    © Lonely Planet Publications 276 Around Mandalay What puts Mandalay on most travellers’ maps looms outside its doors – former capitals with battered stupas and palace walls lost in palm-rimmed rice fields where locals scoot by in slow-moving horse carts. Most of it is easy day-trip potential. In Amarapura, for-hire rowboats drift by a three-quarter-mile teak-pole bridge used by hundreds of monks and fishers carrying their day’s catch home. At the canal-made island capital of Inwa (Ava), a flatbed ferry then a horse cart leads visitors to a handful of ancient sites surrounded by village life. In Mingun – a boat ride up the Ayeyarwady (Irrawaddy) from Mandalay – steps lead up a battered stupa more massive than any other…and yet only a AROUND MANDALAY third finished. At one of Myanmar’s most religious destinations, Sagaing’s temple-studded hills offer room to explore, space to meditate and views of the Ayeyarwady. Further out of town, northwest of Mandalay in Sagaing District, are a couple of towns – real ones, the kind where wide-eyed locals sometimes slip into approving laughter at your mere presence – that require overnight stays. Four hours west of Mandalay, Monywa is near a carnivalesque pagoda and hundreds of cave temples carved from a buddha-shaped moun- tain; further east, Shwebo is further off the travelways, a stupa-filled town where Myanmar’s last dynasty kicked off; nearby is Kyaukmyaung, a riverside town devoted to pottery, where you can snoop about pottery factories.     MYANMAR POLICY BRIEFING | 22 | November 2019 Selling the Silk Road Spirit: China’s Belt and Road Initiative in Myanmar Key points • Rather than a ‘grand strategy’ the BRI is a broad and loosely governed framework of activities seeking to address a crisis in Chinese capitalism. Almost any activity, implemented by any actor in any place can be included under the BRI framework and branded as a ‘BRI project’. This allows Chinese state-owned enterprises (SOEs) and provincial governments to promote their own projects in pursuit of profit and economic growth. Where necessary, the central Chinese government plays a strong politically support- ive role. It also maintains a semblance of control and leadership over the initiative as a whole. But with such a broad framework, and a multitude of actors involved, the Chinese government has struggled to effectively govern BRI activities. • The BRI is the latest initiative in three decades of efforts to promote Chinese trade and investment in Myanmar. Following the suspension of the Myitsone hydropower dam project and Myanmar’s political and economic transition to a new system of quasi-civilian government in the early 2010s, Chinese companies faced greater competition in bidding for projects and the Chinese Government became frustrated. The rift between the Myanmar government and the international community following the Rohingya crisis in Rakhine State provided the Chinese government with an opportunity to rebuild closer ties with their counterparts in Myanmar. The China-Myanmar Economic Corridor (CMEC) was launched as the primary mechanism for BRI activities in Myanmar, as part of the Chinese government’s economic approach to addressing the conflicts in Myanmar.

    First Standard Allocation (2021) Strategy Paper DEADLINE: Tuesday, 1 June 2021 (09:00am Yangon time) Allocation Summary This document lays the strategy to allocating funds from the Myanmar Humanitarian Fund (MHF) First Standard Allocation in response to the protracted humanitarian crises in Myanmar, in line with the Humanitarian Response Plan (HRP) 2021. The allocation will address the underfunded situation of humanitarian requirements. By 20 April 2021, only 12.5 per cent of the HRP 2021 requirements had been met1. Looking at the most underfunded sectors as per HRP requirements, Education in emergencies (EiE) has not been funded yet, followed by water, sanitation and hygiene (WASH) with 1.3 per cent of requirements met; and shelter, non-food items and camp coordination and camp management (Shelter/NFI/CCCM) with 1.7 per cent reached. This standard allocation will make US$10 million available to support coordinated humanitarian assistance and protection, covering displaced people and other vulnerable crisis-affected people in Chin, Rakhine, Kachin and Shan states and the south-eastern part of Myanmar.2 COVID-19 related actions will be mainstreamed throughout the response to the humanitarian needs. In areas identified by the HRP, additional emergency response for people with humanitarian needs as a consequence of the new context since 1 February 2021 will be considered, as per needs assessment and analysis provided during the prioritization process. Additional emergency response beyond the areas indicated in the HRP 2021, particularly urban and peri-urban areas, as a consequence of the developments since 1 February 2021, will not be included under this allocation.
