Welcome to the 2020 WASA/WSSDA/WASBO Legislative Conference and Day on the Hill!

On Monday, January 13, 2020, the Legislature convened the second year of its 66th biennial session. While considered to be a “short” session, limited to 60 days, there is no shortage of topics to be addressed. There are K–12 issues left unfinished or unsettled from 2019 or before. That’s one of the reasons why your participation here is so critical.

Over the course of our time together, you will gain information and perspectives, reflective of our three associations’ priorities, that will assist you in speaking to your legislators tomorrow or at any time throughout the session. As challenging as the last year was, we have an individual and collective responsibility to look toward the future as we share our thoughts.

In addition to the presentations you will hear today, the networking opportunities can further help you craft talking points to be brought forward at the Day on the Hill or at other times throughout the next few months.

As has been said before, the importance and power of a collective voice, unified by common messages, cannot be underestimated. The success and well-being of each student in our systems depends upon it.

CLOCK HOURS Clock-hour forms are available at the registration table.

DAY ON THE HILL The Room, located in the basement of the Pritchard Building, will serve as “home base” during the Day on the Hill.

MINNEART CENTER MAIN STAGE The Minnaert Center Main Stage (theater) opens at 12 p.m. for seating prior to the start of the program at 1 p.m. Food and beverage are prohibited in the theater.

REGISTRATION DESK HOURS (SUNDAY) Minnaert Center (Building 21) Lobby: 12–5 p.m.

TRANSPORTATION Hotel RL offers its guests a 10-seat van that travels anywhere within a four mile radius. • Sunday, the shuttle will be available for transport to/from SPSCC (conference venue) based on availability. Reservations will be required. • Monday, the shuttle will run to the Capitol every hour. Reservations are required. The Olympia Intercity Transit Dash goes everywhere you need to go in downtown Olympia. Multiple parking options are available. Information for the legislative shuttle schedule can be found on page 20 in this program. If driving to the Capitol on Monday, please allow plenty of time to find parking (parking is limited). All parking near the legislative buildings require payment.

The Day on the Hill Regional Planning time is an important part of the conference and participation is vital to assuring district teams are organized for Monday’s legislator meetings. The focus of the planning meetings is signing up for Monday’s meetings and identifying areas of focus based on the WASA, WSSDA, and WASBO Hot Topics.

WSSDA’s Legislative Committee and Government Relations team have scheduled Monday meetings with each of the state’s 147 legislators. It is critical that teams of superintendents, school directors, and business officials participate in each meeting so our policy makers have a full perspective of our collective education priorities.

DIRECTIONS TO STATE CAPITOL From I-5 Southbound: Take Exit 105, keep left for Exit 105A, and continue .8 miles to the roundabout at Jefferson Avenue. Continue straight through the roundabout and under the tunnel to Capitol Blvd. Continue across Capitol Blvd to the Capitol Building on Sid Snyder Ave SW (14th Ave becomes Sid Snyder Ave).

From I-5 Northbound: Take Exit 105 and bear left for the State Capitol/City Center exit. Cross over Interstate 5 and continue .3 mi to the roundabout at Jefferson Ave. Continue straight through the roundabout and under the tunnel to Capitol Blvd. Continue across Capitol Blvd to the Capitol Building on Sid Snyder Ave SW (14th Ave becomes Sid Snyder Ave). DASH TRANSPORTATION Take the free Dash shuttle through the heart of downtown Olympia from the Capitol Campus to the Farmers Market.

WEEKDAY SERVICE During the legislative session Dash operates weekdays every 12 minutes between 9 a.m. and 5 p.m. and every 15 minutes from 7–9 a.m. and 5–6 p.m. BUS SERVICE Public transportation is also an option even after you’ve parked your car, and the local bus service (Intercity Transit) in Olympia offers many routes to the Capitol Campus and other state buildings free of charge. There are eight parking locations available for visitors to the Capitol:

1. Visitor Information Center Parking. The 84-stall lot is available at the Visitor Information Center at 14th Avenue and Capitol Way. The charge is $2.00 per hour. Free Dash shuttle service is offered at this lot. For visitor parking information at other locations on the Capitol Campus grounds, please contact the state government Campus Parking Office at (360) 725-0030 or visit the the parking web page at DES.

2. North and South Diagonal Parking located along the North and South Diagonal streets on the Capitol Campus. The North Diagonal has 54 stalls. The South Diagonal has 48 stalls. There is a $2.00 per hour charge.

3. General Administration Building located at 11th Avenue and Columbia Street. There are 35 visitor parking stalls on the west side (facing Capitol Lake) of the building. There is a $2.00 per hour charge.

4. Natural Resources P1 Parking Lot off Washington Street is metered parking with 204 stalls and offers free Dash shuttle service. There is a $2.00 per hour charge.

5. Capitol Campus Visitor Parking at Maple Park Avenue and Jefferson Street offers 51 stalls and includes the free Dash shuttle service. Parking is $2.00 an hour.

6. Maple Park Annex Parking Lot off Maple Park Street has metered parking with 14 stalls. Parking is $2.00 an hour.

7. Capitol Campus Visitor Parking in the Plaza Garage at Maple Park and the only stop light on Maple Park offers 35 additional metered parking spaces. Parking is $2.00 per hour.

8. Deschutes Parkway. Intercity Transit serves Deschutes Parkway weekdays every 15 minutes. Other bus routes operate throughout the region and serve the Olympia Transit Center where passengers can transfer to Route 42 bus line for service to the Capitol Campus.
