Agenda Action Point 1 Updates: Shared Cluster Action plan of 2019 Cluster to approach all Lawa Intension Survey: On 16 and 17 January, an inter-agency team consisting of KMSS, KBC, partners to update the UNOCHA, and UNHCR facilitated by the (DDM) conducted a household-level intention survey to contact list per agency understand the intentions and needs of the 49 IDP HHs who reportedly planned to move to a settlement site in Lawa village, township. Jawmasat: IDPs from Jawmasat Church area moved to new location on 19 January 2019. High School children are facing difficulty receiving education. DSW visited to camp (Old area) on December 2018 and informed to be prepared to return back and they will support one month of food. DSW asked for the HH list who wants to return but none of the IDPs have provided it. Bathing Space Issue to be raised with and toilet are not enough. Main Challenge is Firewood for all HHs and electricity currently in 3 partners to support with barracks.

Yoe Kyi Monastery: Shalom in process to construct shelters and wash facilities through MHF at the local integration site in Area. Local GAD have supported for road construction. Some IDPs Recommended for wash already moved to the site with makeshift shelters. and shelter joint monitoring

In Trinity, Jawmasat and Palana Camps, the drainage are open, have risk for children, pregnant women and elderly people Issue to be raised with

2 Agency Updates:

WFP; Regarding the return package, WFP has been providing 3 month return package to resettlement/ 3 months food package: relocation/ returnees. When Deputy Country Direct visited Kachin in January 2019, Humanitarian agencies issue raised to WFP to take shared that 3 months return package is not enough if there is no livelihood activity. WFP will review it in it further to the Food Country Office level and FO will share update information once final confirmation come up. security Cluster.

WFP explained detail practice of beneficiary updating for monthly distribution.

According to the findings, there are 3 groups of IDP, 1) IDP in the camp, 2) some IDP households returned to their VoO without any inform to CMC and 3) Based on 1 HH: some family members returned to VoO but some family members still in the camp.

WFP has some challenges to response return package to (group 2) some IDP households without inform to CMC and CMC didn’t know their status. ICRC to share the Winter NFI distribution list. Shalom: Qtr 3 Muyin will be moved to near Maina KBC area. HH population is not consistent as needs may increase. Difin will provide 20 new units and Shalom will provide 35 new units. For Yoe Gyi Monastry electricity and fencing needed. Renovation/Repair and New Construction as regular activity. Metta to share the Cordaid: New Shelter Construction Plan Palana RC 12, Maina RC 14, RC 22 , AD 2000- 20 unit, Pa distribution list through Kha tawng 150. cluster reporting tool. Tanai AG to be included as camp ICRC: ICRC distributed winter clothes to 2046 HH in Myitkyina, Waing Maw, and Sumpra Bum. Metta: Pan Khar Kone : 5 units start in February. Study Hall for Tanai KBC and Tanai COC were completed and furniture to be added soon. Trinity: Metta provided school building and two barrack for teacher: already completed. Students from KG to Grade 4 will attend but furniture to be added. 12 (6 unit 2 barracks) unit of New Shelter in Lawa RC completed. NFIs and fire wood distributed to camp from Myitkyina, Waingmaw, , , Lawa. Karmine and Naung Line. There is only one hall available in Maina RC which is often used for prayer service. Need one communal hall for Maina RC. Metta suggested to reconsider humanitarian assistance for Tanai AG. Also suggested to identify type of setting for Tanai AG. Requested for Coordination between CCCM and Food security cluster for the returnees cases for joint assistance.

KMSS- MKN : Shelter constructions are started which funded by 1st and 2nd MHF and total number of units Information to be shared is 100. For 2019, 50 units in LaWa, 6 units in Shar Du Sut KBC, 25 units in Tanai RC and 25 units in Lawng through cluster reporting Hkang. 17HHs moving to Nang Sa Yang including one Monk and one Pastor. DDM provided rice, oil, beam report. and some cash to repair damaged house such as 100,000MMK for 100%damaged, 50,000MMK for 50%damaged.

KBC : Shelter construction has started funded by 1st MHF allocation. There is no Shelter implementation in 2nd MHF. 2019 shelter plan with UNHCR is total 75 new Shelter. Most Shelter renovation and repair will be implemented in NGCA. There is a huge Shelter gaps in Sumbrabum particularly need to replace roofing and flooring. Tanai KBC also has Shelter gaps. Kyun Pin Thar Baptist Church and Le Kone Bethlehem Church will be merged into one camp at new site and name of camp is Bethlehem and will fill 50units of shelter gaps Information to be shared in 2019. Fencing is needed for Lawng Hkang Shait Yang Camp compound. Some IDP from Jawmasat need through cluster reporting kitchen set and KBC will share the HHs list soon. Planned kitchen set and tarpaulin for 250HHs in Kachin report. and NSS. Study hall, fence, clinic and Tuk Tuk.

HI : HI has some fund for training only. In 2019, Some training will take place under DIU.

OCHA : SRSG visit coming next week and will visit some camps in Myitkyina and Waingmaw. Intension Survey report from Lawa RC will be shared during GCM meeting.

UNHCR : Program units shared availabilities of 5,000 CGI sheets and budget for shelter to be implemented through project partners in Kachin and NSS.
