Melindwr Community Council Minutes of the Council meeting held on Thursday 20 th November 2014, in Penllwyn Hall, Capel Bangor at 7.30p.m. Present: Councillors Richard Edwards(Chairman), Jean Watson (vice -chair),Gareth Daniel, Bethan Bebb, Dafydd Fryer, Andrea Jones, Rhodri Davies (Ceredigion) and the clerk. Apologies: The Councillor Aled Lewis and Llinos Jones. The Chairman welcomed everyone to the meeting. Minutes: The minutes of October 2014 was presented and accepted. MINUTES ARISING: Notice boards: The chairman reported that Councillor Aled Lewis had put the soft wood on the noticeboards. The chairman reported that the Goginan noticeboard still has not been put back, the councillors agreed to pay for new poles. The councillor Richard Edwards that the council paid £66.00 to Travis Perkins. Website: The clerk reported that she will email the website address. Vacant Seat: The clerk reported that she is awaiting posters from Ceredigion County Council to advertise the vacant seat on the council. The councillors decided to advertise the vacant seat in the local papers “ Y Tincer” and “Y Ddolen” and on the website. Also, we will note that we hold the meetings bilingual. Need to cut trees in Capel Bangor: The clerk reported that the trees still have not been cut at Llwynteg, Old Post Office, Isfryn and Penllwyn Chapel Bangor. Water collating near Dolfawr fields, Cwm Rheidol: The clerk reported that the work has not been completed on the water collecting near Dolfawr fields, Cwm Rheidol. Water collecting from Llwyniorwerth to Penllwyn estate: The clerk reported that the work has not been completed. The councillor Rhodri Davies reported that the work will be completed soon. Potholes in the road at Dollwen, Goginan: The councillor Dafydd Fryer that the potholes are getting worse. BT pole at Penllwyn estate: The chairman reported that BT pole is still at the estate. Does BT need planning permission to place a BT pole somewhere. Green box placed near the new bridge at Goginan to monitor the river: The councillors decided to sent a letter to Natural Resources Wales to ask if we were supposed to be notified before placing the green box in Goginan. Responses from Ceredigion County Council: The clerk reported that she is having little response from Ceredigion County Council. The councillors decided for the clerk to monitor the situation before we send a letter of a complaint to Ceredigion County Council. Also, it was decided to put read and receipts on emails to Ceredigion County Council and to ask them to response a week before our meeting. PLANNING MATTERS 1) The clerk presented that a planning application has been passed with Ceredigion County Council: A140746 Relocation of road access for Rhoseithin, Pant-y-Crug, Capel Seion, Aberystwyth. FINANCIAL MATTERS 1) It was reported that £3,413.96 in the bank account on the 13th November 2014. 2) It was authorised to pay £407.66 clerk's wage for September to December 2014. 3) It was authorised to pay £26.66 for phone and office rent of £80.00 to the clerk for September to December 2014. CORRESPONDENCE The following was received and presented to the attention of the members: 1) Clerks & Councils Direct November 2014 issue 86. 2) Crime and Disorder Strategic Assessment 2015 – Ceredigion County Council. 3) Approved list for the provision of supplementary snow clearing services and other emergency related services 2014-2015 – Ceredigion County Council. 4) Consultation – Dog Control Orders – Ceredigion County Council. It was decided to responsed by asking for the county council to provide bins. 5) A44 Route Safety Study – Welsh Government. A full report will be published in January 2015. OTHER MATTERS The following were presented which need to be addressed to the relevant bodies: Ceredigion County Council is asking for funding from Welsh Government for footpath from Blaengeuffordd to Capel Bangor. Goginan Christmas Fair. Letter to Edwina Hart AM, where are the improvements and the need for flashing lights through the communities of Melindwr. Electricity pole in Pantycrug near the new house has been moved. Six mile stone has fallen following the accident with B& M lorry. 2 caravans on the old quarry site at Troedrhiwcastell. New bolts on the crash barrier in Goginan. The meeting ended at 8.30p.m..
