Serbia in 2001 Under the Spotlight
1 Human Rights in Transition – Serbia 2001 Introduction The situation of human rights in Serbia was largely influenced by the foregoing circumstances. Although the severe repression characteristic especially of the last two years of Milosevic’s rule was gone, there were no conditions in place for dealing with the problems accumulated during the previous decade. All the mechanisms necessary to ensure the exercise of human rights - from the judiciary to the police, remained unchanged. However, the major concern of citizens is the mere existential survival and personal security. Furthermore, the general atmosphere in the society was just as xenophobic and intolerant as before. The identity crisis of the Serb people and of all minorities living in Serbia continued. If anything, it deepened and the relationship between the state and its citizens became seriously jeopardized by the problem of Serbia’s undefined borders. The crisis was manifest with regard to certain minorities such as Vlachs who were believed to have been successfully assimilated. This false belief was partly due to the fact that neighbouring Romania had been in a far worse situation than Yugoslavia during the past fifty years. In considerably changed situation in Romania and Serbia Vlachs are now undergoing the process of self identification though still unclear whether they would choose to call themselves Vlachs or Romanians-Vlachs. Considering that the international factor has become the main generator of change in Serbia, the Helsinki Committee for Human Rights in Serbia believes that an accurate picture of the situation in Serbia is absolutely necessary. It is essential to establish the differences between Belgrade and the rest of Serbia, taking into account its internal diversities. -

No Transmission of Critical Voices
February 2020 Media Progamme South East Europe No Transmission of Critical Voices Hendrik Sittig, Darija Fabijanić In Serbia there is currently an economic crime thriller happening on the television market and this before the parliament elections on the 26th April. The story is about several cable providers and the media group „United Media“ (parent enterprise: „United Group“) with its TV channel N1 that belongs to the media companies in Serbia which report critically about the government. The state-owned cable provider “Pošta Net“ has already removed the channels of United Media from its programme last December because they couldn’t agree on a contract renewal. As a result, many households couldn’t receive N1 anymore. Since Mid-January more viewers are affected, as the cable provider under the state „Telekom Serbia“ hasn’t prolonged their contracts either. A public exchange with accusations of political and economic interference between the players followed. Similar situations in the neighbouring countries can be observed. But let’s be clear from the get-go: The situation is more complicated than that and political reasons are not the only explanation for it. Serbia: Commercial conflict or political influence before the elections? The public dispute between the two telecommunication companies Telekom Serbia and United Group which has its own cable providers and the media company “United Media”, has been dominating the headlines in Serbia for several days now. The cable providers of the brand “Supernova” which belong to Telekom didn’t prolong the contract for transmitting the “United Media” channels. Therefore, since January about 200 000 households can’t watch 17 channels. -

Western Balkans Regional Poll February 2, 2020 - March 6, 2020 Detailed Methodology • The survey was conducted on behalf of the International Republican Institute’s Center for Insights in Survey Research by Ipsos Bosnia and Herzegovina. • Data was collected through in-home, in-person interviews using the CAPI (computer-assisted personal interviewing) method in each of the sampled countries. In each country, the margin of error is calculated at the 95 percent confidence level for the midrange for the full sample size. Sample Margin of Response Country Fieldwork Dates Size Error Rate Bosnia and Herzegovina Feb. 7 – Feb. 29, 2020 n = 1,486 ±2.5 66% Kosovo Feb. 11 – Mar. 4, 2020 n = 1,517 ±2.5 85% North Macedonia Feb. 15 – Mar. 4, 2020 n = 1,472 ±2.6 70% Montenegro Feb. 2 – Feb. 28, 2020 n = 966 ±3.2 66% Serbia Feb. 10 - Mar. 6, 2020 n = 1,481 ±2.5 50% • Nationally representative samples for each state are based on a multistage stratification proportionate to population sample distribution. • Stage 1: PPS stratification across regions. • Stage 2: PPS stratification across urban and rural areas (defined by settlement). • Stage 3: Random selection of sampling points. • Households were selected using a random route technique with a right-hand rule. • Respondents were selected randomly using the Kish grid method. • Interviews were conducted in Albanian, Bosnian, Macedonian, Montenegrin and Serbian. • The data was weighted to the latest official census statistics for age, gender, educational attainment, urbanicity and region in each country. • Charts and graphs may not add up to exactly 100 percent due to rounding. -
