Melindwr Council

Minutes of the Council meeting held on Thursday 20 th February 2014, in Penllwyn Hall, Capel Bangor at 7.30p.m.

Present: Councillors Richard Edwards (Chairman), Bethan Bebb, Aled Lewis, Dafydd Fryer, Jean Watson, Llinos Jones,Gareth Daniel, Andrea Jones, and the clerk.

Apologies: The Councillor Alistair Dryburgh and Rhodri Davies().

The Chairman welcomed everyone to the meeting.

The councillors decided that they wanted the minutes a week before the council meeting.

Minutes: The minutes of January 2014 was presented and accepted.

MINUTES ARRISING:

Bus Shelter at Exchange: The clerk reported that an representative from Go Shelters can come next week to the give us an estimate for a bus shelter. The Councillors Aled Lewis and Richard Edwards agreed to meet Go Shelters on Thursday 27th February 2014 at 11.00 o'clock. Beavers: The Councillor Gareth Daniel reported that a petition has been presented to the Councillor Rhodri Davies. Councillor's Dinner: The clerk reported that the councillor's dinner will be re-organised for April/May 2014 by Pontarfynach Community Council. Noticeboards: The clerk reported that Owen Hopkins, Pengwernydd has been in contact to say that the noticeboards are ready. The councillors decided to place the noticeboards in the following places: outside Penllwyn Hall, by the bus shelter on Penllwyn estate, by the bus shelter opposite the garage, Cwm Rheidol, and by the telephone kiosk in Pantycrug. The Councillor Gareth Daniel agreed to be available if we need to have someone to meet with Owen Hopkins. Dyffryn Chapel, Goginan: The Councillor Bethan Bebb reported on behalf of county councillor that the building regulation officer from the council is coming next week to see the Dyffryn Chapel at Goginan. Y Tincer: The clerk reported that she has received an apology from Ceris Gruffudd about not including our reports in the paper recently. Application for a weight restriction on C1082 road -Gwarallt hill: The clerk reported that a response has been from Ceredigion County Council. The Ceredigion County Council mentioned that we will need to have traffic order for an application for a weight restriction and public consultation which could cost between £3,000 and £5,000.

PLANNING MATTERS 1) The clerk presented that the following planning application has been passed by Ceredigion County Council:  A130831 – Variation of condition 2,2a, 2B of (Planning Permission A110663) amended plans at land to the west of Hafod Wen, Pantycrug, Capel Seion. 2)The clerk presented the following planning application to the attention of the council:  A140024 Variation of condition 2 of planning permission A130215 (amended plan to raise height of building) at Abercwmdolau, Capel Bangor, . The councillors decided to support the above planning application. 3) The clerk reported that C1130 road at Dollwen, Goginan will be closed on 11th March 2014 for work to completed on overhead cables. 4) The clerk reported that C1130 road at Bryn Melindwr, Goginan will be closed on 10th March 2014 for work to completed on overhead cables.

FINANCIAL MATTERS 1) The clerk reported that there is £4,714.28 in the bank account on the 13th February 2014. 2) It was authorised to pay £133.00 to One Voice for 2014/2015 membership.

CORRESPONDENCE The following was received and presented to the attention of the members: 1) Letter offering free trees from Ceredigion County Council. 2) Cambrian Mountains Showcase Event on Wednesday 26th February 2014 at Talbot Hotel, . 3) Consultative meeting 2014- Thursday 3rd April 2014 at 7.00pm Room 1, Canolfan Rheidol, Ceredigion County Council. 4) Ceredigion for All: Our Livelihoods, Our Economic Regeneration Strategy – Ceredigion County Council. 5) The Voice Issue 24 Winter 2013 – One Voice Wales. 6) Reminder from Ceredigion County Council – Welsh government Initative Town and Community Council Websites. 7) Community council website grants – Technoleg Taliesin Cyf. The councillors decided for the clerk to make further enquiries about creating a website for the council with Technoleg Taliesin Cyf.

OTHER MATTERS The following were presented which need to be addressed to the relevant bodies: Potholes in the road from Aberffrwd bridge to Pisgah. Trees fall on the footpath from Troedrhiwsebon to Tynfron. Potholes in the road on Cyncoed road to Goginan. Fly tipping on land owners fields near Rheidol bridge. Potholes in the road on the A44 from Post office in Capel Bangor. Need to reinstall the maximum weight limit sign by Tanffordd. Caravan at Nant yr Arian car park. Need to unblock the drain near Penllwyn bus stop in Capel Bangor.
