On 27 November 2019, the ad hoc parliamentary committee mandated to review the bill had tabled its report to the House of the People following consultations, including with federal member states. On 28 December, the House of the People passed the bill, with 172 votes in favour, 5 against and 2 abstentions. On 2 January 2020, following the receipt of the electoral bill from the House of the People, the Speaker of the Upper House appointed a seven-member ad hoc committee to review it. Plenary debates on the report of the ad hoc committee are continuing. 3. B) Die Revision ist gemäß Art. 133 Abs. 4 B-VG nicht zulässig. ENTSCHEIDUNGSGRÜNDE I. Verfahrensgang: 1. Der Beschwerdeführer (BF) stellte am 31.05.2014 als damals noch Minderjähriger in Österreich einen Antrag auf internationalen Schutz und wurde am Folgetag durch Organe des öffentlichen Sicherheitsdienstes erstbefragt. Als Fluchtgrund gab der BF an, er sei im Alter von 13 Jahren von der Al-Shabaab in ein Lager mitgenommen worden, wo er zu kämpfen trainieren habe müssen. Er sei dort öfters krank gewesen, weshalb die Al-Shabaab - 2 - ihn umbringen habe wollen. Einer der Leute dort habe ihn davor gewarnt, weshalb es dem BF gelungen sei aus dem Lager zu flüchten. Seine Tante habe ihm in weiterer Folge dabei geholfen Somalia zu verlassen. Er könne nicht mehr zurückkehren, da die Al-Shabaab ihn töten werde. 2. In der niederschriftlichen Einvernahme vor dem Bundesamt für Fremdenwesen und Asyl (im Folgenden: Bundesamt) am 21.05.2015 gab der BF als Fluchtgrund im Wesentlichen an, seine Tante väterlicherseits habe wollen, dass er Somalia verlasse.
