The entry of competition changes the market from monopolistic to oligopolistic, which has positive performance implications for the industry. Our research analyzes the development of the Croatian TV market from the monopolistic stage to the current oligopolistic stage. Econometric models in this article aim to estimate the current trend of market concentration and its future potential. -

Negative trends associated with the media sphere in previous years persist, such as the media’s low level of professionalism, poor protection and conditions for journalists, a weak and oversaturated media market, an unsustainable public media service, a fragmented media scene, and political influence. BOSNIA & HERZEGOVINA 16 EUROPE & EURASIA MEDIA SUSTAINABILITY INDEX 2014 introduction OVERALL SCORE: 2.04 BOSNIA & HERZEGOVINA Bosnia and Herzegovina (B&H) did not show signs of political or economic stabilization in 2013. The governing political parties avoided focusing on substantive reforms and implementing international standards. In April, Ba new political party launched—the Democratic Front, led by Željko Komšić, the Croat member of the B&H tripartite presidency. In the same month, the president of the Federation of B&H, Živko Budimir, was arrested on the accusation of taking bribes to approve amnesties but was released in May due to lack of evidence. In June 2013, public protests in front of Sarajevo’s parliament building and in other cities in B&H highlighted the lack of regulation of citizen IDs for newborns. The citizen initiative across B&H, although holding a promise of revolutionary change, ended as an unsuccessful bid to change politicians’ corruption, inequality, and incompetence. Finally, at the beginning of November, the B&H House of Peoples, in an emergency session and without debate, adopted the proposed amendments and changes to the law on ID numbers. The fact that the protests were organized through online platforms and social media illustrated new media’s growing influence in socially mobilizing the country. However, Serb and Croat parliamentarians framed the protests as an ethnically driven threat to their security and refused to attend parliamentary sessions for several weeks. -

1 Human Rights in Transition – Serbia 2001 Introduction The situation of human rights in Serbia was largely influenced by the foregoing circumstances. Although the severe repression characteristic especially of the last two years of Milosevic’s rule was gone, there were no conditions in place for dealing with the problems accumulated during the previous decade. All the mechanisms necessary to ensure the exercise of human rights - from the judiciary to the police, remained unchanged. However, the major concern of citizens is the mere existential survival and personal security. Furthermore, the general atmosphere in the society was just as xenophobic and intolerant as before. The identity crisis of the Serb people and of all minorities living in Serbia continued. If anything, it deepened and the relationship between the state and its citizens became seriously jeopardized by the problem of Serbia’s undefined borders. The crisis was manifest with regard to certain minorities such as Vlachs who were believed to have been successfully assimilated. This false belief was partly due to the fact that neighbouring Romania had been in a far worse situation than Yugoslavia during the past fifty years. In considerably changed situation in Romania and Serbia Vlachs are now undergoing the process of self identification though still unclear whether they would choose to call themselves Vlachs or Romanians-Vlachs. Considering that the international factor has become the main generator of change in Serbia, the Helsinki Committee for Human Rights in Serbia believes that an accurate picture of the situation in Serbia is absolutely necessary. It is essential to establish the differences between Belgrade and the rest of Serbia, taking into account its internal diversities. -

INTERNATIONAL ELECTION OBSERVATION MISSION Bosnia and Herzegovina – General Elections, 7 October 2018 STATEMENT OF PRELIMINARY FINDINGS AND CONCLUSIONS PRELIMINARY CONCLUSIONS The 2018 general elections in Bosnia and Herzegovina were genuinely competitive but characterized by continuing segmentation along ethnic lines. Voters were presented with a wide choice of candidates, who were able to campaign freely. Contestants, however, focused more on personal attacks and fearmongering than on discussing political alternatives. Dependence of media on political and business interests often caused biased coverage. Instances of pressure and undue influence on voters were not effectively addressed. Long-standing deficiencies in the legal framework remain and recent reform discussions stalled due to political disagreements, further eroding trust in public institutions. Overall, the upper levels of the election administration ran the elections efficiently. On election day, polling station commissions worked transparently but faced some difficulties with following procedures, particularly during counting. The legal framework is generally conducive to democratic elections. However, important long-standing shortcomings remain, as constitutional and electoral reforms were stalled by political deadlocks. In particular, restrictions on the right to stand based on ethnicity and residence are contrary to OSCE commitments, Council of Europe and other international standards. Judgments of the European Court of Human Rights on this issue remain unimplemented. -
