will most likely be attributed to them as their administering Member State so they can get in contact with the competent authority of that Member State to discuss the requirements and the next steps. Due to a number of reasons, and especially because a number of aircraft operators use services of management companies, some of those operators have not been identified in the latest update of the EEA- wide list of aircraft operators adopted on 5 February 2014.
