They are related to our inter-university collaboration on projects supported by European funds. Its publication highlights the successful completion of our joint international project MIS-ETC Code 408 “Maximizing Comparative Advantages of Border Regions”, Romania-Bulgaria Cross Border Cooperation Program 2007-2013 – 18 months (01.01.2011-01.07.2012), lead Partner – The University of Craiova, 486000 euro. Some of its authors are members of the team for this major project. Fulfilling the plan for work on it we have set up two Centers for Cross Border Studies, in Craiova-Romania and in Veliko Turnovo-Bulgaria. They are research institutions with activity oriented to monitoring of the impact of European integration on border regions and to providing data for and recommendations to various stakeholders in the two countries` cross --border regions and in national and European institutions. We have realized a common training program on problems of regional development. The results of our collaboration are published in five textbooks, one of them with recommendations in it, and in the Proceedings of a European Conference held in Craiova in 2011. Included in this book are also contributions by representatives of other Romanian academic institutions: The University of Oradea The University of Arad, The University of Iasi, The Romanian Academy of Sciences – Iasi Branch, and The Spiru Haret University in Bucharest. They are our partners in our joint work We have signed an agreement on cooperation with The Romanian Academy of Sciences– Iasi Branch, an Erasmus agreement with The 5 University of Oradea and The Iasi University. We would like to set up a permanent Bulgarian- Romanian team to work together in the search for solutions to problems facing our two countries. Romania and Bulgaria became members of the EU in 2007, but they still do not take advantage of this membership even at a satisfactory level. We are living in two countries ranking among the least developed ones in Europe trying to find a way out of the rampant economic and social crisis by neoliberal means. How can we change this situation for the better and what could be the role of academic cooperation in such a process? These are the most important issues of our collective research. CYRIL AND ST. METHODIUS UNIVERSITY FROM VELIKO TURNOVO – PAST AND PRESENT1 Marius Hriscu Postdoctoral Fellow, Romanian Academy, Iaşi Branch Abstract. The Univerities Alexandru Ioan Cuza from Iasi and St. Cyril and St. Methodius from Veliko Turnovo are some of the most prestigious higher education institutions in Romania and Bulgaria. We intend to present the main landmarks of the past and present of these two universities. "Alexandru Ioan Cuza" celebrated this year, 152 years after its inauguration on 26 October1860. Alexandru Ioan Cuza University is the largest higher education institution in the country with ancient tradition and quality of teaching. A higher education institution ranked as in summer I made it a post-doctoral research training under the supervision of Professor Vihren Bouzov is the University St. Cyril and St. Methodius from Veliko Turnovo, Bulgaria. In size and academic prestige, it was the second university in Bulgaria. It is currently ranked first in terms of fine arts and humanities. This year, University St. Cyril and St. Methodius in Veliko Turnovo will celebrate 50 years of existence. The University of Iaşi became the first modern institution of higher education in Romania and a symbol of national identity. When there were only three faculties establishment Law, Philosophy and Theology5. These three faculties of the University of Iaşi, for example in the academic year 1863 - 1864, taught a number of personalities such as Simion Bărnuțiu, G.     On the Relationship between Andrei Oþetea and N. Iorga Contextualizing some Evocations from 1948 MARIAN-IONUÞ HARIUC N 24 January 1948, understaffed and under communist ideological pressure, the Nicolae Iorga Institute of World History in Bucharest resumed its activity Oin the wake of major changes. The new director, Andrei Oþetea, delivered a pre- sentation of the achievements of the past year (although he had been in office for only three months). The event became part of tradition, to be held on a yearly basis on St. Nicholas’ Day (6 December), reviving in fact a custom established following the assas- sination of N. Iorga in 1940. This had been impossible in 1947, given the repair work being done on the building of the institute, highly damaged by both the earthquake of 1940 and by World War II.1 But in 1948, as 24 January was the day of the union of the Romanian Principalities (1859), Oþetea, in one of the rare moments when he resorted to personal memories, argued, in his speech, largely devoted to the founder of the in- stitute, that Iorga would not have disliked this (temporary) change.2 He went on and added that Iorga had foreseen “the promise of a new force in the field of the specialty that he had raised so high and to which he had dedicated all the toil of his prolific life.”3 Our approach aims to analyze and explain Andrei Oþetea’s recollections of N. Dumneavoastră, domnule Anastasiu, aţi avut privilegiul de a-l fi cunoscut îndeaproape. Aţi fost nu numai şef de cabinet la Ministerul Afacerilor Străine, dar aţi lucrat cu Titulescu şi după ce nu a mai fost în guvern. Eraţi cel mai tânăr din echipa lui de colaboratori imediaţi. Vă rugăm să ne povestiţi, azi, în cadrul acestei emisiuni, date şi fapte din viaţa şi activitatea lui Titulescu, la începutul carierei şi la sfârşitul vieţii, adică două perioade asupra cărora lipsesc încă scrisori şi amintiri autorizate. Când Titulescu s-a înapoiat în ţară, după ce a obţinut la Paris titlul de doctor în drept, el era deja un tânăr român foarte cunoscut în lumea universitară pariziană.

The Legion of the Archangel Michael, also known as the Iron Guard, was one of the largest fascist social movements in interwar Europe. This dissertation examines how rank and file Legionaries experienced and articulated their political affiliations as members of the Legion, and more broadly as part of a global fascist network. Official repression, fascist aesthetics, and the demands of Legionary activism meant that becoming a Legionary involved far more than giving intellectual assent to a clearly articulated set of ideas.

UN EVENIMENT REMARCABIL lN VIAŢA ROMANIEI - MARELE CONGRES COMUNIST DIN MAI 1921 După o amplă şi fructuoasă pregătire, rezultat al clarificărilor de esenţă revoluţionară produse în întreaga noastră mişcare muncitorească, în rîndurile Partidului Socialist, deschiderea lucrărilor Congresului de constituire a Partidului Comunist Român a devenit fapt împlinit în dimi­ neaţa zilei de 8 mai 1921. Misiunea istorică a acestui congres era consfinţirea transformării Partidului Socialist în Partidul Comunist şi unificarea mişcării muncito­ reşti la scara României reîntregite. Partidul Comunist Român avea să fie un continuator direct, în noile condiţii, al partidului politic al clasei muncitoare făurit în 1893, avea să reprezinte o nouă fază a existenţei sale. „Partidul comunist, continuatorul direct al mişcării revoluţionare, socialiste, al partidului clasei muncitoare făurit in 1893 - sublinia tovarăşul Nicolae CeaUJŞescu - a dus mai departe şi a ridicat pe un plan superior, în noile condiţii ale dezvoltării României, lupta de eliberare socială şi naţională"'· Ordinea de zi a Congresului fusese făcută cunoscută încă la 5 martie 1921 în coloanele ziarului „Socialismul" şi cuprindea următoarele pro­ bleme: Raportul de activitate al Comitetului Executiv al Partidului So­ cialist; Raportul asupra afilierii la Internaţionala a III-a Comunistă şi asupra programului partidului; Dezbaterea proiectului de statut şi a programului agrar; Raportul dele,gaţiei Partidului Socialist care fusese în Rusia Sovietică; Dezbaterea unor rapoarte speciale în problemele presei şi propagandei, în chestiunea naţionalităţilor, mişcarea de tineret, mişcarea feminină etc. Multe dintre documente fuseseră deja pUiblicate în presa partidului astfel că delegaţii la congres aduceau pe lingă punctul lor de vedere şi pe cel al secţiunifor în numele şi din însărcinarea cărora participau la congres.
