Place Configurations and Italian Electoral Politics under the ‘Second Republic’ John Agnew The Italian Second Republic was meant to have led to a bipolar polity with alternation in national government between conservative and progressive blocs. Such a system it has been claimed would undermine the geographical structure of electoral politics that contributed to party system immobilism in the past. However, in this article I argue that dynamic place configurations are central to how the ‘new’ Italian politics is being constructed. The dominant emphasis on either television or the emergence of ‘politics without territory’ has obscured the importance of this geographical restructuring. New dynamic place configurations are apparent particularly in the South which has emerged as a zone of competition between the main party coalitions and a nationally more fragmented geographical pattern of electoral outcomes. These patterns in turn reflect differential trends in support for party positions on governmental centralization and devolution, geographical patterns of local economic development, and the re-emergence of the North–South divide as a focus for ideological and policy differences between parties and social groups across Italy. Introduction One of the high hopes of the early 1990s in Italy was that following the cleansing of the corruption associated with the party regime of the Cold War period, Italy could become a ‘normal country’ in which bipolar politics of electoral competition between clearly defined coalitions formed before elections, rather than perpetual domination by the political centre, would lead to potential alternation of progressive and conservative forces in national political office and would check the systematic corruption of partitocrazia based on the jockeying for government offices (and associated powers) after elections (Gundle & Parker 1996). -

Number ________ The papers of Raya Dunayevskaya were placed in the Archives of Labor History and Urban Affairs in J u l y of 1969 by Raya Dunayevskaya and were opened for research in May 1970. Raya Dunayevskaya has devoted her l i f e to the Marxist movement, and has devel- oped a revolutionary body of ideas: the theory of state-capitalism; and the continuity and dis-continuity of the Hegelian dialectic in Marx's global con- cept of philosophy and revolution. Born in Russia, she was Secretary to Leon Trotsky in exile in Mexico in 1937- 38, during the period of the Moscow Trials and the Dewey Commission of Inquiry into the charges made against Trotsky in those Trials. She broke politically with Trotsky in 1939, at the outset of World War II, in opposition to his defense of the Russian state, and began a comprehensive study of the i n i t i a l three Five-Year Plans, which led to her analysis that Russia is a state-capitalist society. She was co-founder of the political "State-Capitalist" Tendency within the Trotskyist movement in the 1940's, which was known as Johnson-Forest. Her translation into English of "Teaching of Economics in the Soviet Union" from Pod Znamenem Marxizma, together with her commentary, "A New Revision of Marxian Economics", appeared in the American Economic Review in 1944, and touched off an international debate among theoreticians. -

Qualls The Russian Revolutions: The Impact and Limitations of Western Influence After the collapse of the Soviet Union, historians have again turned their attention to the birth of the first Communist state in hopes of understanding the place of the Soviet period in the longer sweep of Russian history. Was the USSR an aberration from or a consequence of Russian culture? Did the Soviet Union represent a retreat from westernizing trends in Russian history, or was the Bolshevik revolution a product of westernization? These are vexing questions that generate a great deal of debate. Some have argued that in the late nineteenth century Russia was developing a middle class, representative institutions, and an industrial economy that, while although not as advanced as those in Western Europe, were indications of potential movement in the direction of more open government, rule of law, free market capitalism. Only the Bolsheviks, influenced by an ideology imported, paradoxically, from the West, interrupted this path of Russian political and economic westernization. -

UNISCI Discussion Papers, Nº 25 (January / Enero 2011) ISSN 1696-2206 ITALY’S ATLANTICISM BETWEEN FOREIGN AND INTERNAL POLITICS Massimo de Leonardis 1 Catholic University of the Sacred Heart Abstract: In spite of being a defeated country in the Second World War, Italy was a founding member of the Atlantic Alliance, because the USA highly valued her strategic importance and wished to assure her political stability. After 1955, Italy tried to advocate the Alliance’s role in the Near East and in Mediterranean Africa. The Suez crisis offered Italy the opportunity to forge closer ties with Washington at the same time appearing progressive and friendly to the Arabs in the Mediterranean, where she tried to be a protagonist vis a vis the so called neo- Atlanticism. This link with Washington was also instrumental to neutralize General De Gaulle’s ambitions of an Anglo-French-American directorate. The main issues of Italy’s Atlantic policy in the first years of “centre-left” coalitions, between 1962 and 1968, were the removal of the Jupiter missiles from Italy as a result of the Cuban missile crisis, French policy towards NATO and the EEC, Multilateral [nuclear] Force [MLF] and the revision of the Alliance’ strategy from “massive retaliation” to “flexible response”. On all these issues the Italian government was consonant with the United States. After the period of the late Sixties and Seventies when political instability, terrorism and high inflation undermined the Italian role in international relations, the decision in 1979 to accept the Euromissiles was a landmark in the history of Italian participation to NATO. -

The Example of the Algerian War
L2 Journal, Volume 4 (2012), pp. 83-101 Teaching Difficult Topics: The Example of the Algerian War ELIZABETH KNUTSON United States Naval Academy E-mail: [email protected] While history as critical discourse differs importantly from the more subjective narratives of collective memory, even historians vary in their accounts and analyses of past events. This article argues for the need to include a spectrum of voices and text types when teaching history in the context of foreign language study, taking the example of “official stories,” collective memories, and historical accounts of the Algerian War of 1954-62. In addition to presenting varied views and text genres, the argument is made for the importance of teaching the controversies that arise around difficult topics, even many years after the fact. Teaching different sides of a difficult story and its unresolved conflicts is a form of realism that respects students’ intelligence and fosters their self-awareness as cultural subjects. Examples of a multiple perspectives approach are drawn from two textbooks published in France, with additional suggestions for classroom materials and activities at various instructional levels. _______________ INTRODUCTION In the words of Fréderic Abécassis, co-author of Pour une histoire franco-algérienne, “l’histoire est polyphonique” [history is polyphonic] (cited by Nuyten 2010, p. 57). Three Visions of Conflict: The Six Day War and the French Press, 1967 Robert Isaacson The George Washington University Abstract: Examination of the journalistic coverage of the 1967 Arab-Israeli Six Day War by the French mainstream media reveals the centrality of the war experience as a turning point in French public discourse on Israel. Shared assumptions about Israel's vulnerability were replaced by diverse and often contradictory discourses of religious triumphalism, territorial revisionism, and ideological anti-imperialism. This analysis shows that French President Charles de Gaulle's interpretation of the war was far from dominant, and indicates that French public discourse on Israel was fractured and diverse, responsive to different events, and far from the monolith that polling that would suggest. In November 1967, five months after Israel's dramatic victory in the June 5 to June 10 Six Day War, French President Charles de Gaulle publically ended the "tacit alliance" that had existed between France and Israel since the early 1950s.1 In a nationally broadcast speech, de Gaulle expressed his frustration with Israel by critiquing Jews broadly, calling them "an elite people, sure of themselves and domineering...charged [with] burning and conquering ambition," and blamed the war on Israeli territorial aspirations.2 These statements were a far cry from those de Gaulle had made only a decade prior, when he told then-Herut Party chairman, Menachem Begin, "Don't let go of Gaza. It is a sector essential for your security."3 The November remarks drew fire from critics in France and Israel who saw the words as antisemitic and cementing his "betrayal" of Israel on the eve of the Six Day War by adopting a policy of "active neutrality."4 This policy, itself a gesture meant to boost relations with the Arab world, threatened condemnation on whichever party initiated hostilities, and preemptively moved to cut off arms shipments to Israel. -

As the article went on to observe, ‘Even in the midst of one of the greatest challenges to capitalism in 75 years, involving a breakdown of the financial sys- tem because of “irrational exuberance”, greed and the weakness of regulatory systems, European socialists and their leftist cousins have not found a compelling response, let alone taken advantage of the failures of the right.’ There is no doubt that across Europe the failure of the social demo- cratic parties to present a ‘compelling response’ to the economic crisis has led to a wave of electoral setbacks. -

Ora come mai l'affermazione “comunismo o barbarie” è dimostrata a livello mondiale dalle politiche inique adottate dal capitalismo per “uscire dalla crisi”. Politiche che immiseriscono le vite di tutte le classi subalterne e gettano il seme di nuove guerre imperialiste. Moltissimi compagni in Italia che hanno smesso di andare a votare, rifiutando questa democrazia vuota nata con il maggioritario, guardano ora al nostro Congresso fondativo con grandi aspettative, così come tutta quell'area di giovani, disoccupati o precari, donne e tutti quei soggetti che non hanno trovato negli ultimi trent'anni un Partito nel quale sentirsi compiutamente rappresentati e che vivono una vita di difficoltà dovuta alle dinamiche del sistema capitalistico. Sentiamo il peso della responsabilità di aver deciso di dar vita al Partito comunista, anche per avere alle nostre spalle una storia complessa fatta di vittorie, di errori e sconfitte. E per tornare a vincere dobbiamo mettere sotto la lente d'ingrandimento la storia del Partito comunista italiano, di cui dobbiamo capire fino in fondo la portata con un'analisi che ci è necessaria per poter conquistare, oggi, una capacità egemonica che ci consenta un'avanzata sociale elevata quanto quella raggiunta in Italia, dal dopoguerra fino al rapimento Moro, grazie al lavoro di quanti si riconoscevano nel Pci.
