    Date: 30.4.2018 Urgent call for safe passage of ethnic villagers trapped by Myanmar Tatmadaw offensives throughout Kachin State and for provision of humanitarian aid From April 11 to 28, 2018, due to fierce offensives by the Myanmar Tatmadaw, people from Tanai township, Awng Lawt village, Kamaing township, Man Wai/Loi Nawng Khu village, Namti township, Kasung village, Inn Jang Yang township, Chipwi township and Zan Naung Yang villages have fled for their lives to the jungle and remain trapped amid the fighting until today. The people who are trapped include pregnant women, breastfeeding mothers, sick people, old people, children under five, newborn babies, paralyzed and disabled people, mothers who have just given birth, and injured people. They are suffering from shortages of food and water, and, unable to access safe refuge, with ongoing heavy fighting, their numbers are increasing day by day. We are therefore gravely concerned for their safety and welfare. By remaining silent about the suffering inflicted on these innocent villagers by the Tatmadaw’s offensives, the government is promoting Burmese Buddhist chauvinism, which does not respect or recognize other ethnic groups or religions. The Tatmadaw’s fierce offensives are aimed at seizing by military force the lands and natural resources of the indigenous ethnic peoples and carrying out ethnic cleansing. In order to solve these urgent problems, the People’s Action Committee for Humanitarian Aid makes the following demands: 1. The villagers trapped amid the conflict must be allowed safe passage to places of refuge and must be provided with timely humanitarian aid as soon as possible.

    Myanmar Information Management Unit Overview of Kachin State for the May 2021 3W July 2021 The MIMU 3W gathers inputs from participating humanitarian and development agencies on Who is doing What, Where, across Myanmar. It is normally conducted every 6 months and provides information on agencies’ activities at various levels (village/village tract/township, and IDP camps). Given the changing situation, there has been a 9 month gap since the last 3W round documenting agencies activities as of August 28th 2020. In total, 159 agencies participated in the May 2021 3W, providing information on their humanitarian and development activities across 22 sectors and 157 sub-sectors as defined by technical/sector working groups. 3W reporting is quite comprehensive for projects of INGO, UN and Red Cross agencies, but there is under-reporting of activities for local NGOs and CBOs, since not all are participating. This indicates 54 less agencies reporting than in the last MIMU 3W in August 2020, possibly due to the pressures of the COVID pandemic and/or uncertainty re the situation for agencies’ activities countrywide. Note that Agencies must report to a sufficiently detailed level (village or camp level) for their work to be reflected fully in the MIMU 3W products.     First Standard Allocation (2021) Strategy Paper DEADLINE: Tuesday, 1 June 2021 (09:00am Yangon time) Allocation Summary This document lays the strategy to allocating funds from the Myanmar Humanitarian Fund (MHF) First Standard Allocation in response to the protracted humanitarian crises in Myanmar, in line with the Humanitarian Response Plan (HRP) 2021. The allocation will address the underfunded situation of humanitarian requirements. By 20 April 2021, only 12.5 per cent of the HRP 2021 requirements had been met1. Looking at the most underfunded sectors as per HRP requirements, Education in emergencies (EiE) has not been funded yet, followed by water, sanitation and hygiene (WASH) with 1.3 per cent of requirements met; and shelter, non-food items and camp coordination and camp management (Shelter/NFI/CCCM) with 1.7 per cent reached. This standard allocation will make US$10 million available to support coordinated humanitarian assistance and protection, covering displaced people and other vulnerable crisis-affected people in Chin, Rakhine, Kachin and Shan states and the south-eastern part of Myanmar.2 COVID-19 related actions will be mainstreamed throughout the response to the humanitarian needs. In areas identified by the HRP, additional emergency response for people with humanitarian needs as a consequence of the new context since 1 February 2021 will be considered, as per needs assessment and analysis provided during the prioritization process. Additional emergency response beyond the areas indicated in the HRP 2021, particularly urban and peri-urban areas, as a consequence of the developments since 1 February 2021, will not be included under this allocation.

The total number of migrants expected to return to Myanmar from China is between 10,000- 18,000 by late April. Migrants face several challenges upon arrival, including being required to quarantine for 21 days upon arrival, with most migrants primarily requested to quarantine in community- based quarantine facilities (mainly schools and monasteries). However, due to insufficient capacity, the majority of returnees have been practicing home-quarantining. A total of 6,808 quarantine facilities have been set-up nationwide.
