M.A. March 2006. Communication Studies History and Development of the Communication Regulatory Agency in Bosnia and Herzegovina 1998 – 2005 (247 pp.) Director of Thesis: Gregory Newton During the war against Bosnia and Herzegovina (B&H) over 250,000 people were killed, and countless others were injured and lost loved ones. Almost half of the B&H population was forced from their homes. The ethnic map of the country was changed drastically and overall damage was estimated at US $100 billion. Experts agree that misuse of the media was largely responsible for the events that triggered the war and kept it going despite all attempts at peace. This study examines and follows the efforts of the international community to regulate the broadcast media environment in postwar B&H. One of the greatest challenges for the international community in B&H was the elimination of hate language in the media. There was constant resistance from the local ethnocentric political parties in the establishment of the independent media regulatory body and implementation of new standards.

  • Serbia in 2001 Under the Spotlight
1 Human Rights in Transition – Serbia 2001 Introduction The situation of human rights in Serbia was largely influenced by the foregoing circumstances. Although the severe repression characteristic especially of the last two years of Milosevic’s rule was gone, there were no conditions in place for dealing with the problems accumulated during the previous decade. All the mechanisms necessary to ensure the exercise of human rights - from the judiciary to the police, remained unchanged. However, the major concern of citizens is the mere existential survival and personal security. Furthermore, the general atmosphere in the society was just as xenophobic and intolerant as before. The identity crisis of the Serb people and of all minorities living in Serbia continued. If anything, it deepened and the relationship between the state and its citizens became seriously jeopardized by the problem of Serbia’s undefined borders. The crisis was manifest with regard to certain minorities such as Vlachs who were believed to have been successfully assimilated. This false belief was partly due to the fact that neighbouring Romania had been in a far worse situation than Yugoslavia during the past fifty years. In considerably changed situation in Romania and Serbia Vlachs are now undergoing the process of self identification though still unclear whether they would choose to call themselves Vlachs or Romanians-Vlachs. Considering that the international factor has become the main generator of change in Serbia, the Helsinki Committee for Human Rights in Serbia believes that an accurate picture of the situation in Serbia is absolutely necessary. It is essential to establish the differences between Belgrade and the rest of Serbia, taking into account its internal diversities.

  • An Ottoman Global Moment
AN OTTOMAN GLOBAL MOMENT: WAR OF SECOND COALITION IN THE LEVANT A Dissertation submitted to the Faculty of the Graduate School of Arts and Sciences of Georgetown University in partial fulfillment of the requirements for the Degree of Doctor of Philosophy In History By Kahraman Sakul, M.A Washington, DC November, 18, 2009 Copyright 2009 by Kahraman Sakul All Rights Reserved ii AN OTTOMAN GLOBAL MOMENT: WAR OF SECOND COALITION IN THE LEVANT Kahraman Sakul, M.A. Dissertation Advisor: Gabor Agoston, Ph.D. ABSTRACT This dissertation aims to place the Ottoman Empire within its proper context in the Napoleonic Age and calls for a recognition of the crucial role of the Sublime Porte in the War of Second Coalition (1798-1802). The Ottoman-Russian joint naval expedition (1798-1800) to the Ionian Islands under the French occupation provides the framework for an examination of the Ottoman willingness to join the European system of alliance in the Napoleonic age which brought the victory against France in the Levant in the War of Second Coalition (1798-1802). Collections of the Ottoman Archives and Topkapı Palace Archives in Istanbul as well as various chronicles and treatises in Turkish supply most of the primary sources for this dissertation. Appendices, charts and maps are provided to make the findings on the expedition, finance and logistics more readable. The body of the dissertation is divided into nine chapters discussing in order the global setting and domestic situation prior to the forming of the second coalition, the Adriatic expedition, its financial and logistical aspects with the ensuing socio-economic problems in the Morea, the Sublime Porte’s relations with its protectorate – The Republic of Seven United Islands, and finally the post-war diplomacy.

ANALYSIS OF THE MEDIA REPORTING CORRUPTION IN BOSNIA AND HERZEGOVINA (15 -28. August, 2011.) Meše Selimovića 55 | Banja Luka 78000 | [email protected] | T: +387 51 221 920 | F: +387 51 221 921 | 033 222 152 | Soukbunar 42 | Sarajevo 71 000 | [email protected] | T: +387 33 200 653 | T/F: +387 33 222 152 www.prime.ba PIB: 401717540009 | JIB: 4401717540009 | JIB PJ 4401717540017 | Matični broj: 1971158 METHODOLOGICAL NOTES The basis of this analysis is the media reporting in the form of news genres or press releases whose content was dedicated to corruption in Bosnia and Herzegovina (examples of corruptive actions, research and reports on the level of corruption distribution, activities towards legal proceedings and prevention of corruption, etc.). While analyzing the media excerpts, attention was aimed toward determining the qualifications of the mentioned corruptive activities, i.e., the way they were mentioned and interpreted – who is the one that points out to the examples of corruption, who interprets them, and who is named as the perpetrator of these actions. The analysis included 135 texts and features from 9 daily newspapers (Dnevni avaz, Dnevni list, Euro Blic, Fokus, Glas Srpske, Nezavisne novine, Oslobodjenje, Press, Vecernji list), 2 weekly papers (Dani, Slobodna Bosna), 3 television stations (news programme of BHT, FTV, and RTRS, with two features from OBN and TV SA) and 7 web sites (24sata.info, bih.x.info, biznis.ba, depo.ba, dnevnik-ba, Sarajevo-x.com, zurnal.info) in the period between August 15 and 28, 2011. The excerpts were cross-referenced with each date during the analyzed period in order to estimate their frequency in newspapers, assuming that the frequency is one of the indicators of importance of the topic of corruption.
