PROGRAM AND PLAN FOR THE SOLUTION OF THE CRISIS IN PRESEVO, BUJANOVAC AND MEDVEDJA MUNICIPALITIES Annex 5: Agreement on the solution of the crisis in Bujanovac, Presevo and Medvedja municipalities This Agreement is concluded between: The Governments of the Republic of Serbia and of the Federal Republic of Yugoslavia and The Albanian ethnic community in the municipalities of Presevo, Bujanovac and Medvedja. The implementation of this Agreement is supported and in the framework of the Joint Commission guaranteed by the international community, under the auspices of the United Nations. 1. The subject of this Agreement is the solution of the crisis in the municipalities of Presevo, Bujanovac, and Medvedja, in a peaceful way. 2. The Parties to the Agreement agree that the common objectives for the solution of the crisis are: a) The establishment of the respect of the constitutional-legal order, i.e. of the sovereignty and territorial integrity of the Republic of Serbia and of the Federal Republic of Yugoslavia on that part of their territory, and the assurance of full normalization of work of the organs of the state, of the organs of local self-government and of other legal organs in that territory; b) The establishment of full personal security and security of property of all citizens and of full and undisturbed freedom of their movement in all parts of the territory of these municipalities, which shall be assured by the complete disbanding and disarmament of the extremists, by the restoration of security and peace in the region, and by making possible the return of all citizens - refugees to their households; c) The development of multiethnic and multiconfessional society based on democratic principles with the respect of all human, political and minority rights and liberties according to the highest standards; d) Prosperous and rapid economic and social development of the region with international financial assistance in the best interest of all citizens who live in the region. -

The murder of a reformist premier stalled reforms and put an end to the cooperation with The Hague Tribunal. And, moreover, it opened the door to Serbia’s radicalization. Rik Van de Walle October 2019 i English Summary This dissertation examines the motives and central visions of three student demonstrations, each taking place within different historical and political contexts and each organized by a different generation of Kosovo Albanian students. The years 1968, 1981 and 1997 witnessed a proliferation of student mobilizations as collective responses demanding more national rights for Albanians in Kosovo. I argue that the students' main vision in all three movements was the political independence of Kosovo. Given the complexity of the students' goal, my analysis focuses on the influence and reactions of domestic and foreign powers vis-à-vis the University of Prishtina (hereafter UP), the students and their movements. Fueled by their desire for freedom from Serbian hegemony, the students played a central role in "preserving" and passing from one generation to the next the vision of "Republic" status for Kosovo. Kosova Republikë or the Republic of Kosovo (hereafter RK) status was a demand of all three student demonstrations, but the students' impact on state creation has generally been underestimated by politicians and public figures. Thus, the primary purpose of this study is to unearth the various and hitherto unknown or hidden roles of higher education – then the UP – and its students in shaping Kosovo's recent history. -

The Danube River Protection Convention and the Environment Programme of the Danube River Basin aim to the complex assessment of water quality at the national level and of its development trends in order to substantiate the measures and policies to reduce pollution, plus other pri- ority objectives as the quantification of the heavy metals content (Lack 1997). The monitored sections in the study, respectively Turnu Severin - Calafat - Bechet were part of the TNMN network for tracking the Danube water quality (Harmancioglu et al. 1997).The heavy metals are from both the upstream of Turnu Severin and from the Jiu River. After the study conducted in 2007-2009 there were found in some metals significant amounts of nickel, copper, chromium, arsenic and lead in particular. Key words: monitoring, heavy metals, aquatic ecosystem, water pollution, the Danube INTRODUCTION Danube represents the biggest water resource for Romania being more than double (85x109 cm/year) in comparison with the inland water (river and lakes), which represents about 40x109 cm/year, but the possibilities of their use in natural regime are limited because of different technical reasons (Botterweg & Rodda 1999). Even so the importance of the Danube health is of major concern for Romania as well as for other countries. -

This paper presents a methodology for assessing water quality and long-term trends based on water quality indices (WQI), calculated using the weighted arithmetic method, for 15 monitoring stations in the Lower Danube and Danube tributaries in Romania, based on annual means of 10 parameters for the period 1996–2017. A trend analysis is carried out to see how WQIs evolved during the studied period at each station. Principal component analysis (PCA) is applied on sub-indices to highlight which parameters have the highest contributions to WQI values, and to identify correlations between parameters. Factor analysis is used to highlight differences between locations. The results show that water quality has improved significantly at most stations during the studied period, but pollution is higher in some Romanian tributaries than in the Danube. The parameters with the highest contribution to WQI are ammonium and total phosphorus, suggesting the need to continue improving wastewater treatment in the studied area. -

Introduction During the initial stage of the Kosovo crisis, the international community held out prom- ises of substantial support to neighboring countries if they stood strong against Serbian aggression. President Clinton spoke about launching a Marshall Plan for Southeastern Eu- rope to help rebuild a region crippled by war.' NATO leaders showered promises of military protection and economic help to Yugoslavia's neighbors for siding with the alliance on Kosovo. In fact, NATO's "direct and real interest" in the security of the neighboring coun- tries caused the alliance to be at "the forefront of the international community in supplying money and material" to these countries.2 To prevent any widening of the conflict, neigh- boring countries received security support from both the international community and NATO. Indeed, the NATO alliance did not hesitate to assure the neighboring countries that it would stand by them throughout the crisis, given their importance to NATO's overall efforts to stabilize the region.' Did the international community keep its promise? Did the region pay an extraordinary price for assisting the alliance in its actions against Belgrade? Can the region fully recover from the Kosovo crisis? This article offers a preliminary assessment of the effects of the Kosovo war on South- eastern Europe and addresses regional reconstruction efforts up to and including the re- cently adopted Stability Pact. Much can be established empirically. For instance, economic performance before and after the war can be measured with relative accuracy. -

Under the rural tourism means all tourism activities that take place in rural areas that require travel services in the same places. Therefore in order to develop rural tourism is necessary to create an offer that includes the involvement of the local population, to preserve the environment in the tourist areas and enable economic gain. All of the above suggests that this approach can talk about sustainable development of rural tourism. The paper presents Vrbas municipality and potential drawbacks for the development of sustainable rural tourism and proposed concrete measures. Key words: Rural tourism, environment, sustainable development. JEL: Q16, M24 Introduction At the beginning of the work it is necessary to look at the definition of sustainable development, rural development and rural tourism, as well as the basic principles of design and context of the proposed measures in further writing work. The concept of sustainable development has become the guiding principle of development policies in a growing number of organizations, from local to national levels. The roots of today’s forms of sustainable development dating back to the values of people that are non- renewable natural resources, there is a lot of negative human impacts on the environment and the need to define and adopt a development direction that will ensure their principles or combine three elements: economic, social and environmental and to the mutual relations of these elements, with the obligatory respect and combination, be progressive, but not right now and the future.
