    ISSN 2411-9563 (Print) European Journal of Social Science September -December 2019 ISSN 2312-8429 (Online) Education and Research Volume 6, Issue 3 Opening of Albanian Schools for Learning the Albanian Language in Kosovo During 1941-45 Ragip Gjoshi University of Prizren “Ukshin Hoti” Abstract Difficult, long and troublesome was the journey of Albanian letters in all Albanian lands, especially in Kosovo. The marking of the 75th anniversary of the Albanian school, being commemorated this year in all Albanian lands, is a good opportunity to see the long-lasting path of Albanian education. There are many reasons, but some are more necessary to be written and spoken about. It is rare that nations had to pay dearly for the right to write on their own language compared to Albanian people. So much blood has been shed to escape assimilation. However, when World War II had spread largely over Europe, the Nazi-fascist powers had invaded other countries including all Albanian-inhabited areas. After Albania, Yugoslavia succumbed as well. At that time, the territories of today’s Republic of Kosovo were also occupied. At that point, Kosovo was divided into three occupation zones: Italian, German and Bulgarian. Almost most of Kosovo's lands belonged to the Italian occupation zone. Thus, most of Kosovo and Western Macedonia joined Albania with Royal Decree and King of Vicar Decree no. 264, dated 12. VIII. 1941.1 In all three areas of occupation, the administration of governance was established in the service of the occupiers. Since federal authority was exercised effectively only over the Republic of Serbia throughout the year, the human rights situations in Kosovo and Montenegro are dealt with in separate sections following this report.) The Federal Republic of Yugoslavia (Yugoslavia), a constitutional republic consisting of the Republic of Serbia and the Republic of Montenegro, has a president and a parliamentary system of government based on multiparty elections. Vojislav Kostunica was elected President of the Federation in elections held on September 24, 2000 that were closely contested; President Slobodan Milosevic ultimately was unable to manipulate the elections. Massive public protests forced Milosevic to recognize his defeat and cede power on October 6, 2000. Under the constitutional framework, the Federation encompasses the Republics of Serbia and Montenegro; however, the Montenegrin Government has refused to participate in many of the functions of the Federal Government and has acted unilaterally in several areas. The Federal Government presides over a weakened structure, with responsibilities essentially limited to the Foreign Ministry, the Yugoslav Army (VJ), the Customs Administration, civil aviation control, and foreign economic and commercial relations. Although President Kostunica enjoyed wide popular support, significant power was concentrated at the republic level where, in Serbia, Prime Minister Djindjic exercises significant executive authority.

Kovács CEU eTD Collection Budapest, Hungary 2016 ABSTRACT This research examines how intellectuals and political activists have used anticolonial discourse to critique the actions of the Serbian state and of international intervention in Kosovo. In order to investigate the historical processes that have instigated the production of this discourse, this study takes an intellectual history approach to incorporate components of social movement theory and narrative studies to answer this central research question: Why has anticolonial discourse been a mobilizing factor for the Vetëvendosje movement? Data from six qualitative interviews contributes to my argument that such a discourse has been a mobilizing factor of the Kosovar movement for self-determination because: (i) Vetëvendosje engages in a two-part anticolonial critique—the first, against the Yugoslav and Serbian states, the second, against the international protectorate—which narrates a tradition of Albanian resistance against hegemony. (ii) Vetëvendosje uses anticolonial discourse strategically in its claims-makings. (iii) Vetëvendosje is an intellectual movement that draws upon a wide body of political philosophy to educate and mobilize its base, and to advocate for praxis of anticolonial theory. (iv) Anticolonial discourse is an oppositional discourse. Vetëvendosje names a discourse of neoliberal intervention and peace-building missions, and then provides its own alternative lens of analysis.     UNDER ORDERS “Unidentified.” © fred abrahams / human rights watch 1 EXECUTIVE SUMMARY his report documents torture, killings, rapes, forced expul- Tsions, and other war crimes committed by Serbian and Yugoslav government forces against Kosovar Albanians between March 24 and June 12, 1999, the period of NATO’s air campaign against Yugoslavia. The report reveals a coordinated and systematic campaign to terrorize, kill, and expel the ethnic Albanians of Kosovo that was organized by the highest levels of the Serbian and Yugoslav governments in power at that time. Naturally, these crimes did not occur in isolation. This report outlines the historical and political context of the war, with a critique of the interna- tional community’s response to the developing crisis over the past decade. Three chapters also document abuses committed by the ethnic Albanian insurgency known as the Kosovo Liberation Army (KLA), which abducted and murdered civilians during and after the war, as well as abuses by NATO, which failed adequately to minimize civilian casualties during its bombing of Yugoslavia. Nevertheless, the primary focus of this report is the state- sponsored violence inflicted by the Serbian and Yugoslav governments in 1999 against ethnic Albanian citizens of Yugoslavia. Where information has been derived from other sources, I confirm that this has been indicated in the thesis. 2 ABSTRACT This thesis is about the development of a national identity through the means of language, both as a terrain and a vehicle. This thesis argues the modern intellectuals’ sense of moral mission in colonial nation-building was a response to exogenous modernization, and involved imagining the people as Albanians separated from Albania. This was most clearly encapsulated in the adoption of the same standard language as Albania in 1968 and the intellectuals’ subsequent management and reaction to external constraint, which was imposed in such a way as to prove counterproductive and enhance the intellectuals’ status still further. Yet, because there are limits to the way in which imagination of a society can conflict with reality, the standard language has failed to bring political or linguistic unity. A century of shifting borders has left ethnic Albanians scattered across Kosovo, Serbia, Montenegro, Macedonia and Greece. The Kosovo Liberation Army (KLA), the National Liberation Army (NLA) in Macedonia, and other groups have all waged campaigns of violence in support of enhanced rights for ethnic Albanians. Where is the ceiling to their ambitions? ICG’s research suggests that notions of pan-Albanianism are far more layered and complex than the usual broad brush characterisations of ethnic Albanians simply bent on achieving a greater Albania or a greater Kosovo. It is instructive that both the KLA and NLA started to gain popular support in Kosovo and Macedonia respectively at precisely the time when they moved away from their initial pan- Albanian nationalist goals and concentrated on more rights for their own people.
