I am sincerely grateful to the efforts of everyone who has helped contribute to the making of this Plan which is so important for the future of Powys. Importantly, the Plan sets out a clear and strong strategy for meeting the future needs of the county’s communities over the next decade. By focussing development on our market towns and largest villages, it provides the direction and certainty to support investment and enable economic opportunities to be seized, to grow and support viable service centres and for housing development to accommodate our growing and changing household needs. At the same time the Plan provides the protection for our outstanding and important natural, built and cultural environments that make Powys such an attractive and special place in which to live, work, visit and enjoy. Melindwr Community Council Minutes of the Council meeting held on Thursday 20 th February 2014, in Penllwyn Hall, Capel Bangor at 7.30p.m. Present: Councillors Richard Edwards (Chairman), Bethan Bebb, Aled Lewis, Dafydd Fryer, Jean Watson, Llinos Jones,Gareth Daniel, Andrea Jones, and the clerk. Apologies: The Councillor Alistair Dryburgh and Rhodri Davies(Ceredigion). The Chairman welcomed everyone to the meeting. The councillors decided that they wanted the minutes a week before the council meeting. Minutes: The minutes of January 2014 was presented and accepted. MINUTES ARRISING: Bus Shelter at Exchange: The clerk reported that an representative from Go Shelters can come next week to the give us an estimate for a bus shelter. The Councillors Aled Lewis and Richard Edwards agreed to meet Go Shelters on Thursday 27th February 2014 at 11.00 o'clock. Beavers: The Councillor Gareth Daniel reported that a petition has been presented to the Councillor Rhodri Davies. Councillor's Dinner: The clerk reported that the councillor's dinner will be re-organised for April/May 2014 by Pontarfynach Community Council. Noticeboards: The clerk reported that Owen Hopkins, Pengwernydd has been in contact to say that the noticeboards are ready. The councillors decided to place the noticeboards in the following places: outside Penllwyn Hall, by the bus shelter on Penllwyn estate, Goginan by the bus shelter opposite the garage, Cwm Rheidol, and by the telephone kiosk in Pantycrug. The Councillor Gareth Daniel agreed to be available if we need to have someone to meet with Owen Hopkins. Dyffryn Chapel, Goginan: The Councillor Bethan Bebb reported on behalf of county councillor that the building regulation officer from the council is coming next week to see the Dyffryn Chapel at Goginan. -

FINAL PROPOSALS Community No. R01 - ABBEY CWMHIR Community No. R11 - LLANBADARN FYNYDD Community No. R12 - LLANBISTER Introduction 1. The present communities of Abbey Cwmhir, Llanbadarn Fynydd and Llanbister comprise large, rural communities in northern Radnorshire. A considerable proportion of their terrain comprises the high moorland of mid-Wales where it rises to the high points at Gors Lydan, Ddyle, Cwmcynydd, Camlo and Beddygre, and where it is intersected by the valleys of the river Ithon and its tributaries the Clywedog and Camddwr. Settlement and communication follow these valleys, and habitation is concentrated at the small villages of Llanbister and Llanbadarn Fynydd along the A483 and at the small village of Abbey Cwmhir and the rural settlements of Bwlchysarnau and Llaithddu along the unclassified county roads that link Pant-y- dwr with the A483 and Fron. The Heart of Wales railway line cuts across this area at the rural settlement of Llanbister Road and near to the area’s other rural settlements: Cwm y Geist and Gravel. 2. Abbey Cwmhir has a population of 246, an electorate of 201 (2005) and a council of 7 members. The precept required for 2005 is £1,240.36, representing a Council Tax Band D equivalent of £11. 3. Llanbadarn Fynydd has a population of 323, an electorate of 235 (2005) and a council of 7 members. The precept required for 2005 is £620.85, representing a Council Tax Band D equivalent of £5. 4. Llanbister has a population of 414, an electorate of 332 (2005) and a council of 7 members. The precept required for 2005 is £950, representing a Council Tax Band D equivalent of £5.53. -

NOTICE OF ELECTION POWYS COUNTY COUNCIL - ELECTION OF COMMUNITY COUNCILLORS An election is to be held of Community Councillors for the whole of the County of Powys. Nomination papers must be delivered to the Returning Officer, County Hall, Llandrindod Wells, LD1 5LG on any week day after the date of this notice, but not later than 4.00pm, 4 APRIL 2017. Forms of nomination may be obtained at the address given below from the undersigned, who will, at the request of any elector for the said Electoral Division, prepare a nomination paper for signature. If the election is contested, the poll will take place on THURSDAY, 4 MAY 2017.
